Any place capable of manufacturing new gunpowder has the whole situation figured out. Being able to make smokeless powder means they (in theory) can also make soap, explosives, water based lubes, heavy grease, and a bunch of other stuff (list is probably longer than my arm).

Bigger communities probably have a lube-smith (Lube-monger? Lube-dealer?). Someone you can go to and they'll have whatever you need. Specific applications, or just say what viscosity, PH, and base you want and they'll have it prepared.

From quenching metal at the forge to keeping your lathe running, to oiling your gun or deep frying tato chips, and every sort of personal use you can imagine, the lube-smith has what you need.

Smaller communities trade for cans of the most popular stuff just like they trade for ammo.
