Why Was Knuckles Not Guarding The Master Emerald In Sonic Forces?

So many people have questioned why Knuckles was not guarding the Master Emerald during Sonic Forces, and I have a possible in-universe answer.

In Sonic Battle it is established during times of great crisis Chaos will show up. So given Eggman's takeover could be regarded as a great crisis, he could have showed up and began guarding the Master Emerald while Knuckles was off helping the resistance out.

This could also explain other times Knuckles is not guarding the Master Emerald. Alternatively Knuckles could have shrank the Master Emerald these other times as well as we see in Sonic Adventure 2.
