I think one of the reasons Fallout works better as a post-post-apocalypse a la 2 or New Vegas and not a post-apocalypse like 4 (3 and 1 occupy a weird in-between space) is that writers are going to write about what they know, including social dynamics, so they should at least put them in a setting where they make sense.

Find it funny how literally none of the four major factions seem to really give a shit about The Chairmen

You have to deal with The Omertas and The White Gloves but nobody seems to give a shit about The Chairmen

Not House, not The NCR, not The Legion and not even Yes Man says anything about what to do with them he just says you already know them but that's it

I do realize that Benny's mutiny plot is basically the same as The White Gloves' cannibalism plot and The Omertas' own mutiny plot but if you do The NCR run you can literally just ignore Benny despite the fact he still has The Platinum Chip and theoretically still go through with his plan to take over Vegas from The NCR rather than House

Tbh House is technically the only one who bothers with The Chairmen but that's because Benny has The Platinum Chip if he didn't House wouldn't have you look into The Chairmen like he does The White Gloves and The Omertas

I just think it's weird how The White Gloves and The Omertas have plotlines to either help or jeopardize them but The Chairmen just have Talent Pool it's almost like they became an afterthought after Benny is either dealt with or ignored
