the difference is that narvin wants to serve romana because he believes he should serve (whether the actual thing he's revering is gallifrey (the Right and Proper option), or romana as she comes to replace it in his worldview doesn't matter anywhere near as much as he would have hoped)

brax wants to worship romana because he believes she specifically deserves to be worshipped (and that he's the only person clever and refined enough to deserve to do it)

and before you ask yes i absolutely mean this in a horny way 🥰🥰🥰 and the soul of brax/narvin/romana is about forcing the uncomfortable combination of these things
