Commander Units
While working on replicating and weaponizing Metahumans the Facility branch of World Systems started crafting Commanders. Originally they began their work with individual likely candidates from the Phi group of natural-born Metahumans, setting them to work with the Rho units- brainwashed solider unit Metahumans that were considered less than valuable. 
Eventually the Facility moved on to the Delta group, specially cloned and crafted from a chosen subject, testing the possibilities of genetic enhancements in utero that would lead to better commanders. The Deltas were less than ideal but perfect paving ground for the Sampi unit, their perfect leader. The Facility intended to eliminate the Delta units after the Sampi was completed, but in the meanwhile they worked with what they had. 
Children that would make valuable soldiers, especially Rho units, were then conditioned to respond to the chosen Deltas. They would be conditioned and trained to instinctively want to obey the Delta (and later the Sampi) that was chosen, and the most ideal Delta unit was altered to ensure that obedience. The chosen Delta unit was granted a low level but dangerous power if used correctly, a visual and empathic hypnotic power that could be utilized simply by looking someone in the eye and repressing the subjects will with their own. It was most effective on units that were already conditioned to respond to the Delta as the commander, and on those with a weak willpower.
Sampi was granted a sound-based hypnotic suggestion power in her voice, since the project leaders believed it to be more effective than visual.

The rumors of Haven were spreading. Rhodora was pleased.
They sat in a battered watering hole sipping something hot and earthy (probably lichen ale) tucked in to a cozy little corner near the heater and watching a broadcast from one of the citizens that lived inside the enclave gushing about how the Aleph had re-opened applications for work at omnibus.
While that was playing there was a group of people standing near the bar with their drinks and skewers of food from the market outside discussing the new magical place.
Haven, they said, a real one, away from the nanny state that Epsilon and The Aleph had created. One of the women seemed starry-eyed about it, but her friend cautioned her that there were dark rumors that only the surviving metahuman a were allowed. The group shivered, they remembered all too well the metahuman crisis that had ripped apart what little infrastructure existed and killed hundreds if not thousands of the last humans on the planet.
The Aleph and Epsilon were real, a younger man argued, they were real and helping everybody, even if you didn’t want to live in the protected enclaves.
An older man darkly muttered about how the Aleph was probably the cause of their misery to begin with, and reminded them all of Epsilons requirements that metahumans MUST live inside the enclaves now. They all frowned at that thought
Rhodora drained the last of her bitter but pleasantly hot drink and stood, picking up her large and broad rectangular case.
It was good that they knew about Haven, but also she preferred it remained a rumor so far. Her community was small, and nervous about themselves and each other. They still remembered the telepathic signal that had seized all the metahumans at once the previous year.
She paused on her way out as a pair came inside and scooted to a corner, talking quietly to each other. One was a bundled up and tall person, the other was also tall but not as much and her face was mostly uncovered save for her goggles. A braid of shocking red hair hung down out of her hood on the left side. Rhodora blinked her eyes and kept moving.
As she walked, she examined the memory imprint she had taken with her eyes. Red hair… A small scar on her mouth that Rhodora hadn’t noticed at first. A pair of dog tags that when she examined closely, clearly said ‘Ramirez’ on them.
Rhodora stopped in the street and looked back.
Omega Zero-Seven?
That changed things. She hadn’t been seen in a long time, but now she was in the human settlement against the enclave. Was Sanguine active again? Was it because Delta One was contending with WS hunting dogs?
Sanguine would need to be dealt with. For that matter…so would Red-Brand. She had a few thoughts- involving the attack dog division of Rho
She felt her case move excitedly and the ever constant pressure on her mind increase.
Echo desperately wanted to go get her.
Rhodora shifted the box she had Echo locked in and continued walking. Olly would be waiting for her.

wHAT
Most animals will do that. It’s very rare for animals to pass up free protein even if it is from another of the same species, unless they are specifically close to that animal in particular before they died.
