We know there's been around 50 iterations of the show, so if it's an annual or even a biannual event, most of the cast wouldn't have been born yet when it occurred or would be too young to remember it.

If Luka being a clone of the original winner is the case, I think they've been cloning him (and possibly adding alien DNA, hence the green liquid in the clone pods) to make him even "more perfect" in the aliens' eyes. But the experiments have made his body/mind more unstable and prone to breaking down.
