Tech genius? Nope. Now, emotional genius? Hell yes. At least that's my headcanon.

He gained the rank of head of communications because he is not only good at stating what needs to be said in a way that is easy for everyone to understand, he's also great at reading other people and their emotions. Without him: what would take days to get the divisions to sync up on would take a month.

I'd also imagine he's good at keeping his own emotions in check since he has to deal with so many other people.

Ehhhhhhhhh he's gone overboard before. Hell in a way he actually belongs inside a cell too.

Just off the top of my head:

Incarcerated several people that actually haven't broken the law (Mark Emu for example)

Went out of his jurisdiction to chase after Henry and Ellie.

Threw his subordinates into Toppat/Government crossfire to get Henry and Ellie.

Freaking freezing inmates in ice and putting them on display (that one fail in PP/TR). Pretty damn sure that's cruel and unusual punishment.

Incarcerated at least one person without informing the government. At the end of Master Bounty Hunter there's a wanted sign for the toilet wizard Gastro, implying that he's still on the loose. However in Convict Allies you can see he's actually locked up in the Wall.

Instead of capturing an escaping Henry, Dmitri decides to push the truck Henry was in off the cliff when Henry denied surrender.

Funny you bring up Sephiroth; I just finished beating FF7 Rebirth after finishing FF7 Remake. I haven't played the original but from the looks of the remake/rebirth: Sephiroth looks to have similar timeline manipulating bullshit going on.

Henry and Sephiroth would both just keep on changing timelines to infinity.
