So for recruiting him in Veilguard specifically, he wouldn't be at the lighthouse right away cause he's not working with Solas anymore (in fact is more or less working against him but shhh it's fine) so I think you'd be able to find him in the Veil Jumper camp, after you find Bellara and go to D'Meta's Crossing.

Harding will ask him what he's doing here and wasn't he with Solas and he gives a noncommittal answer before offering to help set up the Lighthouse, figuring if Bellara can't crack the Eluvian he can probably do it (he is in fact very impressed when Bellara fixes the Eluvian)

When you greet the caretaker they'll ask you about the Slow Arrow being back and you can later on ask Felassan about that and also about the memories you see him in.
