I think these are great points!

I think depending on how the acts are used. They could still make sense and cause a lot of Damage without causing any of the problems listed above. Also. Most of what's below is assuming the writer makes the GIW more effective at their aims/goals then they are in the show. Which isn't super hard to imagine that they'd improve over time.

Whether they are real or not, it could end up being an important factor for the Ghosts and Danny's view of the world. But this only works if they have "proof" that tha majority of the populate believes the acts. For example, in amity park, the view and perception of Ghosts differs in adults verses children. Meaning in amity park specifically, where Ghosts cause problems and adults blame all Ghosts, they are much more likely to report said Ghosts to the GIW. Danny is the big factor here because he's the one actually helping that the kids tend to like and adults tend to hate. But if all adults were up against him and happy to turn him into an agency that "claims" to have laws stealing his rights, no way would he trust adults at all. Kids are a different factor, he'd be more likely to trust kids but even that is tricky and based off each ind8viduals personal experience.

If you add in a factor that amity is a bit removed from the world aka the USA at large isn't aware of what's happening in amity. The only reason they'd(general human population) do anything is if Ghosts had affected them directly which definitely doesn't happen much.

If anything, they'd probably want nothing to do with anything if something happened in their vicinity. Say Danny fights a ghost outside of amity. Destruction happens, and guys dress in white claiming to be government officials working under a law appear and capture said problem makers, for the most part people would just go along with their day and move on. Very few people would actively question the laws and government officials since they aren't the ones being affected by said laws. And it's easier for the GIW to spin the story in their favor.

Now, say people DO find out about the law, which I'd assume the GIW actively works to hide the details from the public knowing. The biggest problem is that even if the Acts get repealed. No legal action can be done about the things the GIW have already done. This is because of the Ex Post Facto law in the United States. They can't be charged for doing anything illegal since it wasn't illegal at the time.

And knowing the GIW, they'd just go underground like Phanboyo said and keep doing their work underground. And like was also listed above by Phanboyo, people would probably forget about it and move on.

It's all about a balance of keeping people Missinformed. Most adults are more likely to belive government officials with a badge than a glowing being causing damage, so ghosts and Danny are less likely to trust people and ask for help. Especially if the GIW shoot first and ask questions later, Danny specifically would be even further discouraged from asking for help because he'd be putting other people in danger.

And again, there are multiple factors at play to make the anti-ecto acts work. Lack of information outside amity, bad press, And the Size and strength/ capability of the GIW. And even the type of world this all takes place in. Just Danny phantom? A popular DC crossover? Maybe Marvel? Or gravity falls, or.... etc. Each world has its own nuances. In some, the acts would work very well. In others, definitely not. It's part of why using them is so fun for some people because figuring out the nuances is just fun.

If the GIW is still only, like, 6 workers? No way would they pose a threat. All Danny would have to do is go far away, find reporters know for finding the truth and expose them. he'd get protection while the acts are repealed, and Bing bang boom, GIW are no problem at all. But again, Danny doesn't Really have much reason to trust Adults. BUT OTHER PEOPLE who like phantom and don't like the laws could easily do something to stop it entirely.

But in the end, this is all just conjecture and my opinion. I'm a person who loves the Itty-gritty details and figuring out how everything single thing works. Some people don't like that as much and just enjoy a the world/concept at large which is also perfectly fine! Anyway that was a rant, I'd love to see what Ya'll think!

Okay I'm gonna rant a bit about the "Anti-Ecto Acts" trope for a minute so feel free to scroll past if you aren't interested but

It just feels so unnecessary in almost every fic it's used in. Like, okay, there's definitely some fun angst in Danny's existence being made illegal but people either take it too far or not far enough.

Okay, so when people find out that he is legally considered nonsentient and property of the US government for experimentation, they don't really do anything about that but get mad on Danny’s behalf. The only people who would hear about it and even think about turning him in are literal supervillains, why is Danny so worried about it, as if most humans go out of their way to obey obscure laws that require action. It's hard to find a person unwilling to jaywalk, let alone someone who cares about the law (and doesn't care about human rights) enough to actually figure out how to contact some hyper-specialized branch of the government.

It makes way more sense for it to be just a passing comment when talking about how obnoxious the GIW is. Like "oh yeah and they passed a law that makes my existence illegal, as if that would make them any less incompetent at ghost hunting haha."

And then when the Acts actually become a problem? Just let any random character know and suddenly its been repealed and the GIW is under investigation and the bad people are in prison and everyone lives happily ever after as they work through their trauma together <3 You know what would actually happen? A few puppets would be arrested to make it look like the courts are actually taking action, effectively nothing would change, except the public would incorrectly think that they saved the poor mistreated ghosts from the bad guys. If he were in their facility, Danny would disappear to a new facility with even less of a trace than before, and if he weren't, he would still be on the run and the GIW would be after him all the same, just as willing to hurt and kill people to get to him as when they were "government sanctioned."

My biggest issue with the Anti-Ecto Acts? Why on Earth would the GIW even pass them? You think the US government isn't ready and willing to break the law and commit unthinkable human rights violations at the drop of a hat? Even if they "snuck it in another bill" (which. What.) Drawing any attention to their organization or even the existence of "ectoplasmic entities" is incredibly counterproductive for their goals. That's why they're called the Guys in White. They don't give out their organization name because it's so secretive that it's even questionable whether they actually have any authority at all (and that's a point that I wish people explored more often, the possibility that the GIW isn't even part of the government at all), or if it's all just empty threats. If people go on thinking that ghosts aren't real, that's all the better for them. Can't commit moral attrocities on creatures that don't exist.

I could go into it more, especially when it's used in crossovers like DC or Marvel where there are existing enhanced/metahuman rights politics but really, the Anti-Ecto Acts being used as an actual plot device almost never makes any sense.

this introduces another character into the party, Jameson Jackson!! he's a mute, 1920s-esque character who is VERY cute and i love him with all of my heart. things start to go south at the end though, when jj accidentally pricks his finger with a knife, and anti decides to be the attention hog that he is and cut in. it gets real spooky

alright, now anti doesn't really make a huge appearance in this video, but the video itself is important. after chase has a fucking mental breakdown in his car, you can vaguely see anti staring directly at the camera. which is uncomfortable and i don't like how he's in chase's car get out of there u stinky >:(
