ahhh hello hello !! sorry i'm late to answer this but ! i made her on 3D paint (paint 3D?) - that free 3D software attached to mspaint :]

its VERY limited but i just make dish out of like . a cone & a circle & some simple custom shapes . and to make her spin i actually saved individual pngs & put them back together again in a free gifmaker program (i use ezgif dot com) (so like . rotate dish a little bit -> save a png -> rotate her a little bit more -> save png etc until i had a full animation) theres a spin option in 3d paint but 1. it has a slowdown/speedup effect i didn't want & 2. i wanted her to be slightly choppy for like . the Effect so i purposefully did 12 frames :]

oops that was a lot of rambling BUT ! thats how ^ u can probably make something just like this better-ly & easier-ly with blender or another 3d program but . i don't have blender & i dont know how to 3d model ^_^; it gives her a charm tho i think .....
