i think what's interesting in Scanners is that not only do they have separate political and social themes analogised by the sci-fi horror/thriller elements of psychic abilities (that also roundly inform each other) but that it can be readily described in a whole as a theme from throughout history of victims of natural disasters and scientific experiments heavily influenced and interfered with by human negligence, incompetence and mainly corruption for monetary gain, understanding and power and an often complete disregard for ethics and human lives (simply reduced to statistics to demonstrate the effects of something) with the liberal use of the phrase 'the ends justify the means'.

in turn, through no fault of their own, are left with the fallout and with no way to hold the people accountable mainly due to power, influence and money that dramatically and negatively impacted their entire lives, have to live with these consequences. with the implicit analogy of mental illness and neurodivergence in the film, they can end up ostracised, marginalised and pathologised, roundly discarded by society and forgotten about. they can be exploited for other people's gain, put through an inevitable pipeline of being either the trash at the bottom of the heap of society, or experimental guinea pigs that can be weaponised quite literally in the physical sense (the fact that it especially takes place in the early 80s where the Cold War was not yet over, and the main institution featured, Consec, being a business that specialises in security and weaponry, anxious over being able to continue a Scanner program as the numbers dwindle, thanks to a rogue scanner taking them out who turns out to be the villainous Revok, who has spent most of his life being taken advantage of by the medical field and his own father and despises the treatment dealt out to him for who he is to the point of developing a superiority complex and a need for a scanner supremacy - these people are not referred in a way that marks them as human to others; more subjects to be manipulated than anything else) or in a metaphorical, emotional sense; that having been left in the dark and cold for so long that, instead of being helped, are pointed to as being a threat to be dealt with, even from the very beginning such as where Vale, homeless at that current stage, is regarded by an older woman as simply disgusting just for existing and surviving on the fringes of society (Revok in another way, effectively becomes a political enemy to be dispatched where his father, a doctor, in a cold, business-like manner, sends his own equally exploited and sadly far more naive brother to deal with him in a way that he conveys as ridding evil from the world, of which we later discover, was actually to destroy a 'problem' he created himself as if scanners were not human, but simply political issues to unite against for the so-called 'common good' as well as good in terms of successful business ventures).

it is helped that it alludes to the very real drug scandal of the 50s where thalidomide, a morning sickness drug, resulted in physical deformities of the children of these pregnant mothers. the fictional drug, ephemerol, resulting in psychic mutations in the unborn children clearly reflects that, as instead of the scanners' abilities being usually portrayed as supernatural, it exemplifies itself as a form of social commentary, however explicit, by portraying it as a medical condition that is the product of ambiguously ethical scientific experimentation. which in turn gives as the very real pathologisation, stigmatisation and institutionalisation of mentally ill and neurodivergent people, where they are hidden away and sidelined and not treated as human and not given the due course to be recognised as such, being seen as 'dirty secrets' and not the product of very real societal exploitation instead so the people responsible for such exploitation do not have to be held accountable for their actions. this is then put on these exploited individuals, who are forced to deal with the stigma of not only having something they cannot control, but are blamed for the lack of social mores and proper treatment that is in then turn denied to them, on the basis of whether they deserve to have them or not.

Revok, is, of course, the villain. in the simple sense. it would be completely absurd to suggest that he is 100% sympathetic here. but the nuances lie in the themes demonstrated here - that him and his brother, the protagonist Vale, are products of a scientific experiment out of their own father's interest as a doctor and psycho-pharmacist, before being abandoned and dehumanised in different ways by society itself. it is a failure of a society who also then doesn't help these vulnerable people and only considers them trash or subjects or guinea pigs, being seen as freaks of nature as if they existed for people's fascination and entertainment in a circus, leading down a pipeline for them to be scapegoated and exploited for corporate and military purposes of which they have little choice to escape, forever feeling alien in a world that resoundingly rejects them for exactly who they are and are deliberately made ignorant of whose responsibility they were to begin with.

Revok and Vale are victims of a scientific atrocity amongst hundreds of others thrown to the wind and left to deal with the fallout, with no surprise as to why one of them is completely and utterly stunted emotionally and mentally where he is far easier to control, and one of them was institutionalised and regarded as nothing but an irritation to be hidden away from society and so developed an intense hatred and superiority complex that he'd rather see the entire world burn for his own benefit. it is more a tragedy, perhaps an inevitable one, that continues to be relevant as ever that victims of scientific experimentation and disasters are left with no ability to find accountability for those that did this to them and suffer down the generations, being powerless to enact actual change so in the end, this doesn't happen again.

Whereas character death is a natural occurrence and ever-present threat in tabletop RPGs, Altered Carbon: The Role Playing Game offers a unique angle on the concept. As opposed to creating a brand new character, players will have the opportunity to transfer their character’s consciousness, memories, and experiences into new Sleeves post-death… but at a cost.

Mind you, immortality is not invincibility. Losing a Sleeve is a life-altering setback, and “Real Death” awaits anyone whose Stack is destroyed. That being said, Sleeves introduce their own refreshing challenges to players and storytellers alike. Augmentations can instantly upgrade your athleticism, but a world-class surgeon in an unadjusted Sleeve can botch a basic procedure. The possibilities for characters and campaigns may change from one Sleeve to the next… making long-term gameplay more versatile, while empowering the story to steer character advancement at its own pace.

Bay City is divided into three major territories – the Ground, the Twilight, and the Aerium – each a world of its own; ruled by different kinds of people, playing games for different kinds of stakes.

The Ground: The underclass — known as “grounders” due to their inability to inhabit the skyscrapers as residents or personnel — continues to soar in numbers. Grounders are satiated with automated dispensed foodstuffs, public housing, and a neon-soaked parade of carnal pleasures. On paper, the features of the city seem almost Utopian, but the majority serves only as cheap labor for the vast bureaucracies of the Protectorate and the Meths whose own lives are glittering paradises in comparison to the empty, endless grind of the greater population.

The Twilight: A razor thin middle class serves as administration, managers, and highly skilled technicians to service the various technological marvels of society and its endlessly expansive bureaucracies. These skilled individuals are said to inhabit The Twilight, somewhere between the darkness of grounder society and the dazzling brightness of the high life of meth aristocracy. Most aren’t far removed from some criminal element, either by choice, close relation, or the occasional contractor through one of their shell corporations. You’ll scarcely find a programmer who hasn’t moonlighted as a “Dipper” at some point. Most dabble with decadence or crime (often the white-collar variety), if only to search for some form of existential purpose... The extra money doesn’t hurt either.

The Aerium: This network of skyscrapers is the domain of the meths exclusively. Their towers pierce the sky by several times in height the normal skyscrapers of Bay City. Each tower has the luxury of supporting a multitude of sprawling estates, all free and far above the need to see the rabble below, the unseen underclasses toiling under permanent cloud cover. Only specifically registered air vehicles and police aircars are permitted to fly anywhere near this complex. The much vaunted Suntouch House is part of this complex.

The core edition of Altered Carbon: The Role Playing Game takes place on Sol (Earth) in the year 2384. With the help of a gamemaster (GM), you and your friends can create your own stories and Sleeves in Bay City, the futuristic Californian metropolis that serves as the main setting of the first book and Season 1 of the Netflix series.

The Core Rulebook contains everything gamemasters and players needs to play the game.

Building a Neo-Noir Narrative. Build an authentic noir experience with a multi-layered mystery that unravels over time. Plot twists, MacGuffins, red herrings, and informants all provide the ever-adjusting structure you need to bring mystery and intrigue to your players without the need to pre-plan every detail at the start.

Starting Adventures. Enjoy two complementary modules designed to teach you everything you need to know to run the game and teach players the Hazard System.

Creating a Character. Ready to jack in? Pick an archetype: Civilian, Socialite, Official, Criminal, Technician, or Soldier. Which are rolled against a Target Result (TR) assigned by the GM or Scenario:

12+ - Trivial

10-11 - Easy

0-2 - Nearly Impossible

With success determined by rolling EQUAL TO OR UNDER the Target Result. The difference between the result and the TR are the degrees of success/failure generated.

Natural (rolled) 1's are considered an “Ace” - and always succeed with a flourish.

Besides the basics of rolling equal to or under the Target Result, the Hazard System provides a list of easy-to-apply modifiers that will help to quickly and contextually flush out a scene.

Bonus Dice: Players can be awarded Bonus Dice, which can be of any Die Type. Bonus Die results can take the best results (serves as an advantage).

Luck Dice: When luck plays a factor on the outcome (for better or worse), Luck Dice of any Die Type may add to Skill Check Results. Even players with D4s as Skills may fail if luck turns against them. Luck can even displace Difficulty altogether in the right situation.

Example:

Christopher is trying going toe to toe with an off-world assassin in a synthetic Sleeve but decides the fight is a little outside of his league — so he wants to escape. He could simply dart away, in which the GM will ask him for an Athletics - 5 (challenging) roll. He has a D10 in athletics so its reasonable. Or he could use a chaff bomb, which will disrupt the synthetics sensors and maybe cover his tracks. That just requires a Throw - 10 (easy), and even with a D12 that shouldn't be a problem... shouldn't...

Since all dice can roll low, there is ALWAYS a chance of success.

The Daily Sheeple Dial T for Tyranny: While America Feuds, the Police State Shifts Into High Gear

“Big Brother does not watch us, by his choice. We watch him, by ours. There is no need for wardens or gates or Ministries of Truth. What characterizes American government today is not so much dysfunctional politics as it is ruthlessly contrived governance carried out behind the entertaining, distracting and disingenuous curtain of political theater. And what political theater it is, diabolically Shakespearean at times, full of sound and fury, yet in the end, signifying nothing.

Played out on the national stage and eagerly broadcast to a captive audience by media sponsors, this farcical exercise in political theater can, at times, seem riveting, life-changing and suspenseful, even for those who know better.

Week after week, the script changes—Donald Trump’s Tweets, Robert Mueller’s Russia probe, Michael Cohen’s legal troubles, porn star Stormy Daniels’ lawsuit over an alleged past affair with Trump, Michelle Wolf’s tasteless stand-up routine at the White House correspondents’ dinner, North and South Korea’s détente, the ongoing staff shakeups within the Trump administration—with each new script following on the heels of the last, never any let-up, never any relief from the constant melodrama.

The players come and go, the protagonists and antagonists trade places, and the audience members are forgiving to a fault, quick to forget past mistakes and move on to the next spectacle.

All the while, a different kind of drama is unfolding in the dark backstage, hidden from view by the heavy curtain, the elaborate stage sets, colored lights and parading actors.

Such that it is, the realm of political theater with all of its drama, vitriol and scripted theatrics is what passes for “transparent” government today, with elected officials, entrusted to act in the best interests of their constituents, routinely performing for their audiences and playing up to the cameras, while doing very little to move the country forward.

Yet behind the footlights, those who really run the show are putting into place policies which erode our freedoms and undermine our attempts at contributing to the workings of our government, leaving us none the wiser and bereft of any opportunity to voice our discontent or engage in any kind of discourse until it’s too late.

It’s the oldest con game in the books, the magician’s sleight of hand that keeps you focused on the shell game in front of you while your wallet is being picked clean by ruffians in your midst.

Indeed, while mainstream America has been fixated on the drama-filled reality show being televised from the White House, the American Police State has moved steadily forward.

Set against a backdrop of government surveillance, militarized police, SWAT team raids, asset forfeiture, eminent domain, overcriminalization, armed surveillance drones, whole body scanners, stop and frisk searches, roving VIPR raids and the like—all of which have been sanctioned by Congress, the White House and the courts—our constitutional freedoms have been steadily chipped away at, undermined, eroded, whittled down, and generally discarded.

Our losses are mounting with every passing day.

Free speech, the right to protest, the right to challenge government wrongdoing, due process, a presumption of innocence, the right to self-defense, accountability and transparency in government, privacy, press, sovereignty, assembly, bodily integrity, representative government: all of these and more have become casualties in the government’s war on the American people.

All the while, the American people have been treated like enemy combatants, to be spied on, tracked, scanned, frisked, searched, subjected to all manner of intrusions, intimidated, invaded, raided, manhandled, censored, silenced, shot at, locked up, and denied due process.

None of these dangers have dissipated.

They have merely disappeared from our televised news streams.

The new boss has proven to be the same as the old boss, and the American people, the permanent underclass in America, has allowed itself to be so distracted and divided that they have failed to notice the building blocks of tyranny being laid down right under their noses by the architects of the Deep State.

Frankly, it really doesn’t matter what you call the old/new boss—the Deep State, the Controllers, the masterminds, the shadow government, the police state, the surveillance state, the military industrial complex—so long as you understand that no matter who occupies the White House, it is a profit-driven, an unelected bureaucracy that is actually calling the shots.

In the interest of liberty and truth, here’s an A-to-Z primer to spell out the grim realities of life in the American Police State that no one is talking about anymore.

A is for the AMERICAN POLICE STATE. A police state “is characterized by bureaucracy, secrecy, perpetual wars, a nation of suspects, militarization, surveillance, widespread police presence, and a citizenry with little recourse against police actions.”

B is for our battered BILL OF RIGHTS. In the cop culture that is America today, where you can be kicked, punched, tasered, shot, intimidated, harassed, stripped, searched, brutalized, terrorized, wrongfully arrested, and even killed by a police officer, and that officer is rarely held accountable for violating your rights, the Bill of Rights doesn’t amount to much.

C is for CIVIL ASSET FORFEITURE. This governmental scheme to deprive Americans of their liberties—namely, the right to property—is being carried out under the guise of civil asset forfeiture, a government practice wherein government agents (usually the police) seize private property they “suspect” may be connected to criminal activity. Then, whether or not any crime is actually proven to have taken place, the government keeps the citizen’s property.

D is for DRONES. It is estimated that at least 30,000 drones will be airborne in American airspace by 2020, part of an $80 billion industry. Although some drones will be used for benevolent purposes, many will also be equipped with lasers, tasers and scanning devices, among other weapons—all aimed at “we the people.”

E is for ELECTRONIC CONCENTRATION CAMP. In the electronic concentration camp, as I have dubbed the surveillance state, all aspects of a person’s life are policed by government agents and all citizens are suspects, their activities monitored and regulated, their movements tracked, their communications spied upon, and their lives, liberties and pursuit of happiness dependent on the government’s say-so.

F is for FUSION CENTERS. Fusion centers, data collecting agencies spread throughout the country and aided by the National Security Agency, serve as a clearinghouse for information shared between state, local and federal agencies. These fusion centers constantly monitor our communications, everything from our internet activity and web searches to text messages, phone calls and emails. This data is then fed to government agencies, which are now interconnected: the CIA to the FBI, the FBI to local police.

G is for GRENADE LAUNCHERS and GLOBAL POLICE. The federal government has distributed more than $18 billion worth of battlefield-appropriate military weapons, vehicles and equipment such as drones, tanks, and grenade launchers to domestic police departments across the country. As a result, most small-town police forces now have enough firepower to render any citizen resistance futile. Now take those small-town police forces, train them to look and act like the military, and then enlist them to be part of the United Nations’ Strong Cities Network program, and you not only have a standing army that operates beyond the reach of the Constitution but one that is part of a global police force.

H is for HOLLOW-POINT BULLETS. The government’s efforts to militarize and weaponize its agencies and employees is reaching epic proportions, with federal agencies as varied as the Department of Homeland Security and the Social Security Administration stockpiling millions of lethal hollow-point bullets, which violate international law. Ironically, while the government continues to push for stricter gun laws for the general populace, the U.S. military’s arsenal of weapons makes the average American’s handgun look like a Tinker Toy.

I is for the INTERNET OF THINGS, in which internet-connected “things” will monitor your home, your health and your habits in order to keep your pantry stocked, your utilities regulated and your life under control and relatively worry-free. The key word here, however, is control. This “connected” industry propels us closer to a future where police agencies apprehend virtually anyone if the government “thinks” they may commit a crime, driverless cars populate the highways, and a person’s biometrics are constantly scanned and used to track their movements, target them for advertising, and keep them under perpetual surveillance.

J is for JAILING FOR PROFIT. Having outsourced their inmate population to private prisons run by private corporations, this profit-driven form of mass punishment has given rise to a $70 billion private prison industry that relies on the complicity of state governments to keep their privately run prisons full by jailing large numbers of Americans for inane crimes.

K is for KENTUCKY V. KING. In an 8-1 ruling, the Supreme Court ruled that police officers can break into homes, without a warrant, even if it’s the wrong home as long as they think they have a reason to do so. Despite the fact that the police in question ended up pursuing the wrong suspect, invaded the wrong apartment and violated just about every tenet that stands between us and a police state, the Court sanctioned the warrantless raid, leaving Americans with little real protection in the face of all manner of abuses by law enforcement officials.

L is for LICENSE PLATE READERS, which enable law enforcement and private agencies to track the whereabouts of vehicles, and their occupants, all across the country. This data collected on tens of thousands of innocent people is also being shared between police agencies, as well as with fusion centers and private companies. This puts Big Brother in the driver’s seat.

M is for MAIN CORE. Since the 1980s, the U.S. government has acquired and maintained, without warrant or court order, a database of names and information on Americans considered to be threats to the nation. As Salon reports, this database, reportedly dubbed “Main Core,” is to be used by the Army and FEMA in times of national emergency or under martial law to locate and round up Americans seen as threats to national security. As of 2008, there were some 8 million Americans in the Main Core database.

N is for NO-KNOCK RAIDS. Owing to the militarization of the nation’s police forces, SWAT teams are now increasingly being deployed for routine police matters. In fact, more than 80,000 of these paramilitary raids are carried out every year. That translates to more than 200 SWAT team raids every day in which police crash through doors, damage private property, terrorize adults and children alike, kill family pets, assault or shoot anyone that is perceived as threatening—and all in the pursuit of someone merely suspected of a crime, usually possession of some small amount of drugs.

O is for OVERCRIMINALIZATION and OVERREGULATION. Thanks to an overabundance of 4500-plus federal crimes and 400,000 plus rules and regulations, it’s estimated that the average American actually commits three felonies a day without knowing it. As a result of this overcriminalization, we’re seeing an uptick in Americans being arrested and jailed for such absurd “violations” as letting their kids play at a park unsupervised, collecting rainwater and snow runoff on their own property, growing vegetables in their yard, and holding Bible studies in their living room.

P is for PATHOCRACY and PRECRIME. When our own government treats us as things to be manipulated, maneuvered, mined for data, manhandled by police, mistreated, and then jailed in profit-driven private prisons if we dare step out of line, we are no longer operating under a constitutional republic. Instead, what we are experiencing is a pathocracy: tyranny at the hands of a psychopathic government, which “operates against the interests of its own people except for favoring certain groups.” Couple that with the government’s burgeoning precrime programs, which will use fusion centers, data collection agencies, behavioral scientists, corporations, social media, and community organizers and by relying on cutting-edge technology for surveillance, facial recognition, predictive policing, biometrics, and behavioral epigenetics in order to identify and deter so-called potential “extremists,” dissidents or rabble-rousers. Bear in mind that anyone seen as opposing the government—whether they’re Left, Right or somewhere in between—is now viewed as an extremist.

Q is for QUALIFIED IMMUNITY. Qualified immunity allows officers to walk away without paying a dime for their wrongdoing. Conveniently, those deciding whether a police officer should be immune from having to personally pay for misbehavior on the job all belong to the same system, all cronies with a vested interest in protecting the police and their infamous code of silence: city and county attorneys, police commissioners, city councils and judges.

R is for ROADSIDE STRIP SEARCHES and BLOOD DRAWS. The courts have increasingly erred on the side of giving government officials—especially the police—vast discretion in carrying out strip searches, blood draws and even anal probes for a broad range of violations, no matter how minor the offense. In the past, strip searches were resorted to only in exceptional circumstances where police were confident that a serious crime was in progress. In recent years, however, strip searches have become routine operating procedures in which everyone is rendered a suspect and, as such, is subjected to treatment once reserved for only the most serious of criminals.

These “nonlethal” weapons also enable police to aggress with the push of a button, making the potential for overblown confrontations over minor incidents that much more likely. This top-secret program “allows analysts to search with no prior authorization through vast databases containing emails, online chats and the browsing histories of millions of individuals.”

Y is for YOU-NESS. Using your face, mannerisms, social media and “you-ness” against you, you can now be tracked based on what you buy, where you go, what you do in public, and how you do what you do. Facial recognition software promises to create a society in which every individual who steps out into public is tracked and recorded as they go about their daily business. The goal is for government agents to be able to scan a crowd of people and instantaneously identify all of the individuals present. Facial recognition programs are being rolled out in states all across the country.

Z is for ZERO TOLERANCE. We have moved into a new paradigm in which young people are increasingly viewed as suspects and treated as criminals by school officials and law enforcement alike, often for engaging in little more than childish behavior. In some jurisdictions, students have also been penalized under school zero tolerance policies for such inane “crimes” as carrying cough drops, wearing black lipstick, bringing nail clippers to school, using Listerine or Scope, and carrying fold-out combs that resemble switchblades. The lesson being taught to our youngest—and most impressionable—citizens is this: in the American police state, you’re either a prisoner (shackled, controlled, monitored, ordered about, limited in what you can do and say, your life not your own) or a prison bureaucrat (politician, police officer, judge, jailer, spy, profiteer, etc.).

As I make clear in my book Battlefield America: The War on the American People, the reality we must come to terms with is that in the post-9/11 America we live in today, the government does whatever it wants, freedom be damned.

We have moved beyond the era of representative government and entered a new age.

You can call it the age of authoritarianism. Or fascism. Or oligarchy. Or the American police state.

Whatever label you want to put on it, the end result is the same: tyranny.

THE AWFUL TRUTH ABOUT SCIENTOLGY - By Another Hired Stranger (Excerpts)

The inner core of Scientology is The Sea Organization. It has roughly 2,000 members, which is about equal to the number of members in the other Scientology organizations combined. It is called the Sea Org for short, and it is the most militant, secretive and arrogant of all the Scientology organizations. It is the organization "three feet behind the head of Scientology." That is, it runs the show. It has military ranks corresponding to the Navy, and Hubbard is "The Commodore," the absolute head of the whole thing. (He's supposed to be retired from Scientology and living in seclusion.)

In many ways it looks like a James Bond organization - without the guns. In fact they do look upon themselves as being sort of "Man from Uncle" types, fighting against "SMERSH" as they are fond of calling the National Association of Mental Health.

The headquarters of the Sea Org, and hence, for all of Scientology, is aboard the Yacht Apollo, whose location is supposed to remain secret. It is called "Flag." It can only be reached by Scientologists through a secret outpost in Madrid. From there one is directed to any one of the following ports: Agadir, Safi (the sardine capital of the world), Casablanca, Tangier (all in Morocco), Madeira, in the Canaries, and Lisbon and Setubal, Portugal.

Generally, it only stays in one port for a few weeks at a time and then moves on. The Apollo is over 350 feet long and can carry 300 persons easily, 400 somewhat less easily. It operated under the cover name of Operation Transport Corporation, Ltd., of Panama, and tells the port authorities that it is a traveling management consultant school.

Very strict precautions are taken to ensure that no scrap of paper is left lying around that might hint that the ship was connected with Scientology. Even the garbage is shredded. The penalty for spilling the cover is an immediate assignment of Treason, so they tend to watch it rather closely. When shore persons come aboard, the whole ship's crew is briefed as to what to say and the ship is stripped of any tokens of Scientology.

The central hub of Flag is the CIC, which is a term borrowed from military jargon, which stands for "Command Information Center." It is a large room filled with graphs, files, and maps, complete with pins and colored arrows. It is from this room that all the information from the various Scientology organizations is compiled and decided upon. When the "clean ship" drill is sounded, all these maps can be flipped over, and the boards against the walls can be turned around to make the room look like a very innocent looking office space.

The way in which the Sea Org runs the rest or Scientology is through a command network which has bases on each of the continental areas. Formerly the Continental Liaison Offices oversaw part of this management, but currently they only relay information to and from Flag. When an emergency arises, and this channel is too slow, Flag will send out a mission, a team of personnel to carry out some task which is usually confidential in nature. If they are too short on personnel, they may send the Mission Orders to the Continental Office and have the mission personnel briefed and "fired" from there.

Originally the missions were designed "to get in Ethics." Someone would arrive from Flag dressed up like an SS officer, complete with German accent, and declare a dozen or so people in Treason, and keep the entire organization's staff up day and night washing walls. He would generally leave everyone in such state of shock, that no one dared so much as breathe, out of terror that he might come back. While most of the missions still carry some flavor of this "old glory" generally they are much more routine and dull tasks. They are still kept strictly confidential as a measure to keep from advertising the failures that necessitate such drastic intervention, and also, to preserve an aura of mystique.

A person is lured into the Sea Organization primarily on its mystique and elitist reputation, but also heavily on the fact that members can get their training and processing there as quickly as they can, without charge. All one has to do is sign the following contract:

No one gets to see the contract until he is already committed to sign it and ready to sign, the contract itself being a confidential Flag Order. As soon as the contract is signed, the person is not given time to think about regretting his choice. He is immediately packed off to a remote base, usually on a ship operating off the coast of the continental area. There he is completely cut off from the outside world and he is put to work and indoctrinated into becoming a Sea Org member.

The new recruit works seven days a week, up to 12 hours a day, including compulsory study time, and may receive 6 to 12 hours liberty a week, from there on out. He is paid $10 per week, and up till recently he was fed on $8.20 per week.

Housing in the Sea Org has always been chronically substandard, partly due to habits of close living acquired on the ships, but mostly because the Sea Org will not spend more than about $15 per month per member, and no Sea Org member has the right to complain about it. In Copenhagen, overcrowding was so bad that the personnel stationed in one organization there had to dismantle their beds each day and hide them so they wouldn't be discovered in the event of a surprise inspection by the local housing authorities.

The same had to be done in the Los Angeles area, where one of the chief sources of complaints was from the public being audited in staff quarters which were variously described as "squalid" and "filthy."

The atmosphere of the Sea Org is one of furious coping and "making do." Most of this is blamed on the insufficient training of the staff, which to a large extent is true, but there are more basic economic reasons which prevent the staff from ever getting trained. Their economic policy is very straightforward. It is simply a matter of getting the maximum return for the minimum investment.

Rather than buying a typewriter, letters are written by hand. For lack of a few hundred dollar piece of addressing equipment the whole staff has to stay up till 2 a.m. three nights a month to prepare a mailing. Rather than renting power tools, a whole ship's company may have to chip paint by hand. And rather than buying a restaurant type stove, meals for 100 have to be prepared on a light 4-burner kitchen stove, in pots and pans bought out of the food money.

It is quite common for a Sea Org member to have to buy his own pens and paper if he has an office job, and such things as shoes, clothing, and transportation, all of which are supposed to be provided, seldom are. Consequently, there are continual emergencies which result in dismissals and demotions, and a new person has to either be recruited or transferred over from some other area. In either case, the person is untrained.

Six months is the longest one usually spends on any given post, especially in its lower echelons, where personnel are promoted as they acquire expertise, or are sent out on missions, or get kicked out or leave. No one is left in a position long enough to feel absolutely secure in it, and always there is the pervading fear that one might be demoted to the deck force, or dismissed for some trivial offense. In addition, there are rapid and drastic changes in policy which are either originated or approved by Hubbard and add significantly to the turmoil.

In 1969 Hubbard published a Base Order (8) which declared that the Pacific branch of the Sea Org had been financially extravagant and wasteful and he severely cut back the amount of money that they could spend to less than half of what it cost for basic necessities such as rent and staff salaries. Further, he ordered that the area be put totally in order, the staff housed and uniformed and pressing debts paid.

As might be expected, none of his orders were carried out and the organizations could barely feed themselves and have enough left over to pay the electric and postage bills. No one even dared to think that it might have been Hubbard's policy that was responsible for the disaster. To even suggest it would have been Treason, so all sorts of people were blamed, transferred or dismissed none of which remedied the situation, but only made it worse.

At Least once a year there is a major change in the command set-up, each of which is the ultimate solution to some previous failure. In addition there are many minor changes. For example, in 1971 the post of Public Registrar was moved back and forth between Division II and VI so many times that most people lost count.

In addition to this there is a constant stream of projects and programs being issued by Hubbard and his Aides. Each one is a major affair requiring personnel which don't exist to do a job for which money will not be allocated.

No excuses of lack of personnel or financial approval are tolerated. Anyone who is prone to such complaints is told that he is just covering up for his incompetence, and he may be charged for "Making seniors wrong" a sort of misdemeanor in Scientology. Likewise lack of training is no excuse. "Everyone is expected to be able to do any job at any time."

If a project fails or a person's statistic declines, it is his fault no matter what. If a person's statistic is letters received or letter's sent and there is a postal strike, if he wants to save his neck he might have to cough up his own money to send telegrams or make phone calls.

Questioning the system is taboo, so one does not even think about it. In any Scientology organization, and especially in the Sea Org, it will not be out of place to see any number of unusual solutions, or personal sacrifices to get the basic necessities done. Working till 3 a.m. in the morning is very common, and the loan of a car, if one owns one, is expected "to keep the stats up."

The discipline varies along with this from mild to very severe, depending on the mood of the times. During periods of economic depression tempers run short and everyone looks pretty treasonish to everyone else. A critical remark can easily be interpreted as a mutiny, and there are, of course, witch hunts to find the "suppressive person" who is causing the downfall of the organization.

And there are purges ordered from time to time. In 1969 there was one to get rid of anyone who had ever taken LSD, and another one in 1971 to get rid of anyone who had received electric shock treatment, or was ever treated by a psychiatrist. This latter criterion was even being stretched to include people who had ever talked to a psychiatrist or psychologist. Of course, "psychotics" are purged whenever they are found.

Discipline revolves around what is known as "The Conditions Formulae" in the Scientology "justice" system. If a person's statistic declines too much, or if he does something which impresses his senior as showing personal "uselessness," or he doesn't appear to be performing any function for the organization, he may be assigned a condition of "Non Existence." Anyone can assign a person below him in the organization a condition, provided he shows "reason" for it. What passes for "reason," again, depends on the mood of the times. Conditions can also be assigned to whole organizations or departments.

             A person, portion or ship in Non Existence has no rights whatever.

             In actual practice any person is allowed some sleep and at least a few minutes eating time and drinking water in any condition.

             A ship, portion or person in Non Existence is also subject to reduction of ration allowance, curtailment of Purchase Orders and withdrawal of uniforms.

There are lower conditions than Non Existence, such as "Liability." In this condition all the above penalties apply, and in addition the person's pay is suspended and he is fined. He can be required to work at hard labor (usually non stop for about 24 hours), and after which he must take a petition around asking to be let back into the group. He must wear a dirty grey rag tied around his arm to signify his condition. A person may be assigned Liability for any number of vague changes, such as reporting late, or "looking stupid."

Below Liability is the condition of "Doubt" in which all the above penalties apply, with the addition that no one may speak to him, and that he may be required to work 48 hours before being upgraded to Liability. A person may be assigned Doubt if he fails to turn in a required report, or if it is discovered that there is an error in the one he submitted.

Doubt is just what the name implies, so any time a Scientologist waivers from total conviction, the condition is applicable. Naturally, Doubt is only assigned when it is expressed, which has at times been in the process of therapeutic counselling when the person was not guarding his comments.

"Enemy" is below Doubt, yet above Treason. In 1968 a person who was assigned Enemy aboard Flag would be locked in the chain locker, a small, damp, uncomfortable compartment which is used to store the anchor chain. They would be fed on bread and water until they had complied with the Enemy formula, which is, "Find out who you really are." The practice was continued and spread to other Sea Org bases, where people were locked in rooms and basements, or chained to immovable objects.

A written confession was also required of all the harmful acts that one had committed in his lifetime, which often had to be redone again and again, to get the person "to tell all." In one extreme ease a person was locked up for 27 days. Needless to say, he wrote a success story on the experience when he got out.

(For those of you who have not read 1984 by George Orwell, there is a scene at the very end where the main character, after going through a long ordeal of interrogations, brainwashing, and beatings, becomes reconstituted as a person, all the torture is behind him, and as he sits on a desolate park bench, he reflects that he loves Big Brother.)

In 1970 the practice of confining people was abolished, but hardly a year later the practice was applied to "psychotics" who, of course, had to he restrained, and could be "under the medical authority of the Captain."

There was also another practice called "Overboards" where for some slight goof the person would he thrown over the side of the ship and left to paddle around in the waste pouring from the ship until he had completed repeating some humiliating statement, or singing The Best Things in Life are Free.

The practice spread to the other bases, but since they did not have the ocean nearby they improvised a firing squad, which lined offenders up against a garage wall and shot them with a fire hose. Of course this became done to excess and finally had to be abolished to keep from endangering relations with the community. But Overboards were revived for special cases in 1971, and there is no guarantee that they will not be used again extensively.

If a single Sea Org member could compile enough information to see the whole pattern of affairs in the Sea Org, he would realize that he was up against a hopeless situation. The emergency situations continue year in and year out, not because so much incompetence causes them, but that essential money, which could solve them is diverted instead to a Swiss bank in Zurich.

The hundreds of projects which go uncomplied with are only necessary because the main problem is never handled at its source. They are a screen behind which Hubbard and his Aides can say, "Of course you're having trouble, you didn't comply with our order to . . ."

The harsh "justice" measures are also screens. They permit an opportunity to take out the frustrations one builds up in handling an impossible situation. They allow a group to get their hands on someone that is allegedly responsible for their condition. But all this confusion and internal friction is, above all, absorbing. It keeps a person from effectively thinking about anything else.

When a person's world is constructed of fear of being named the culprit in some disaster (which is only more likely if one is not highly involved in his work), and has every occurrence neatly explained for him, — i.e., "The reason you only got 9¢ this week is because Josie Schwartz is a Suppressive and she used to work in Treasury — but you needn't worry about that, because we got rid of her. See, she's in Treason and debarred from Scientology forever. Doesn't that make you feel better?" — he is very likely to agree simply to keep the finger from coming back and pointing at him.

Mainly, however, he is just too busy to demand a better answer, and usually he is so tied to his task that he can not check matters our on his own. Since no excuse is admissible the person is always open to accusation unless his area is flawless. But under the economically deprived circumstances there is hardly anyone that has such an area, so no one gets very nosey outside his area, except the Ethics Officer, whose job is to roam around the organization and "catch supressives."

There is a document which mentions the political objectives of the Sea Org. lt says, the political objective of the Sea Org is to "audit out the 4th Dynamic Engram." This is Scientology terminology which roughly translates that they want to get mankind (the 4th Dynamic) in a position where they are in sufficient control over it that they can get rid of (audit out) insanity as Scientology chooses to define it.

As I mentioned before, this is vague enough to mean anything, but the intention is clear that they intend to work toward some kind of control over the human race. How much of this is real and how much is just put out by Hubbard to con his higher executives, I do not know. Perhaps Hubbard sincerely has these ambitions, but the fact that he chooses to fatten his bank account instead of using it on his forces tends to cast doubt on this. But, on the other hand, he may just be saving up for the right moment.

Either way, his means are highly questionable. Even though Scientology professes religious ideals, they are seriously contradicted in practice. Scientology is a profit-making organization. The individuals that work in their organizations have no more rights than slaves, especially in the Sea Org. Scientology respects no nation, and refers to any established power as "the alleged government." It is arrogant and high handed beyond belief, and its technology works no better than ordinary medicine. The fact that it exists at all is a sad testament to the spiritual poverty of our age, in which people can become so alienated and starved for purpose that they will attach themselves to such a cause.

Despite all that I have mentioned about how harsh Scientology is with it critics, it really cannot afford to persecute everyone who disagrees with it. Such treatment is reserved for those who seriously threaten to damage business. The attrition rate is so high that there are more declared "suppressives" running around than all their staff members combined.

Was SNC-Lavalin denied a deal all because of three simple but misunderstood words?

Former attorney general Jody Wilson-Raybould may never get to testify again before the House of Commons Justice Committee. But if somehow she ever does end up providing more testimony about the SNC-Lavalin affair, the first thing she should do is explain why federal prosecutors decided that a deferred prosecution agreement (DPA) was not appropriate for the company, and why she chose not to overrule them.

She may have very good reasons. Certainly some have argued that she had no choice. The prime minister has insisted he was trying to protect SNC-Lavalin jobs when his staff repeatedly implored Wilson-Raybould to intervene in the decision of the Public Prosecution Service of Canada to decline a DPA. It has been widely noted that in the relevant section of the Criminal Code, “national economic interest” is specifically not to be taken into account in the decision to offer a DPA in lieu of a criminal prosecution. Some commentators have thus presumed that the standoff between the attorney general and the PMO was over that disagreement: the relevance of SNC-Lavalin’s “national economic interest.” In fact, the origin of that phrase as it now appears in the legislation had nothing to with protecting jobs.

A basic rule of interpretation is that every word a legislator uses is to be given a meaning. The phrase “national economic interest” was imported from Article 5 of the OECD Anti-Bribery Convention of 1997. That article says: “Investigation and prosecution of the bribery of a foreign public official shall be subject to the applicable rules and principles of each Party. They shall not be influenced by considerations of national economic interest, the potential effect upon relations with another State or the identity of the natural or legal persons involved.”

I was Secretary General of the OECD at the time, and I actively participated in the signing of the convention in December 1997. I can tell you that in this meaning, the phrase was intended to prevent exporters in OECD countries from avoiding prosecution under the convention by arguing that exports were in the national economic interest — and that bribery was therefore required to protect their export markets. That is what the word “national” was put in there to mean. I do not recall jobs ever being discussed as relating to the national economic interest as defined in the convention, nor were DPAs ever considered in the convention.

In other words, at least as far as the meaning of the original wording used in the convention (that would later be imported to Canada’s Criminal Code section covering DPAs) goes, there was no “national economic interest” exclusion contemplated that would have automatically disqualified SNC-Lavalin from a deal.

Consider the context. The world then was witnessing a dramatic increase in international free trade, greatly enhanced by the recent creation of the World Trade Organization in 1995. Within that context, OECD members saw international bribery of public officials as a major impediment to advancing global trade and investment.

Corporations from OECD countries routinely bribed foreign public officials, usually those in developing countries who handled, or could influence, the award of procurement contracts. So, within the OECD membership, bribery that would be completely illegal if done at home was at least tacitly condoned for businesses selling in international markets. In some countries, companies were permitted to treat such bribery payments as deductions for income tax purposes.

This meant that international contracts for products, such as military equipment or civilian jetliners, were handed out not on the basis of quality or price but on the size of the bribes being paid. The convention was intended to put competing OECD exporters on a level playing field that would not have the trade distortions created by bribery.

In a 2017 consultation paper discussing the prospect of DPAs in Canada (the legislation was passed in 2018), the federal government said such agreements would protect the “blameless,” such as innocent company employees, while enhancing the prospects for prosecuting those who committed the criminal acts inside and outside the company. Obviously, the idea of preventing certain job losses was actually considered at the time to be a benefit of DPAs.

Prosecutors in Canada have already brought charges against individual SNC-Lavalin employees accused of crimes, and the company has reportedly cleaned up its act. Still, prosecutorial independence gives the option to the prosecutors to either offer a DPA or to follow the criminal prosecution route, with the attorney general having the power to agree with the prosecutor or overrule her. A criminal conviction would seem to serve no useful purpose at this point. But it could have a serious impact on the “blameless “described in the government’s consultation paper, because it would prevent the company from bidding on government contracts for as long as 10 years and there could be job losses.

DPAs are available for prosecutors to use, and they are frequently used in the United States. It is, of course, entirely possible that the Public Prosecution Service of Canada had good reasons to not offer one to SNC-Lavalin. It is entirely possible those reasons have nothing to do with the interpretation of the words “national economic interest” as something to do with protecting jobs. But the reasons that prosecutors declined to offer a deal to SNC-Lavalin — and the reason the former attorney general chose not to overrule that decision — have not been revealed. Let’s hope, after so much uproar and scandal, that it was not simply because of a mistaken interpretation of the words “national economic interest.”
