Sometimes, because Peeta is such a much better speaker than Katniss, it gets overlooked how he’s just as bad as her when it comes to wanting to keep big things close to his chest and being closed off. This is one of the best speakers in the books, and he’s stuttering and choking on his words because he doesn’t want to share his feelings like this. Feelings he refused to mention for 11 years. Yeah, he could be playing it up for the audience, but that seems really unlikely considering what happens right after, when he makes the confession seem like a bluff.

Peeta Mellark really was having the worst time of his life confessing his feelings for Katniss.
