#why do some snakes and whales get to be vishaps/dragons but others don't?

Sigewinne: Wings, tail, and horns? 'Dragonheir' despite being born from Elynas' blood. Melusine and not a Vishap.

Not-Dragons?

Rex Lapis: 4 legs, no wings, horns, spikes, and a tail. Dragon-Qilin God form.

Osial & Beisht: No legs, no wings, and horns. Hydra/Water Snake Gods?

Orobaxi: No legs, no wings, horns, and tail. Snake God form.

Elynas: Wing, Legs, & Tail?, horns, and spikes. Abyssal Alchemical Creation.

All-Devouring Narwhal: No legs, no wings, horns, spikes, and a tail. Big Fish/Whale.

Pahsiv: Tail and horns? Slitted pupils. Melusine.

~ I need Neuvillette to do a breakdown, pls. Why is Sigewinne, who is not a dragon and was born from the blood of an Abyssal being created made through Alchemy, considered a Dragonheir, like the Bathysmal Vishaps?

Because this would imply that Elynas IS a dragon, which means Durin, who was made by the same person Is actually a dragon too. And that would mean that dragons do not necessarily need to be Vishaps after all. Which would MEAN that even Zhongli could be considered a dragon in the loosest sense.
