Now that I think of it, Ratchet as the eldest medic might know the most about sparklings from the fact that he's damn old. Shockwave... might also, considering his own age and how he was acting as some sort of medical figure at some point (remember, he met Megatronus as a surgeon) but that's also because Shockwave's knowledge is rather eclectic.
