how come constance's husband, the one who fooled around with moira, didn't stay in the house?

Hugo did stay in the house. In episode 8 (Rubber Man), we see Hayden having sex with him before stabbing him. That, however, is the only time we see him other than the flashback when Constance shot him.

I love the show, but I'm really confused. If dying in the house/on the property keeps you around, then I don't understand the Dead Breakfast Club. How?

The Dead Breakfast Club came after Tate on Halloween, which is the one day out of the year the dead can walk the Earth. That's why after Tate denied knowing them, Steph told Chloe they had to go- because it was almost sunrise. Their time to be out was almost up.
