Temperatures across China reached or exceeded their records for the month of May, the country’s National Climate Centre has said. Weather stations at 446 sites registered temperatures that were the same as, or greater than, the highest ever recorded for the month of May, deputy director of the National Climate Centre Gao Rong said at a press briefing on Friday. On Monday, the Shanghai Meteorology Bureau reported that the city had recorded a temperature of 36.1 degrees Celsius. The previous record for May was 35.7C, which occurred in 2018. Over the next three days, most of southern China is expected to be hit by temperatures of more than 35C, with temperatures in some areas exceeding 40C, according to national forecasters on Friday.
Power grids are preparing to be put under strain as demand for airconditioning soars in mega-cities such as Shanghai. Demand for electricity in southern manufacturing hubs, including Guangdong, has surged in recent days, with China Southern Power Grid, one of the country’s two grid operators, seeing peak power load exceeding 200m kilowatts – weeks earlier than normal and close to historical highs. The sweltering heat comes amid a year of rising temperatures and erratic weather in China.
In February, the China Meteorological Administration warned that “extreme weather and climate events are still showing a high incidence and intensity [for the year]”.
In March, temperatures in Wuhan and Zhengzhou, cities in central China, were more than 10 degrees higher than normal for that time of year. Unusually for China, 2023 has seen the arid north of the country hotter than the south, a pattern that is thought to be causing a range of ecological problems.

China has accused the US, UK and Australia of embarking on a “path of error and danger” in response to the Aukus partners’ announcement of a deal on nuclear-powered submarines. “The latest joint statement from the US, UK and Australia demonstrates that the three countries, for the sake of their own geopolitical interests, completely disregard the concerns of the international communities and are walking further and further down the path of error and danger,” China’s foreign ministry spokesperson Wang Wenbin said during a regular press briefing on Tuesday. The multibillion-dollar deal, announced during a meeting of Aukus leaders in San Diego on Monday, will provide Australia with nuclear-powered submarines in an effort to counter the rise of China in the Indo-Pacific. The spokesperson’s comments came after the Chinese mission to the UN tweeted a statement accusing the three countries of fuelling an arms race. It said the deal was a “textbook case of double standard”. The US president, Joe Biden, rejected the accusation, saying the submarines would be “nuclear-powered, not nuclear-armed”. Penny Wong, Australia’s foreign minister, said the Chinese criticism was “not grounded in fact”. Biden said he expected to speak with Xi Jinping – who recently secured a third term as China’s president – soon but declined to elaborate. President Joe Biden has warned Iran that the United States will “act forcefully” to protect Americans, after the US military carried out air strikes against Iran-backed forces in retaliation for an attack in Syria. “Make no mistake: the United States does not ... seek conflict with Iran, but be prepared for us to act forcefully to protect our people,” Biden told reporters during a visit to Canada. Apple Inc's Taiwanese supplier Pegatron Corp is in talks to open a second India factory, said two sources with direct knowledge of the matter, as the U.S. tech giant's partners continue to diversify production away from China. Pegatron plans to add a second facility near the southern city of Chennai in Tamil Nadu state, just six months after opening the first with an investment of $150 million, said the sources, who sought anonymity as the talks are private. The new factory, the first source said, is "to assemble the latest iPhones". Pegatron declined to comment but said, "Any acquisition of assets will be disclosed based on regulations." Apple did not respond to a request for comment. India is seen as the next growth frontier for Apple. The International Monetary Fund (IMF) and crisis-hit Pakistan are locked in a debate over an unfinished loan program required for the ongoing financial collapse. Both have been negotiating since early February on an agreement that would release USD 1.1 billion to the cash-strapped, nuclear-armed country of 220 million people, and it's supercritical for the liquidity-challenged country. The Pakistani government has made various economic modifications including hikes in fuel prices, raising taxes, and others demanded by the financial body for loans. The funds are part of a USD 6.5 billion bailout package the IMF approved in 2019 -- vital to Pakistan to avert defaulting on external payment obligations. However, no funding has been granted to the cash-strapped country yet. IMF has now asked Islamabad to provide external financing assurances before it takes the next step with Pakistan to release the bailout tranche, according to a report published by pkrevenue. Addressing a press briefing, Julie Kozack, the IMF's Director of Strategic Communications said, “Timely financial assistance from external partners will be critical to support the authorities' policy efforts and ensure the successful completion of the review (with Pakistan)." “Ensuring that there is sufficient financing to support the authorities is the paramount priority. A Staff Level Agreement (SLA) will follow once the few remaining points are closed. We do need to ensure that we have those financing assurances in place in order for us to be able to take the next step with Pakistan," she added. The financial body wants Pakistan to get the assurance of up to USD 7 billion to fund this fiscal year's balance of payments gap. The International Olympic Committee says the Olympic Games can “set an example” to the world on unity and building bridges as it defends plans to allow Russian and Belarusian athletes to qualify for Paris 2024. The IOC has faced heavy criticism in some quarters for examining ways that athletes from Russia and Belarus could participate in the Games as neutrals amid the ongoing invasion of Ukraine. A group of more than 30 nations – including the UK – issued a collective statement on Monday calling for the ban on those athletes to continue. In a statement issued to mark the one-year anniversary of the invasion being launched by Russia, the IOC said it had shown “unwavering solidarity” to the people and athletes of Ukraine but insisted its mission was to promote peace through sport, citing how athletes from warring nations such as North and South Korea, Israel and Palestine and Armenia and Azerbaijan had competed in the same Games in the past. “During the Olympic Games, athletes from 206 different National Olympic Committees live together in peace in the Olympic Village,” the statement read. “Peace-building efforts need dialogue. A competition with athletes who respect the Olympic Charter can serve as a catalyst for dialogue, which is always a first step to achieving peace. “The Olympic Games cannot prevent wars and conflicts. Four bankers have appeared in a Swiss court charged with helping to hide tens of millions of francs on behalf of Vladimir Putin. The men, who had senior roles at the Swiss branch of Russia’s Gazprombank, are accused of helping Sergei Roldugin – a close friend of the Russian president who has been described as “Putin’s wallet” – to move millions through Swiss bank accounts without the proper due diligence checks. The men – three Russians and one Swiss national who cannot be identified, under Swiss reporting restrictions – appeared at Zurich district court on Wednesday. They denied the charges. Roldugin, a godfather to Putin’s eldest daughter, Maria, reportedly placed $50m in Swiss accounts between 2014 and 2016 with no credible explanation as to where the money had come from. He also allegedly planned to pump more than $10m a year into Swiss accounts via a complex web of shell companies. Swiss prosecutors told the court that the bankers failed to do enough to determine the identity of the true beneficial owner of the funds. Roldugin was the officially named owner of two accounts opened at Gazprombank Switzerland in 2014. However, there was no evidence to prove the source of Roldugin’s funds. Roldugin, a cellist and conductor, previously told the New York Times that he was not a businessman and certainly not a millionaire. Greece’s prime minister has apologised for the worst rail accident in the country’s history as a station master facing multiple charges including involuntary manslaughter began to testify in court. Tiny traces of protein lingering in the bones and teeth of ancient humans could soon transform scientists’ efforts to unravel the secrets of the evolution of our species. Researchers believe a new technique – known as proteomics – could allow them to identify the proteins from which our predecessors’ bodies were constructed and bring new insights into the past 2 million years of humanity’s history. Analysis of these microscopic remnants could then help to solve major evolutionary mysteries such as the identity of the common ancestors of Homo sapiens and the Neanderthals. The ramifications of the technology would mirror the impact of the recently developed technology of ancient DNA analysis which, over the past 20 years, has helped uncover dramatic secrets about humanity’s past. These include the discovery that many modern humans possess Neanderthal genes and that the two species must have interbred at some point over the last 100,000 years. It has been almost two decades in the making but on Saturday night in New York, after days of gruelling round-the-clock talks, UN member states finally agreed on a treaty to protect the high seas. A full day after the deadline for talks had officially passed, the conference president, Rena Lee of Singapore, took to the floor of room 2 of the UN headquarters in New York and announced the treaty had been agreed. At a later date, the delegates will meet for half a day to formally adopt the text. She made it clear the text would not be reopened. “In Singapore, we like to go on learning journeys and this has been the learning journey of a lifetime,” Lee said. She thanked delegates for their dedication and commitment. “The success is also yours,” she told them. She received cheers and a standing ovation from delegates in the room who had not left the conference hall for 48 hours and worked through the night in order to “get the deal done”. The historic treaty is crucial for enforcing the 30x30 pledge made by countries at the UN biodiversity conference in December, to protect a third of the sea (and land) by 2030. Without a treaty this target would certainly fail, as until now no legal mechanism existed to set up MPAs on the high seas. Covering almost two-thirds of the ocean that lies outside national boundaries, the treaty will provide a legal framework for establishing vast marine protected areas (MPAs) to protect against the loss of wildlife and share out the genetic resources of the high seas. It will establish a conference of the parties (Cop) that will meet periodically and enable member states to be held to account on issues such as governance and biodiversity. Authorities in the Philippines are scrambling to contain an oil leak from a sunken tanker that could threaten the rich biodiversity of more than 20 marine protected areas. The MT Princess Empress, which was carrying a cargo of about 800,000 litres of industrial oil, sank on Tuesday off the coast of Naujan, Oriental Mindoro province, after it experienced problems with its engine and began to drift due to rough seas. A passing cargo ship rescued the 20 crew onboard. The Philippine Coast Guard is deploying oil spill booms and absorbent booms to try to minimise damage, according to the environment department, which said it was “continuously assessing the important biodiversity sites”. Ram Temena, the disaster operations chief in the affected province of Oriental Mindoro, told Agence France-Presse an oil slick off Mindoro island, south of the capital, Manila, stretched for 120km (75 miles) and was about 9km (5.5 miles) offshore. Oriental Mindoro’s 18,000 registered fishers have been told to stay onshore until it was safe to fish, according to Agence France-Presse. Pola town in Oriental Mindoro, one of the worst affected areas, has been placed under a state of calamity due to the spill. India is likely to face a blistering summer after recording its hottest February since 1901, its weather department has said. Average maximum temperature was 29.5C in February, the highest since India started keeping proper weather records. The India Meteorological Department (IMD) has also forecast "enhanced probability" of heatwaves between March and May. Prolonged heat could affect wheat production and push up power demand. "Above normal maximum temperatures are likely over most parts of northeast India, east and central India and some parts of northwest India" from March to May, the IMD said in a statement on Tuesday. The forecast comes days after the weather department issued and later withdrew its first heatwave alert for the year in parts of western India after conditions improved. Hot summers and heatwaves are common in India, especially in May and June. But like last year, summer seems set to begin earlier this year - last March was India's hottest since 1901. Experts have also said that India is now experiencing more intense, frequent heatwaves that are longer in duration. Last year, India was forced to ban wheat exports after unseasonably hot weather affected the crop, sending local prices soaring. In February, the federal government set up a committee to monitor the impact of high temperatures on this year's harvest. Reuters had cited an unnamed government official as saying at the time that "the current crop condition looks good". India is the world's second biggest wheat producer. The unusually high temperatures had also triggered a spike in power demand last year, leading to outages in many states. This year too, demand for electricity has already reached near-record levels in recent weeks, Bloomberg reported. Many experts have also been raising concerns about the effect of extreme heat on poor people, who often have to work outside and less access to resources to help them stay cool.
