Handyman bill au idea: while 99% of bills powers have been taken away, he is able to shift to a few set forms of earth organisms for self defense and acclimation (im thinking human form, maybe a squirrel or some shit, and a bird). Something that can easily escape but not do too much damage. And maybe if he really concentrates he can make a small flame.
