Despite representing the consequences of actions taken (positive and negative), Lilith's saving grace is that she's not a dictator or tyrant. You will receive punishment regardless if you agree to follow her or not, but you will enter into her good graces if you choose to become a dependable figure in her grand scheme of turning Hell into a Paradise. (It's meaningful because it will be done with your own blood, swear and tears rather than having that handed to you!) The punishments always come with the ability of reform, so there's never truly a bad end in sight for anyone. She believes that hopelessness is the root cause of evil. Why would anyone dare to be different if there's no different path in sight aside from what you already know? The choice belongs to the oppressor/offender at all times. Those who are truly vile will take longer to get in anyone's good graces, but they can still be used for something. The work doesn't end. There is enough labor for everyone to contribute to a better future if the past is stained beyond repair.
She has a responsibility to the community to give out the consequences, and she rewards those who work with her on her vision of the future. She calls it "The Great Plan". This ties in with her "surname" being Magne, which translates to "mighty" and "great".
