the event jus rly endeared her to me a lot, all the awkward failgirl vibes- AND THE PUNS (even if wrong pronounciation for them lmao)

4-Star Tier List
I finally finished this! Remember before we begin that all Tier Lists are subjective, they’re based on my opinions and my experiences in the game, and most importantly, are open to opinion, evaluation, and discussion. F/GO is by and large a fairly easy game and you can still make Servants as bad as Chacha do things, but there are merits to Tier Lists and discussions around them. 
The 4-Star Tier Lists marks two new things. One, all 4-stars are rated at NP1 rather than NP5, unless they are welfares. Two, Grails are no longer factored in, since by and large all 4-stars have good bases and the Grail bonuses do not affect their viability. 
Without further ado (and hopefully I didn’t forget anyone):
4-Star Tier List
S-Rank: Sakata Kintoki (Rider): Kintoki is probably the best welfare Servant in the entire game, and for many players, the best Rider DPS that they'll have. Kintoki not only combines being NP5 with a good steroid resulting in high NP damage, but he's also incredibly consistent thanks to a 50% NP charge and incredible NP gain. Even his single Arts card is a little above average. His Quick and Star Gen buffs will result in his creating a lot of crit stars as well, meaning his NP and Crit Star Gen will be even more consistent with crits. He's very hard to compete with in terms of raw power, although he doesn't do much else.
Lancelot (Saber): Lancelot is one of the most consistent Arts Crit DPS in the game. He has a powerful star regen that gives him 15 crit stars a turn, along with a 50% Crit damage up, an NP charge that gives 20 crit stars and 30% NP, and a star absorb that is meant for a Berserker. His NP comparatively is a little under-powered, but the 30% Arts bonus it gives means he can do more damage with his Arts cards and potentially NP loop. Another strong damage dealer that is near unparalleled in his role.
Chloe von Einzbern: Chloe is very similar to Kintoki: she has incredible damage thanks to a good Arts steroid and being NP 5, a 50% NP battery that also provides a huge crit star gen bonus, and even comes with an Evasion. She's incredibly consistent, has strong looping potential due to her strong Arts cards and that her star gen buff will guarantee 6 crit stars per Arts card, and deals a lot of damage. The Evasion skill is just the icing on the cake that also boosts her crit damage.
Gilgamesh (Caster): Gilgamesh is a very strong Arts support that can also do some damage on the side. All three of his skills are good, providing Attack up, Arts up, a massive 3 turn star gen up, and a debuff success rate up. Gilgamesh provides a strong ability to turn an Arts unit with good hit counts into a dangerous star generator that provide more consistent crits. His NP is also rather good thanks to its upgrade, not only doing a lot of damage but also providing a small but welcome crit damage boost. His reduced NP gain on his NP means he won't loop without significant investment, but she remains not only a very good support but also a pretty solid damage dealer.
Parvati: Parvati comes in as a very solid NP looper, being able to seriously boost the NP gain of her Quick cards. This makes her NP have incredibly NP gain, even ignoring the party wide 10% NP gain. She has an incredibly power 1-turn super steroid in her second skill as well, for dealing massive damage, tanking hits, ignoring debuffs, and producing an insane number of crit stars. To top it all off, she can be a half-decent support Servant too, with her party NP gain and a targeted NP gain + heal on her third skill. Her NP damage will be a little low at NP 1 and she gets considerably better at higher NP levels, but she's still fantastic regardless.
Asagami Fujino: Fujino is a bit lower of an S-rank than some of the others, but she has a fantastic niche as a powerful tank. Her third skill gives her an incredible 2000 damage cut for 3 turns and even provides a Guts for tanking NPs, although that is more of a last resort option, at an absolutely fantastic cooldown. She has a good steroid that boosts her Buster performance and NP generation on another great cooldown, has the ability to generate crit stars on demand, and has a good Sure Hit and Ignore Defense combo that makes her damage very consistent. Her NP even inflicts a buff block once for 3 turns, and buff block is always a really good debuff. Fujino is a lower S-rank though because she can be a little underwhelming in damage at NP 1, and because she was available for only one banner, so getting her to a higher NP level was very difficult.
Lanling Wang: Another absolutely crazy Arts support, having a number of really powerful support abilities. He has a good survival tool that also acts as a Charisma, a targeted NP charge and buff success up, and provides a good Arts, crit star gen, and crit damage up in one skill. His NP also has a number of really good effects. He and Gilgamesh form a really synergistic pairing that will make an Arts based Servant incredibly consistent and dangerous, and Lanling himself can even be a really good solo unit with the right set-up. Lanling and Gilgamesh are some of the best Arts supports in the entire game, and should be prime units to level up.
Astraea: Astraea is another powerful Arts crit unit, with extra defensive benefits due to being a Ruler class and having not one, but two powerful crit star bombs. When compared to Lancelot, she's more NP focused and is better at looping than he is, but lacks the explosive crit consistency that he has, even with her star bombs. To top it off, her NP deals effective damage to enemies who are Evil aligned, which is a wide niche to have. Astraea is a very strong DPS Servant and forms a nice middle ground between strong NP user and looper and strong Crit servant.
Katsushika Hokusai (Saber): Hokusai is often considered a welfare version of Lancelot, but its probably more accurate to call her a welfare version of Astraea instead. She's another powerful Arts crit DPS, but this time having really good NP damage thanks to an Arts and NP damage steroid. Her crit damage has the potential to be a lot more powerful than either Lancelot or Astraea, but it does require some support to get off consistently. Thanks to her Guts, she does work well as a solo Servant who can loop her NP and deal good crit damage. A very useful Saber, especially for a welfare.
Mash Kyrielight: Mash is among one of the best tanks and defensive supports in the entire game. All of her skills are not only good, but they are also synergistic with her kit. Her first skill will bolster the defensive buffs given by her NP and allow her to protect the party while gaining NP gauge. Her invul is targetable, has a decent NP battery, and works well with her Taunt, allowing her to tank most single target NPs. Her Taunt also allows her to turbo her NP, which not only has good defensive buffs but also boosts other party members' Attack by 30%. Mash having a cost of 0 is also a huge boon, allowing you to field more expensive Servants. She is fantastic and unparalleled at what she does.
EMIYA: EMIYA is really a rags to riches story. Starting out as a very subpar AoE Archer, EMIYA's buffs have made him a consistent crit DPS that can do a lot of damage very quickly. His second skill is one of the strongest crit skills in the game, giving a massive 100% buff to both Star Gen and Crit damage, which combos well with his high hit count NP and his Buster steroid. EMIYA now is also the only Servant in the entire game to get a skill strengthened twice, and since his NP can now be made an Arts NP for a turn, EMIYA is really good. His own native NP generation on his NP is insanely high, but even with just a Paracelsus he'll loop to a second NP. His DPS is even better now and he can still generate a ton of consistent stars with multiple NPs.
Ryougi Shiki (Assassin): A very high A-rank Servant, almost S-rank. She has a very powerful NP with an amazing 50% Arts steroid attached to it, a decent NP charge, and Evasion to round out a pretty decent set. Her NP even inflicts a Defense Down debuff to increase her damage in further turns. With new Arts supports, Shiki now has the strength and consistency to fit in a low S-rank. She may still be a little more support dependent than the other S-rank welfares, but her performance now is very worth it.
Mordred (Rider): Surfmo is Arts looping for dummies. It is incredibly easy to get her to loop her NP for multiple turns, and she has a pretty good chance to generate a far number of crit stars too. She has two good survival options in a Guts and Evasion, the Guts also providing an NP charge, and her synergy with Arts servants makes her really good. Her position in S-rank is now fairly well-cemented. Even with just one Caster Artoria, Mordred loops extremely easily and has much better damage than before. Caster Artoria and Asclepius allows Mordred to run Black Grail and still effortlessly loop...so her damage is no longer a remote concern.
Yagyu Munemori: While previously a very good but not amazing Servant, Munemori now fits snugly into the S-rank Arts Sabers club with his great NP looping potential. His short lived buffs are no longer a great concern thanks to new supports, and even his second skill can be used a bit more freely now. He can also do good things with some crit stars thanks to his pull on his 1st skill, but he is the loop king now.
Sakamoto Ryoma: Ryoma serves as a functional Arts DPS welfare with very good damage and providing party support. With new supports, the lower numbers on his skills no longer hamper him as much as they did before, and he can do a lot of damage while also potentially providing an NP drain as well. He's not quite as consistent as Kintoki and faces competition from, of all Servants, Mandricardo, but he has enough to not only make him really good, but hold his own among the competition.
Sieg: Sieg isn't quite "NP Looping for Dummies" like Mordred is, but he's much more accessible and still one of the best Arts loopers in the game. Having access to NP gain up, Arts up, an NP charge, and a Def down that triggers before the NP makes him really powerful and consistent. Her can consistently loop with many budget supports and a more premium friend support, his damage will be good while doing so, and as an added bonus, he'll do a lot of damage against Dragon enemies for a turn if you need that.
Mysterious Alter Ego (Greek symbol for Lambda that I can't type): Lancer Melt is a potent farming and looping AoE Arts Lancer. She can be compared to Fionn: Fionn offers more support and is generally useful for being able to instantly fire his NP, while Melt demands a lot more from her team (literally!) and possesses good power in return. Her first skill is still not a skill I'm sure actually exists because its an insanely good Arts up thanks to its long duration and very short cooldown, and her second skill allows her to do a lot of crit damage as well as charge her NP under the right circumstances. Her second skill is HARD survival in invul + buff removal resist that also changes the battlefield type, for when that's useful. Her NP also gives crit stars to help with looping and damage. Her third skill's demerit is harsh, but isn't always a problem anymore, and due to...her...Melt now is a really good farmer and does quite good damage.
Nagao Kagetora: Kagetora is a very straightforward ST Lancer DPS. She can loop her NP really easily, has a hard survival option, and her third skill is quite good for decent support. She does a lot of damage and can easily break one or two bars on her own through successive NPs. However, the buffs that allow her to loop last only one turn, so if her card deck decides not to cooperate she's not as effective, and she has to make the choice between looping or using her skill for survival. Her NP...well its the same as Lakshmibai, just ST and Arts, so not very useful. Kagetora's ability to loop with new supports is what makes her S-rank.
A-Rank Heracles: Heracles is immensely powerful for being a launch Servant. He has access to both Guts and Evasion, as well as a good Attack steroid that makes his damage pretty consistent and strong. He is probably the best out of the single target Berserkers up to this point, which is high praise. There are two things that keep him out of S-rank however: the first is his class, as while Berserker is really good, its become a lot less consistent as enemies do more damage, have more HP, and faces some competition with the Alter Ego class. Second is that his NP gain is really bad, and so his NP, which is by all rights decent, rarely gets used.
There is one caveat however, and that is Heracles' bond CE. It is a 3-time Guts, and puts him into S-rank easy as a powerful solo and last stand option. The problem is that it would not be correct to rate his performance because of something that typically requires a lot of time in order to get, especially for newer players.
Carmilla: Carmilla is often compared to Jack the Ripper, and for good reason, as they are both Assassins with anti-Female damage. Carmilla isn't quite as good as Jack the Ripper, but, she still functions as a fantastic anti-Female DPS with some useful utility in an NP drain, crit chance down, and star regen. Her NP gain is also pretty good, and her NP packs a heal and a damage buff, making her remarkably consistent. Being a Buster Servant grants her access to other supports compared to Jack, as Buster supports are more common comparatively. She won't be quite as good as Jack, but she still is a very usable, and good, Servant.
Chevalier d'Eon: d'Eon is pretty similar to Georgios, in that they are good Taunt units who function as tanks. d'Eon isn't as optimized as Georgios is though, because his Taunt comes with a heal that will often be wasted, he lacks a Guts skill, and has no way to boost his defense reliably. On the other hand, d'Eon is much better against debuffs and has a way to guarantee tanking a single-target NP, and an NP that is at least more synergistic than Georgios, although it requires being at high NP levels to be more than excessively mediocre. His higher cost compared to Georgios is also a problem. He's a little less useful as a Taunt unit than Georgios is, but still very good.
Siegfried: Many people probably wouldn't put Siegfried very high, but Siegfried is a powerful niche Servant. His damage against Dragons is incredible, his NP gain is good, and he even can purge debuffs and heal himself. He's a lower A-rank however because he is very mediocre against non-Dragon units and does lack any hard survival options, but being niche doesn't make him bad, as he will be incredibly useful against any Dragon enemies. As an added bonus, he's very good with Georgious.
Nero Claudius: Nero is a pretty good overall AoE Saber. Her first skill is a good heal and NP charge on a low-cooldown, with the potential to give a niche Arts bonus depending on the battlefield, her second skill is the infamous Imperial Privilege, and her third skill is a 3 time Guts that makes her fantastic for solos and as a last stand option. Her NP is pretty mediocre however, and is only really notable because of her steroids, as a single hit NP with a 1-turn defense drop isn't exactly great. Nero's usability as a last stand unit is what cements her in A, because her general usability outside of that is potentially great, but inconsistent and luck based.
Elizabeth Bathory: Bathory is a good damage boosting support for female Servants, providing a 40% Attack up and a 20% Defense down for a total damage boost of 60%, which is quite high. Her decent survival option in Guts and her potential for AoE damage is what puts her just in A-rank compared to B like Stheno, although she's not great for AoE damage. It is not hard to use Bathory and she'll often end up on a team thanks to her strong skills.
Fionn mac Cumhaill: Talk about a glow-up. Fionn started off as one of the worst Servants in the entire game and has come out of it a good farming and decent support Servant. His first skill gives good star and NP gen buffs to the entire party, and his second skill is a combination of a Taunt and Evasion skill, which is always good for tanking stray NPs. Initially his cooldown was excessively longer for this skill, but it got upgraded to not only have a cooldown that is 3-turns shorter, but also gives a nice NP gauge charge, which has turned him into a good farming unit. While the combination of his abilities might make him S-rank, there are some problems that keep him from S-rank. His NP doesn't have any notable effects, similar to EMIYA, and his NP gain is incredibly bad. Even with his buffs he's not very good for looping, so he's very much a one and done Servant. AoE with an NP charge is always very welcome and his damage is good enough to solidify him in A-rank, but it's unlikely that he'll ever be considerably better.
Artoria Pendragon (Lancer Alter): Tituria Alter fits in a rather low A-rank, which is mainly helped by her ceiling being good in terms of damage. She has a very strong NP that ignores Defense and can inflict NP Seal, and a powerful 1 turn crit skill that will make her deal a lot of damage. However, her NP gain is very mediocre because of her hit counts, and she's the definition of a Burst Servant with limited capabilities to do much for more than a couple of turns. It really is the quality of her damage that keeps her in A-rank above all else.
Tristan: Tristan is another Servant with Harp of Healing, and provides some decent utility as well in buff removal and crit chance debuffs. He can fit a similar role as David for a higher cost, but he leans a little away from being a good support unit and more into a damage dealing role. His hit counts are particularly good as well which results in pretty decent NP gen and star gen. He has two big problems however that make using him awkward: while he has a strong 50% NP charge, it also prevents him for using his NP for that turn, and his NP, while upgraded, is similar to David's in that its damage is on the low side due to the fact that he has no damage steroids.
Anne Bonny and Mary Read (Archer): Bonny takes the lead as a strong DPS Servant for the Archer class, with two good attack ups, the ability to make a consistent crit turn, and a very powerful NP. Her kit overall is pretty synergistic, as she can give herself a permanent 1 HP guts that will dramatically increase the damage of her NP once it triggers. She does require some decent timing but is a pretty easy to use Servant that can hit well above her weight when used correctly.
Martha (Ruler): Ruler Martha squeaks by into A-rank. She's a pretty good ST damage dealer that can also function well as a solo unit, thanks to her NP battery and large self heal. Her NP will drop defense before doing damage, giving it a consistent, always available steroid that can compliment her first or third skills. While Martha is a decent damage dealer, she has amazing burst damage against Divine enemies, as well as Demons and Undead, although she won't hit Demonic Servants for better damage. However, despite fairly good NP gain, she's not as good as Astraea for single target damage, and her class, while good defensively, struggles offensively. She's a strong, reliable unit however who works well with Buster teams and supports.
Vlad III (EXTRA): Vlad is more of a lower A-rank, but still stands as a solid single target Lancer DPS. His first and third skills have good synergy with each other, as a 40% Def up and a Taunt for 1 turn work well, he is basically immune to debuffs 60% of the time thanks to his first skill, and his NP, in addition to piercing invulnerability, does quite a bit of damage to Evil targets. His NP gain also isn't too bad, with good Quicks and a pretty good Extra. The problem with Vlad is the fact that his NP isn't upgraded and his second skill is extremely vanilla and doesn't do much. Fixing one of those two things would put him more solidly in A, but he'll still do his job effectively.
Li Shuwen: Li Shuwen is an incredibly interesting Servant who is pretty much the epitome of the one-shot wonder. "No Second Strike" indeed. The single turn damage he is able to unleash is pretty insane thanks to powerful steroids on two of his skills and a potent defense down on his NP. He also has an Evasion skill if you need him to deal with an NP or tank some hits. Li Shuwen, however, is not quite in a fighting game, and his overall performance can be lower than expected. He's not too hard to enable, especially since there's a 1-star support he might as well propose to now, but his sheer dedication to burst power is what makes him a low A.
Hessian Lobo: One of the most underappreciated Servants in the game, honestly. Lobo is a fantastic ST DPS, having a number of really good tools at his disposal. His Quick NP has a good number of hits along with having good Quick cards, meaning unlike pretty much every Avenger, Lobo can actually generate his own crit star and fuel his own crits. This allows him to be more consistent than a Servant like Gorgon. His durability isn't a big problem either, as he packs only a strong Def up but also a potent Atk down, which even with some minor support will allow him to tank NPs, especially from Rulers. Finally his 3rd skill is buff removal on a 5 turn cooldown, which is great. Lobo isn't without problems though. His damage steroids are a little on the low side which means his ceiling isn't as good compared to other Avengers, and his lower HP does make him more fragile than expected. Still a strong, consistent Avenger though.
EMIYA (Alter): Edgemiya has a lot going for him. A powerful, upgraded NP with two steroids and a really good defensive skill that will reduce the damage he takes is a good start, but its benefited by his good hit counts on all of his cards, meaning that he ends up with fairly decent NP and Stargen. His NP also ignores Defense buffs and has a pretty solid chance of draining NP, which makes his lack of a hard survival option less of a problem. He has a lot of natural synergy with the Waver / Tamamo comp too. This said, his NP generation is not amazing, and all of his buffs have the potential to be very short-lived, as most of them work only for a certain number of times, not turns. These hold EMIYA back, but he still ends up a strong Archer servant regardless.
BB: BB is a welfare Moon Cancer class, the only class that counters Avengers. Not only that, but she's pretty good regardless. She forms a decent mix of DPS and support that will make her fit into various teams rather well. A 3000 HP heal that clears debuffs and gives debuff immunity on a 4-turn cooldown is great, she has a consistent stun and invul remover, and she can do good crit damage. Her NP also comes with an NP charge and reduces debuff resistance. She fits great into Arts teams, especially given her synergy with Waver, but she probably will never be S-rank because her class and lack of a powerful NP damage steroid get in the way.
Passionlip: Passionlip initially might seem like an underwhelming unit, but she actually is rather good. She's a tank with some offensive and support capabilities and that means she will work quite well with some other Servants. She packs debuff immunity, Taunt, damage cuts, and an NP with a strong party-wide heal. Her class being Alter Ego is also really good, as it allows her to deal very effectively with mixed enemy types far better than a Berserker could thanks to her defensive class effectiveness being better. She works fantastically with other defensive supports as a result of her kit, but its not perfect either. Her NP can be rather low if she's not at low HP thanks to only having a small steroid, and she's very ineffective against Knight classes which holds her back.
Penthesilea: Penthesilea provided double duty in most teams. On one hand, she's a powerful support unit who gives boost a strong Attack up and a strong Buster up that lasts 3 turns to the entire party. On the other, a 3 turn debuff immunity, 20% NP regen, and a massive bonus against Greek males make her a powerful nuker. This is helped by her good passives and pretty decent NP gain ignoring her very good regen. Penth, however, is all offense and has no survival to speak of, meaning she probably will need help in that regard. As long as you can navigate that, however, she remains an incredibly powerful Berserker.
Wu Zetian: Wu is a lot like Penthesila, except for a different type of team. She's a pretty viable Quick damage support, providing a total of 40% Attack and 20% Quick buffs to the party, which alone would make her pretty good. But she also has the ability to go on the offensive herself, and deal some potentially big damage with a 78% Attack modifier and an upgraded NP. Her NP even removes buffs and buffs her crit damage, meaning that Wu can continue to deal more damage. Wu suffers from two big problems. The first is that her good damages relies on that 60% success rate for Imperial Privilege, and the second is, while she has remarkably good NP gain, her ability to generate stars is rather bad and she generally wants outside help to reliably crit. She drops to D if you keep the sound on though.
Minamoto-no-Raikou (Lancer): Both forms of Raikou are really good, and Lancer Raikou comes to the scene being able to be both a strong Buster DPS and a very viable support Servant. With a 46% Total Buster up and a 20% Attack up, Raikou's NP will consistently do good damage even though its unupgraded, while also producing 20 crit stars for Raikou to use. In addition, her Buster buff is for 3 turns and clears Debuffs, which means its pretty rare to pop this skill and not get value out of it. But to top off a 40% Buster buff for 3 turns that clears debuffs, it's also targetable, which means that Raikou can give it to any one of her allies. She can provide a nice buff to Buster oriented Servants while also generating stars for them. As the final boss, her NP gain is quite good thanks to her excellent Arts card, meaning she's less hampered by his card set. She has no survival options however, which means she generally needs to kill enemies fast if she wants to avoid an NP.
Frankenstein (Saber): If you've ever wanted to know why people at all consider Phantom, it's because of Fran. Fran's main gimmick lies in her ability to spam her NP, having access to an incredibly good Arts card that can be boosted by an 80% NP Gain buff to spam her NP consistently. Her NP also does pretty good damage thanks to her good number of, admittedly small, steroids, and perhaps most importantly, Fran can repeatedly stun the opponent thanks to her NP. It only has a 60% chance to stun, which is why one would use a Servant like Phantom to guarantee the possibility. Fran can keep an opponent locked down for 3-4 turns potentially while continually doing quite a bit of damage. To top it all off, she also has access to buff removal, which is very good. Fran, however, generally likes to have certain set-ups to succeed optimally. She's still good without those set-ups, but doesn't have the same raw ability. Finally, she needs to see her Arts card often, as her Quicks are very mediocre.
Tomoe Gozen: Tomoe is a pretty straight forward damage dealer. She has a strong NP thanks to her Demonic Magic skill and having gotten an NP upgrade, she can facilitate crits thanks to her second skill, and has a lot of bulk thanks to her final skill. Her NP gain is decent thanks to her two Arts cards and consistent potential for crits, and she works well with units that have good hit counts due to giving the party a sizable crit star generation buff. She also has some fringe benefits in a burn DoT team thanks to the Spreading Fire debuff she inflicts with her NP. However, Tomoe is a lower A-rank for a couple of reasons. The first is that while she has decent hit counts on her Quick, Buster, and Extra cards, she has a problem generating her own critical stars to fuel her own crits, which hampers her. Second is the fact that she is very barebones. She doesn't do much other than do good NP damage and score some crits, and while that's pretty notable in her role, it does lead to her being a bit of a one-trick pony.
Ishtar (Rider): Ishtar is another Servants that's kind of underrated, mostly because of Mordred's existence as an AoE Rider. Ishtar is distinct enough to be usable in comparison, however. She does good AoE damage thanks to a pretty decent Quick steroid, but her strengths lie in her burst ability. Her second and third skills not only give her decent survivability by granting a hit of Evasion and Invul, but they also provide good boosts for 1 turn. Accel Turn gives a 50% Crit damage bonus, while Summer Break provides an addition 50% Crit boost, on top of a 50% Star Gen and NP gen boost, among other buffs. Ishtar can have very good NP gen and crit damage for a turn, allowing her to deal a lot of damage and quickly refund her NP, especially since her Arts cards are good. It's not all great though, since Ishtar will generally need to time her buffs very well, and her Quicks are notably pretty bad. In addition, her third skill will stun her after a turn, which can be avoided through a Command Code, but a command code that's often in demand.
Mecha Eli-Chan: Mecha Eli is in a similar situation to BB where she is a welfare of a pretty rare class, Alter Ego. This, along with the fact that she is the only welfare you can run two of in a team (since there are technically two Mecha Elis) gives her a strong niche. She has good NP gain on both her Arts and Quick cards, which is complimented by a 20% NP battery. In addition, she has a pretty decent star regen skill, and her third skill is what makes her great, giving Mecha Eli a 60% NP and Crit damage buff for a turn, at the cost of removing any Defensive buffs. That can be played around fairly easily though, so Mecha Eli stands as a very good general DPS against Cavalry classes, especially Assassins.
Attila the San(ta): Santa Attilla isn't quite the DPS monster some other welfare Archers are, but she makes up for that by providing pretty decent support. She has a targetable NP battery that boosts star gen rate, and a targetable HP and crit damage up buff as well. Her NP also will generate a guaranteed 20 crit stars, on top of it being a 10-hit Quick NP. She can use these buffs on herself in order to act as a serviceable DPS as well. It is difficult to time all of her buffs together well, though, and she also has more mediocre NP gen than you might want.
Qin Liangyu: Qin can be a difficult Servant to use well, because she plays rather differently from some other Servants. She is a DPS that plays for as long as possible, and its not always the best strategy. But, this being said, Qin is quite good as a DPS and can be a pretty viable solo and last stand Servant. Her first cements her use as an Arts / Quick hybrid DPS, giving boosts to her Quick, Arts, and crit damage. Her second skill is mostly notable for allowing her to ignore debuffs and buff removal very consistently, and her skill is a 2 time guts with an NP charge. The timing on the Guts is a little wonky since its 3 turns, but it will give her some guaranteed turns to do damage. Her NP allows her to very quickly ramp up damage, remove enemy buffs, and sustain through the enemy's crits, and s one of those NPS that gets notably better at NP 5. Qin does have her weaknesses as she can be difficult to use in a team setting, but she remains a good Servant.
Quetzalcoatl (Samba/Santa): The only Ruler welfare, Quetzal acts as a secondary DPS and mild tank thanks to the Ruler's classes defensive capabilities. Her 1st and 3rd skills are quite good, increasing her damage and making her crit playstyle more consistent, while her second skill acts as an own piece of support. Her NP is really where Samba shines, however, as it dramatically boosts her star gen for a turn and then boosts her crit damage, allowing her to take out a wave and then deal big damage to a boss. Her NP gain is also pretty decent, having good Quicks to benefit her playstyle. However, she lacks any sort of survival in her kit, and the Ruler class is not great offensively, only having SE on the very rare Moon Cancer class.
Shuten Doji (Caster): Shuten is probably the best ST Caster DPS a Master is likely to have, and that's enough to put her in A-rank. Assassin class enemies are a notoriously annoying class to fight, and while Mecha Eli also has a lot of damage against them, she lacks the defensive advantage Shuten has. In addition, all of Shuten's skills are pretty good. She offers NP seal, critical chance down, buster and arts performance, and an attack up with a strong anti-Demonic buff. Her own NP damage is good as it is, but against Demonic enemies, of which there are quite a few, her damage becomes rather exceptional. Her NP gain also isn't bad because of her triple Arts card deck. Unfortunately, she has no survival on her own and relies on her allies for that, and she's not as useful against non-Assassion or non-Demonic enemies.
Diarmuid Ua Duibhne (Saber): Fran may have the higher ceiling, but Diarmuid is a way easier and way more consistent Quick Saber. He has a powerful Steroid and Evasion skill on a 5-turn cooldown, which helps his ability to survive considerably, has the ability to crit reliably, and a good NP generation and defense buff to make him more consistent. His only let down is his NP, which removes defensive buffs after doing damage and has a very weak chance to instant kill. Diarmuid is also held back a bit by the fact his NP isn't upgraded, and while he still has good damage overall, his NP will fall just a little flat. Getting an NP upgrade would probably put him in S-rank though just because of how good his skills and NP gain are though.
Mysterious Heroine XX: The only Foreigner that isn't a 5-star, and a pretty good DPS. Her first skill is insanely good, being a 50% Attack up with invincibility while keeping the 5-turn cooldown, and her other two skills are good as well, allowing her to generate stars and benefit the team or function as one of the best anti-Foreigner Servants in the game, as well as having good match-ups against some bosses. Her NP even let's her do good damage to Saber servants if that is something you also need. This said, its not all great for MHXX. While she's a good DPS in general, her niches are pretty specific, and being a Foreigner she suffers from a defensive weakness to the class she's meant to counter as well. She can be useful against Saber-classes in a pinch, but its less overall useful than MHX's anti-Saber niche due to being confined in her NP. Good, but great in specific circumstances, is a good descriptor for MHXX.
Atalante (Alter): Atalanta's transformation into a Berserker has also turned her into a powerful crit DPS with actual good NP gain, allowing her to barrage the opponent with a powerful NP and pretty consistent crits. Her NP gain is good enough that a good crit chain can get her to a second NP pretty quickly, and with a total of 60% crit damage and a passive 8% Buster up, she can do good damage with her Busters as well. Simply put, she's explosive, but this all comes at the cost of her being quite fragile, since she's often using her Evasion skill to buff her own crit damage. She's a very effective DPS, but she might fall off compared to sturdier Berserkers like Heracles against more difficult content.
Jeanne d'Arc (Berserker Alter): Behold the Berserker that makes an honest claim to Heracles' title of "best ST damage Berserker." Thanks to being NP 5 and having two good steroids, her NP damage is insanely good, being at the same level as Lu Bu, but with a 30% NP gen buff and a 20% NP charge, she's way more consistent. She even has decent survivability thanks to gaining a hit of evasion every turn for 3 turns. Everything being said, the reason why Heracles is just better than her is because Jeanne can be beaten down quickly. If her first skill was 3 hits of evasion for 3 turns, she'd be flatly better, no doubt, but it being spread out as such means she can be overpowered even while the skill is up, and when its down she has no survival what so ever. It is not difficult to make her shine because of her good consistency and damage, but it is not difficult to lose her either.
Ibaraki Douji (Lancer): Ibaraki is really similar to Raikou lancer, being an offensive Buster Crit DPS, but there are a couple of key differences. Ibaraki's NP gen is more in her Quick cards than her Arts, which isn't as good, she generates more stars with her NP but suffers a pretty heft demerit, and she offers less support for being a bit more selfish. The choice between her and Raikou comes down to what exactly you need in your DPS; if you need more support for the party, or if you don't need that support and need more focused DPS. Both are about as viable as each other in all honesty, and both still have the problem of not having any survival skills, so its largely to preference.
Valykrie: Compared to Parvati, Valykrie is worse but still good. She's still a very good Quick NP user with the potential to loop, but while she lacks a little of Parvati's raw damage, she makes up for it with having a good defensive skill and a pretty good consistency skill. Parvati is simply better, but Valyrie will still do the job pretty well, as all of her skills are quite good, even for their cooldowns. The big sore in Valykrie's backside is that while Parvati also had a pretty good NP, Valykrie's NP is incredibly bad and has probably the worst overcharge effect in the game. Despite those problems, she's still a good AoE farmer with the potential to loop, so she fits in A rather well.
Chiron: Chiron is both a functional DPS and a very good support Servant. His NP gain is good thanks to good hit counts on his Arts, and he has decent star gen too. This is helped out by his 3 turn buff that buffs all face card effectiveness, and a powerful crit enabler in his second skill. His NP will reduce crit chance and remove all defensive buffs before doing damage, meaning its incredibly hard for opponent's to stop or reduce the damage from this NP. He even has a hard survival skill. As a support servant, he can buff an allies' crit damage and provide stars while also buffing their general damage at the same time, as his 3 turn buff is targetable. What sticks him in A-rank is that he's not quite peerless in either role, being somewhat outclassed as a DPS and as a support by other Servants. He's a high A-rank for sure however, and even an NP upgrade might be enough to push him into S-rank.
Still with me here? Yeah, there are a lot of good Servants. Maybe I'm being too nice? I'm not sure. Anyways, we's got 150 or more to see, so let's keep going.
Gray: Gray is a welfare AoE Assassin, but unlike another AoE Assassin, she actually is consistent. With a 20% NP charge, a passive 10% NP gain, and the ability to buff her Quick performance and reduce an enemy's Quick resistance, she can generate NP and stars quite well. Her NP will also do quite a bit of damage thanks to having two sizable steroids to go along with it, and she even has a little survivability with a 1 hit invul. She can also do extra damage to Undead enemies which...doesn't come up often but could become important in the future. Her lack of a better survival option does hurt her though, but she's still a very good A-rank.
Lakshmibai: Lakshmibai has a good amount of shared DNA with Lanling, but she ends up being less useful as a support comparitively. She has both a potent offensive buff and a very strong defensive buff, as well as a Guts that boosts the party's buff success rate. Her NP however isn't particularly good, being an AoE Quick that removes offensive buffs and reduces crit chance. She's a good overall support that provides both a lot of offense and a lot of defense, and can be a decent DPS that has okay solo ability, but she ends up being only good in any of these roles. A jack of all trades, but a master of none.
Asvatthaman: God bless Pako. Moving on, Asvatthaman is a really solid ST Archer. He's another good case of having a great potential ceiling but is limited in his ability to actualize it. Potentially, he can have Buster crits with 35% Buster performance up, 60% Defense down, and 112% Crit damage up, which is enough to pretty much delete anything in front of him. Unfortunately, unless he is soloing or you have good luck, its hard to get him to that point. His generation stats are at least really solid thanks to his amazing number of hit counts, and he even has hard survival and an NP battery to work well. Oh and to top it all off on the "insanely hard to maximize his potential" he also has a low HP gimmick on his NP like the lesbo pirates.
Carmilla (Rider): The Rider form of Carmilla completely changes gears from her Assassin version. While her Assassin version is a devoted DPS Servant, CARmilla is much more of a support unit with potential as a secondary DPS. All of her skills are debuff oriented and greatly enhance the team's DPS with a 50% Crit defense debuff and a 30% Defense debuff, and offers good utility in Skill Seal, a crit star bomb, NP drain and a 25% party wide charge, and enemy crit chance down. Her NP will also inflict buff block and reduce Quick card resistance, which can be useful. Most of the time she's mainly there to fire off her skills because her overall DPS isn't great without supports, but she can be quite worth it if you invest enough. A very solid damage support with decent, but underwhelming, DPS.
Okita J Soji: Blasting off again! Okita is an insanely powerful AoE Assassin that can perform a lot of crit DPS. She packs a 3-turn 50% Quick buff, which is insanely powerful, a strong Crit damage buff, and an Evasion + NP damage up, and her NP inflicts a potent defense down. Her NP gain is also really good, and she is a very consistent star generator. So what keeps this clearly ridiculous Servant from S? The demerits. Her crit buff will remove one of her Defensive buffs she has, her Quick buff inflicts a harsh Def down that can't be resisted or removed and results in an extra 90% damage taken over time, and her NP has a 43% chance to stun her, which isn't consistent but can and will get in the way. Her NP also scores very few hits, which means that she can't loop effectively. She can equip the Stun immunity command code, but it also will be in demand by other Servants. She has a high potential for damaging dealing but her demerits means she must be used carefully, or at least not in a braindead way.
Calamity Jane: Calamity is one of the lowest ranked Supports in A, just because while what she does is incredible, its hard to pull off. Well, it's not that hard, but can be an issue at times. Her final skill offers a menagerie of buffs depending on the number of critical stars you have, and its not hard to force 50 crit stars with the number of crit star bomb CEs in the game and Servants like Chiron or Mozart. She also has an NP drain that acts as a Charisma and NP battery, and Sabotage...which isn't very good. She's incredibly useful for providing a massive, on-demand series of buffs such as buff success, crit damage, crit absorb, and pierce invul for 3 turns, which will always have use somewhere. However, while the support she gives is incredible, it needs to forcibly be enabled, as Calamity has no star bombs herself, and she's not useful for much other than support, since her role as a DPS is okay, but usually not great. She's one of the lowest A-ranks for sure, but a Servant you should consider investing in.
Nightingale (Santa): Stockingale is a really good budget support Servant, having a number of strong buffs and good utility that can be used pretty consistently. She can remove an enemy's buff, clear a party's debuff, and heal the party all in one skill, she can boost NP damage, buff removal resist, and give them guts in another, and finally boosts the party's attack and crit damage. Her skills are really good and can give a lot of extra oomph to whoever you choose to support. She can also function as a decent DPS, although her NP is not particularly good and she can't loop well. It's a more supplementary role to her supporting role. She's very good and hopefully they don't forget about her like that did Samba.
Caenis: The final, final, A rank. Caenis is one of the newest Servants released, and she is a remarkably good DPS. She possessed two strong Attack up skills, and an NP that gives a large boost to critical damage. She can deal a huge amount of damage to an enemy because of this, and her Arts card is pretty good as well which can help her get to her NP more consistently. Her 3rd skill is also a really rather strong defensive skill that'll pretty much negate most normal card damage and provide a Guts to protect against NPs. Her NP does not do a lot of damage, however, and will not trigger her second skill, which are notable downsides, and she needs help generating stars, which puts her in a lower A-rank than she might be otherwise. Work around her downsides and you'll have a very strong crit DPS with good durability.
Utsumi Erice: THE NEW, FINAL, FINAL A-RANK. Utsumi Eric is a welfare AoE Arts Lancer who doesn't really function as you might expect. She's not really a looper and isn't even really a strong farmer, but makes up for it with good skills and strong anti-Servant crit DPS. She's good, and has a lot going for her, but she's a low A-rank because she faces competition from Kagetora. Kagetora doesn't have the crit DPS, but she does have very high NP damage, and while Erice is more consistent, she cannot match Kagetora's burst. In addition, her NP is really not very good.
B-Rank Gorgon: Gorgon is a powerful Buster oriented Avenger. She has a huge Attack up that also makes her Buster crits more consistent, a good survival skill that boosts her critical damage, and a pretty reliable Stun. To top it all off, her NP charges the party for 15% of their NP gauge, allowing her to give back to her supports. She's capable of doing a lot of damage quickly, and is reliable overall. The big problem with Gorgon, however, is that she is completely uncapable of generating her own stars, having to rely completely on supports and good card decks to do high damage. She's still good, but there are other Avengers which edge her out.
Lancelot: Lancelot has some immense potential as a Servant, with potentially high crit damage and NP looping. The problem with Lancelot is that without any of the supports that he needed to do that, he's considerably worse than other Berserkers at doing any of those things. His kit is weak and while fine for an at launch Servant, notably lacks any survival skills or good consistency boosters, his NP gain is incredibly fucking bad with the exception of the refund on his NP, and he really relys on supports to patch those differences. If it wasn't for Servants like Skadi he'd probably be even worse.
Stheno: Unlike other specific boosters, Stheno is a tier lower because she's mostly useful just for being a booster. Boosting Divine Servants is a nice niche and her NP can inflict a further Defense down and remove buffs, but if you compare her to other Servants who can do similar things, she feels notably weaker overall. At the very minimum, she's not completely deadweight even if you need to use her.
Martha: Once upon a time Martha would have qualified for A-rank, but time has past and Martha has lost her specific niches and has become a bundle of niches in a trenchcoat. She has decent durability thankns to multiple heals but with no hard survival, she can clear debuffs from all allies and heal them, which is good, and she can remove buffs and inflict sizable Def down which is also good. Her NP does leave more to be desired though, and even though her NP gain isn't too bad, she is mostly used when the situation calls, which can be a problem compared to other Servants who can remove buffs and clear debuffs. She can at least do both while having okay damage on the side.
Marie Antionette: Marie is a pretty decent Servant. She can boost the party's damage, is insanely hard to kill, and offers pretty decent utility in debuff clears and heals. She's definintely a cockroach, and even her damage isn't awful anymore. However, her incredibly low NP gain will always be held against her, and while she is also a potentially good looper, she needs a fair amount of support in order to do that and it can be difficult to use her if you can't offer that support. It's why she occupies B: she has potentially great performance, but her overall performance is a lot more underwhelming.
Altria Pendragon (Alter): Pretty much all the Saber...Saberfaces are known for is doing the big boom AoE kill. Alter's damage is particularly high for a 4-star, and she can at least instantly NP and kill a wave, but she offers pretty much nothing else except that. She gives no meaningful support, she has no survival what so ever, and her base NP gain is also not amazing so getting to a second NP is not always a guarantee. She's still good for what she does, but if you need someone who can do more than simply a big AoE kill, you can use someone like Nero or Fionn instead.
Atalanta: Just like Lancelot, Atalanta can be amazing in certain set-ups, a looping and critting machine. Her performance outside of those set-ups is more lackluster, but she at least brings some useful utility. She can wipe an enemy team and create a truly ridiculous number of crit stars for the team, has a survival option, and can even use her stars for DPS. However, her NP gain is like many of the Quicks here, pretty bad, and her damage falls off once her Quick buff is gone. She also faces a lot of competition from other Servants like EMIYA, Mozart, and Drake for AoE, Crit, and support roles, and while she is still good, there are usually better options.
Artoria Pendragon (Santa Alter): Santa Alter is another Saberface that does the big boom AoE kill, but being a welfare she's NP5 and so her overall damage bumps her up to a low B-rank. She has a good targeted heal and can do a lot of damage and...that's it. She's notable for how much damage she can do because of being NP5 and having a psuedo-upgraded NP, but there isn't a whole lot to talk about otherwise. Ishtar might be harder to use, but she definitely is the better of the two. Santa will still get the job done though, just don't expect anything too interesting.
Nursery Rhyme: Nursery Rhyme isn't a bad Servant. She's a good AoE Arts DPS with good durability, pretty good consistency, and potentially good power with crits. The problem is more that Nursery Rhyme has been out for a long time, and there have been better Caster DPS to deal with Assassins. Her low NP damage has become more of a problem as time has gone on, and her need for crit stars with no real way to generate them is a thorn in her side. She can perform very well with budget supports like Hans or Mozart, but so can other DPS Casters like Shuten and Queen of Sheba. It's a matter of time more than a matter of overall usefulness.
Oda Nobunaga: Oda Nobunaga is a good Servant that needs to be used in specific situations. No, she's not only good against Divine Servants with Riding, but she does in general need to be used against Servants who are one of those things. Being NP5 and having a good crit damage buff means she can be used as a DPS against both sides of servants, especially if they are in the same wave together (looking at you, Columbus and Megalos). The niche is wide enough, and her damage is good enough, that its quite good, but Nobunaga outside of that niche is just a mediore AoE.
Oda Nobunaga (Berserker): Nobunaga's Berserker form wasn't very good in the past, but benefits from having an NP interlude. Her damage against Divine enemies is really, really good, and under the right circumstances can be even higher thanks to her NP now setting the Burning Field condition. She's less useful compared to Beowulf however since her kit isn't very strong and her usefulness is mainly sitting on her NP.
Medea Lily: An archetypal healer who is only good at healing and basically nothing else. Medea Lily is very good against the type of content that Asclepius might struggle against, being consistent debuffs and a lot of damage. She has huge heals, can bring out her NP twice in a row, and even provides buff removal resist in a pinch. She's the best healer for AoE damage, and has no problems bringing a Servant back from the brink with full HP. However, that's literally all she does. Her damage is piss, her NP gain is barely passable, and she has no hard survival, so she can get one-shot from NPs.
Tamamo Cat: Cat is a pretty good farming unit that has good survivability like Spartacus. She no longer has to care about her NP stunning her thanks to her third skill, and her second skills provides some mediocre protection on a good cooldown. Her NP does a lot of damage and provides a powerful Regen effect which can be stacked if you're able to loop. The problem with Tamamo Cat is that she often is a one-hit wonder, and its difficult to loop her while avoiding her guaranteed stun. All the healing in the world won't help if she gets rushed down, like Spartacus, too. She's among the more notable AoE Berserkers, but still struggles in many situations to really shine.
Beowulf: Beo fits pretty well in a high B-rank. His damage can be impressive, but he faces a couple of problems. The first is that all of his buffs are one turn only, and NP damage and crit buff don't synergize well. Being a Berserker makes him really fragile compared to similar Servants like Lancer Alter, even with his Guts, which means there often is a better, class aligned Servant to take Beowulf's place. He's not a bad Servant (anymore) but he needs more of a push in order to make it into A-rank, because being a one-hit wonder doesn't always cut it.
Astolfo: If you've ever wondered how good a single buff can make a Servant, if he didn't have his Evaporation of Sanity buff, Astolfo would end up in D rank. His 50% NP charge makes him a consistent, and self-reliant, farming unit, able to take out a wave without needing support. He can also provide decent utility, and his NP gives him a nice bit of protection, but his DPS is very random due to the inconsistencies in his crit damage and star regen buffs. His NP gain is terrile and it is very difficult to reliably use him without his NP charge. He's B just because of his charge, unfortunately.
Helena Blavatsky: Helena is a hybrid of support and DPS. Boosting the party's NP gauge and face card damage is quite good and her NP can also give a little extra damage, while as a DPS, she has potentially good NP damage that ignores Defense buffs. The problem with Helena is that her cooldowns are extensively long, her NP gain isn't good, she only has good NP damage if her NP damage boost which has a seven turn downtime is active, and the extra benefits her NP brings are quite weak. Her use as a support is also an issue, as she splits her hairs a bit too much, only providing some consistency and some damage. She's a low B-rank because her decent NP damage is the only thing she brings to the table now as a support. She's not the only Servant who can buff Arts and charge NP, so her support niche is on thin ice.  
Nitocris: Nitocris is often considered one of the best farmers in the game, and don't get me wrong, she's a good farmer, but she's an inconsistent farmer a lot of the time. Nitocris doesn't kill waves through damage, but through an instant death gimmick. This can work fairly often, but as a downside if she can't insta-kill everything, you've probably lost your farming comp set-up. Her NP damage is really bad, only having a passive 10% damage boost, and while she can NP back to back, the damage is still poor. She also has a fairly decent Guts, but it doesn't really synergize with her role, since she isn't going to be boss killing anytime soon. Instant death is still gimmicky.
Gawain: Gawain has a lot of shared DNA with Fergus, and in a way, Gawain can be thought of as a more offensive Fergus. His face-card damage can be very high, he has a decent NP, and his third skill has a number of good effects. He will bash in whatever is in front of him like a Buster Gorilla should, but Gawain is only a high-B. He doesn't have the kind of NP that will really ramp up his damage like Hozoin or Qin Liangyu, and his survival option is a 1 turn Guts, which means his third skill is likely to be used for that above all else. In addition, his NP is only really useful for doing damage, as Skill Seal + Burn is not super useful. All in all, Gawain is a lot better than he was, and is good, but his flaws hamper him from being really good.
Kiyohime (Lancer): Kiyohime isn't really a bad Lancer. She can do pretty solid damage and has decent skills in her kit, including a 3-turn Buster up and a solid Crit chance down for all enemies. But while Kiyohime is definitely at least good, Raikou (Lancer) in a lot of cases can be considered strictly better than her, and Ibaraki (Lancer) is also quite a bit better. She's not bad enough to end up at C rank, but she's definitely a low B-rank just because of how much she's outclassed by a couple of Servants.
EMIYA (Assassin): Kiritsugu has a couple of really cool niches that seperate him from other Arts Assassins. He can give Taunt to a random party member and generate stars, which can be a decent survival option against a single target NP, especially if the other party member has Evade. He has a good crit damage bonus that allows him to pierce invul, and his NP has an NP drain on it. In addition, his QBQ chain generates a lot of crit stars thanks to his amazing hit counts. However, Kiritisugu has some of the most gimped NP gain in the entire game, and as such, he's more useful for crit DPS than actual Arts DPS. If he had better NP gain or a way to make his damage more consistent, he'd be signiifcantly better.
Jeanne d'Arc Santa Alter Lily: For all that she tries to pretend otherwise, this is another Saberface that does Saberface things. She's an AoE Lancer with a strong Buster boost, and an NP charge, so she's a wave nuker. Her NP has a couple of mediocre and hard to use effects attached to it, she has a weaker Saint's Gift which is a targeted heal at least, but she's going to be performing the same role as a normal Saber...Saber face, just Lancer. She's NP5, which is cool.
Elizabeth Bathory (Brave): Brave has kind of handily been outclassed by Saber Hokusai as of late, but she's a welfare ST Saber with a good steroid and the ability to protect herself against NPs with an invulnerability skill. Her NP isn't particularly good and her 3rd skill, despite being interesting and gimmicky, is very random and costs a ridiculous amount of NP to use. She's a servicable ST Saber that isn't quite mediocre enough to be in C...but she comes close.
Thomas Edison: Edison at one point in time was considered one of the worst Servants in the game, but over time he has improved notably and now stands as a very unique support and stall member. He can reduce cooldown of an ally's skills and increase their overcharge by two levels, in addition to have an NP to provides a lot of notable debuffs. His own NP generation is also okay thanks to his NP regen, even though it has a very bad cooldown. However, his damage is still pretty bad even with supports and his role is very specific: good, but specific.
Queen of Sheba: A strong B-rank, Queen of Sheba is a good ST Caster who can do quite a bit of damage thanks to her ST NP, decent damage buffs, and a situational but strong crit damage buff. Her NP generation is also quite good, although she only has 2 Arts cards compared to a fair number of Casters. Shuten Douji's damage is higher than hers however because of her natural NP5, and Sheba requires outside support to really make the most of her entire kit, since she's bad at generating stars. She's still good however, and a perfectly servicable DPS.
Nezha: Nezha is an AoE Lancer with decent damage, a decent kit, and decent generation but suffers from having nothing to really stand out compared to her peers. Her skills all feel a little overtuned with decent but not great numbers and solid but no amazing effects. Her NP charge being tied to her Guts is also another problem, especially since its only 20%. But with her NP upgrade recently, she does good enough numbers that she's a good Servant, but she really could use some buffs to her kit.
Circe: Circe is a really unique Servant. She has a very strong NP, which has the ability to turn whoever it hits into a Pig, the ability to instantly charge her NP, and clear party debuffs. Her NP does okay damage thanks to the defense down in her kit, but damage isn't the main point, its the disabling ability. However, there is one huge, huge problem with Circe, and it completely limits her: her NP generation outside of her 1st skill is incredibly bad. She'll struggle to generate any NP even with an Arts chain, and while this was mainly done in order to limit how many times she can do the Piggy thing, it ends up hampering her to such a strong extent that limits her overall usefulness. She's still good and having the ability to stun the opponent multiple times potentially is very nice, but you'll immediately notice her flaws.
Mochizuki Chiyome: Chiyome in a lot of ways is pretty similar to a 4-star Serenity. There's a large focus on disabling and some DoT. Chiyome's damage is her primarily limiter, since she's not bad at getting to her NP thanks to her NP charge and 3-turns Arts bonus, but she just doesn't deal enough damage to make the payoff worth it. She will always face competition from other, better Arts Assassins. She has enough merits to be usable and pretty decent, but she remains pretty outclassed overall.
Yu Miaoyi: Yu is a pretty interesting Servant. Her NP gives her an immensely powerful Buster steroid and clears her debuffs, she has access to HP and NP regen, along with Debuff immunity, buff removal resist, and an Attack up, and also has Bloodsucker for more consistency, on top of her very solid NP generation. However, the thing that really defines Yu is the demerit on her NP: removing all of her buffs. While previously this was very limiting, with her new strenghten Yu can use her NP more than once in 5 turns without added support. Her damage is also fairly impressive too, although her low ATK and non-upgraded NP do put a hamper on things. She's definitely good and usable, but unlikely to rise out of a low B-rank without added buffs.
Miyu Edelfelt: One might be tempted to call her a 4-star Merlin thanks to her NP, but you might have to rethink that upon looking at her kit. Unlike Merlin, whose kit is not only strong but coherent, Miyu's is more mediocre and far less coherent. She has an Arts buff and a crit damage buff that isn't likely to go off all too often, a Guts with debuff immunity, and a targetable NP charge with buff success up, which is by far her best skill. Miyu's problem is that much of her kit is selfish, and she's not very good as a DPS even with her 1st skill. In addition, her NP buffs are tied specifically to Miyu, which is both a blessing and a problem. On one hand, it protects allies from buff removal, but if Miyu gets her buffs removed or gets buff blocked it kills the entire party's ability to benefit. Her very low HP regen at NP1 combined with her demerit also makes her more fragile than you might expect. Overall she's a decent, but pretty mediocre support servant.
Ushiwakamru (Assassin): Ushi has some pretty good tools in her kit. Access to an instant NP charge and a pretty decent steroid are quite nice for an AoE Assassin. However, Ushiwakamaru suffers from a number of issues. Her 3rd skill is really quite bad, her NP is a bit underpowered, her steroid is tied to her hard survival although it has good cooldown, and probably most importantly, her NP gen is pretty mediocre overall. She's in a lot of ways similar to Fuuma: good stargen thanks to having Quicks with good hit counts, an AoE NP, but Fuuma has gotten buffed twice while Ushi is still stuck with a mediocre kit. A good upgrade or two, like Fuuma, while make her a lot better, but right now she's only a good Assassin with some notable problems.
Osakabehime (Archer): Our stacked NEET princess sits at a pretty high B-rank. There's a lot to like about her: her NP generation is solid thanks to her 3rd skill, she can grant the entire party Evasion for 3 turns which is something that's not seen elsewhere, and she does okay damage with her NP. But she lacks good survival options, and her damage isn't solid enough to really standout from other AoE archers in that regard. Her NP buffs are okay as well but rarely move the needle since they can be given on demand by other Servants. Osakabehime is not a bad Servant at all, but she needs just a little push to be a solid A-rank, like an NP interlude or a buff to her 1st skill.
Kijyo Koyo: Koyo is at B, and honestly not by much, because she has some interesting support options as well as very solid face-card damage. Her NP will also do okay damage, but her Buster cards afterwards will do quite a bit of damage. She can also boost overcharge, provides AoE Death resistance, and debuff clearing. However, her lack of good survival options or anything to boost her NP consistency will hamper her quite a bit. She's not quite as bad as Ibaraki, and in some ways can be considered a somewhat better version of her, but she's quite flawed and does need help to perform well.
C-rank Artoria Pendragon (Lily): Lily has one thing under her belt: her incredibly high NP damage modifier means her NP actually does really good damage despite her low ATK. However, when compared to pretty much any other AoE Saber, Lily has very little going for her. Her skills are very painfully vanilla, she can't instant NP, and her face card damage is painfully bad. She's very outclassed sadly, but not really unusable.
Anne Bonny & Mary Read: Listen, I love them a whole lot and really tried to make them work. But the Rider pirates have only situationally high NP damage going for them. Unlike their Archer variant, they don't have anything that makes their damage consistent: all of their buffs last for one turn or don't work at all thanks to low hit counts, and with no inherent Guts there's no good way to guarantee hitting 1 HP. There's potential there, and if you can finagle it extremely high NP damage, but its held back by a really bad kit.
Elizabeth Bathory (Halloween): Bathory when she was released was a fairly good Servant, but as time went on, as better and better Caster DPS came out, Bathory felt the age of time hit her. Her kit is fine but rather disjointed, including a weird amount of crit star focus for a non-crit oriented Servant, and her NP generation is only okay. She could really use a buff at some point to make her more consistently useful.
Frankenstein: Fran's NP damage is really quite good thanks to her double steroids, upgraded NP, and Berserker class. Unfortunately, that is all Fran has going for her. Her NP generation is quite bad, she has no survival outside of an unrealiable Stun, and her NP also Stuns for a turn, which is really quite unfortunate. Back in the day when there were less powerful options Fran was pretty useful, but right now Fran needs a ton of support to shine and will still probably only manage to launch one NP before dying.
Ibaraki Douji: Ibaraki can be good in the right set-ups, but she lacks good survival options and only has mediocre damage to compensate for it. Her NP having buff removal is cute but since it is the main focal point of her damage and it happens after damage, it's not very useful in reality. Ibaraki could really use something to help her very vanilla kit, either by giving her more survivability or more damage. As of right now, pretty much every other ST Berserker has something over Ibaraki.
Irisviel (Dress of Heaven): Irisviel's usability took a pretty major hit with the introduction of Asclepius. Being a welfare, it was more likely people had Irisviel over Medea Lily, but most players should have Asclepius at this point who does a lot of what Irisviel does but better. She does have some strong points: she can do higher burst healing to a single ally than Asclepius can, she has hard survival, and also gives herself Guts unlike Asclepius, but her much lower NP generation and much more mediocre kit makes her considerably worse. Were it not for her hard survival she would have a really chance at D-rank.
Scathach (Assassin): Scathach was once the only easily accessible AoE Assassin option that wasn't Phantom, but as time went on and more accessible options were available, Scathach watched most of her viability vanish. She's still usable and can deal okay damage, but her very disjointed kit along with her mediocre NP gain hold her back quite a bit. Without buffs, she'll never really be as usable as other AoE Assassins...excepting Phantom. She's still better than him.
Marie Antoinette (Caster): Marie, just like her Rider form, is very tanky and difficult to take out outright. But unlike her Rider form, who got buffed twice and now is fairly okay, Marie Caster is still stuck being pretty outclassed. Her NP generation is quite bad, and unlike Rider Marie, she cannot loop effectively just off of her NP thanks its low hit count and her incredibly bad NP gain per hit. It also doesn't really do any damage and doesn't really offer much either. Unlike Caster Gilgamesh, she doesn't provide enough crit stars to make a crit damage buff worth it. She's very difficult to kill, but it's her only perk.
Medusa (Lancer): Ana sits at almost a B-rank Servant. Her NP damage is actually not really that bad especially with a Stun attached. But her NP generation problem still sticks, as her Quicks still will barely generate any NP even with multiple Quick  resist downs. But on the bright side, she's pretty similar to how Fionn was: having good things but lacking consistency. She'd easily shoot up to B or even A with a solid battery. Unlike a lot of the C-ranks, Ana has a clearly defined problem that's easy to fix: inconsistency.
Rama: I feel really bad for the Rama fandom, including me by the way. Rama started off as a workable Saber DPS but his incredibly vanilla kit really started to show as the years went by. His mediocre NP generation and really bad star generation, lack of strong damage steroids, and having a Guts + Heal combo for survival really hurts, and his NP doesn't even do appreciable damage to Demonic enemies anymore if you compare it to Servants with better damage. He desperately needs buffs badly to function, but at the very minimu, isn't useless. He can still shine with a lot of support.
Yan Qing: Yan Qing is another high C like Ana. There's some pretty good thing about him and he can do solid enough damage under the right circumstances, but he lacks the consistency compared to other Assassins. His mediocre NP generation and low Quick hit counts help cause that. He might need more buffs compared to Ana, but there's still a Servant with potential buried here. As of right now, he's a usable Assassin option but not really a very good one.
Nitocris (Assassin): She's very tanky, similar to Passionlip. Unfortunately, that's kind of the extent of Nitocris' good points. Her NP generation is really not that excellent, her damage is pretty low and her NP doesn't do a whole ton, and is plagued by a pesky low chance to instakill before doing damage. She's a sturdy Assassin and having a Taunt is always neat, but she'll under perform elsewhere.
Helena Blavatsky (Archer): Helena has everything you don't want to see in a Servant: a mediocre kit that's disjointed and a little underpowered, NP generation that's pretty disappointing, and a lack of damage. She can at least charge the party's NP generation and drain an enemy's guage guaranteed, but she's a low C-rank. There just isn't a lot to really be excited about here.
Kato Danzo: Danzo's main niche is that she has not one, but two different targetable sources of hard survival. That's interesting and can definitely be used to help someone stick around for a while, but Danzou doesn't really do much outside of that. Her NP generation is actually rather decent, but her NP doesn't deal much damage even against Demonic enemies. If you need her perks Danzou is good, but she by and large not really amazing.
D-Rank Chacha: Chacha is the only D-rank 4-star, and it is for very good reason. Chacha is very, very bad. Her NP generation is not amazing even despite her NP regen, her second skill is both mediocre and confusing, and her damage is pretty poor even for an AoE Berserker. That's what happens when you have a Def debuff that takes 5 turns to ramp up I suppose. Her Def buff is kind of useful for plugsuit solos, but that's it. Being a Berserker with no survival what so ever means it is incredibly likely that will just die before doing anything of note. There are so many other better Berserkers to use over Chacha.

Rank the Limited servants(Knight class edition) best to worst: Sabers(Okita , Nero Bride, Void Shiki , Musashi , Proto!Arthur , Sigurd , Beni and Astolfo) , Archers(Gilgamesh, Summer Artoria , Ishtar , Moriarty , Summer Jeanne , Superhuman Orion and Sei Shonagon) and Lancers(Scathach, Brynhildr , Summer Tamamo and Eresh)
…….. I’m not sure if I’m the one to be answering this……. And I can’t vouch for ALL of them because RNG hates me, and depending on who I managed to get. And I’m basing this all on the current Lostbelt difficulty, so opinions may varied which before you kill me if I don’t agree with your waifu and husbando…

Sabers:
Art ST Spamming: Nero Bride > Beni > Medb. 
Maybe Beni is better, but from skillset I feel Nero bride wins both support and using for herself. 
Medb I put lower due to every FUCKING MSQ Boss fight is having a debuff immunity, but her other 2 skill is decent to help. Spamming not sure, since my criteria for this is based on Lancelot Saber in both CRIT hell and charging of NP
Quicks ST Saber: Astolfo => Okita > Fran
Unless Okita is getting an upgrade, Astolfo for now wins. Excluding stun most are good for both damage and surviving long for Lostbelt hell. 
Okita as I’m still using her… Still Ok with Skadi’s support, which both are. 
Fran… Not sure why to me, tricky to use and her demerit outweighs more… Which extremely dangerous to survive in Lostbelt situations
Buster ST Saber: Musashi=Sigurd
Both are situational to me. Musashi is more for general Bosses while Sigurd is more towards Boss with Dragon-traits. 
But Musashi may be more preferred, since Sigurd you’ll need to bring best boi George to debuff enemy with Dragon trait. Both have good surviving skills of invincibility and guts respectively
AOE Sabers: Arthurs > Void
Because everywhere in every Lostbelt will at least have one fucking Large-trait monster to deal with. And Arthur having a now crit strengthen, hits enemy real hard without his AOE NP. 
Void, unless she get one more buff for her AOE damage… You can still bring her mobs to insta-kill, but you’re going to time when to heal because her third skill drains quite an amount of NP

Archers:
Arts ST Archers: Orion => Artoria
Both are good at spamming their NP… But let’s face it, it’s a Grand Servant vs normal Servant. His whole skillset + NP outwins King Golden Asshole says pretty much how wanted he’ll be when his own banner returns again. And GSSR will be hell to get him among all the other Archers. But if you have, you’re a lucky bastard to have them and I want your luck right now!
Calamity Jane: I haven’t got the chance to use her… But if your team isn’t the kind that generates 30 stars minimum per turn, you can still get up to evasion from her skill. She’s very situational because it all dependant on the turn you want to use of how many stars you have. Otherwise, NP skill of ignore evasion is more than welcome on those evading bosses
Buster ST Archers: Fujino > Moriarty > Anne & Mary
Fujino: NP gain not much of an issue if you have her first skill up, good survivability of defense and mainly guts, NP also hit hard with main focus on buff block on the turn when enemy boss buff themselves like ignore invincibility before using their NP… But now can be dependant if the boss is not permanent buff with debuff immunity
Moriarty: After his strengthening, it’d be best for 2nd skill > 3rd skill to fully utilize his support buff in the team. But he’s dependant with a min of 10 stars to activate his skill. His NP hits even better with his first skill, helping to generate stars along the way. But has a problem of surviving so you’ll need support to keep him alive
Anne & Mary: Unless you have guts buff on them via third skill/support/Mystic code, LB’s situation ain’t that welcoming in terms of enemy doing higher amount of damage to them before they could use their NP. Glass canon with decent NP gain similar to their Rider version… I’d say not impossible if you have the relative Servants, but it’ll be very risky to be able to utilize to their fullest
AOE NP Servants: Gilgamesh = Ishtar > Osakabehime = Sei Shonagon = Jeanne > Helena
Gilgamesh: As the oldest king got dethrone on damage output for overall limited Archers… You still gonna need him, which unless really been datamined, as majority of the Servants are weak to Enuma Elish, including himself. Still a strongest hitter for AOE output like Ishtar. And getting him signifies you wasted this year whole luck, and subsequent SSR after him are just you selling your soul to the devil
Ishtar: The goddess which Archer Gil no doubt want to have her head. And with her strengthening and good support team, she can hit real hard as Gilgamesh. Just remember to time her 3rd skill well before the usage of your NP preferably too
Sei, Osakabehime, Jeanne: They are mainly used as a support with a decent hit of their NP. 
Jeanne: Jeanne onee-chan with self invinciblity, Arts + NP damage + Crit if your field waterside and attack buff to Good Alignment Servants if your roster is them mainly. Plus Onee-chan beam can give crit stars by overcharge for 3 turns.
Osakabehime: A bit tricky by 2nd skill, if you’re running with a ST NP servant in, you’ve got 3 turns to deal with that one target, unless said target remove the debuff themselves. Decent damage dealing, but otherwise she’s your good support Archer to have
Sei: She may be higher than both Jeanne and Osakabehime, with decent amount of Servants who are Neutral and/or Man Attributes. A great support Archer for both her party and herself with all three of her skills and decent NP damage.
Helena: Similar to her Caster version, she’s got NP charge to support your team. But unfortunately she’s got low NP gain and damage, which many other Archer outclassing her. Slightly better in terms of cooldown, but unfortunately her most important 1st skill takes the longest cooldown. You’re probably better off with other AOE NPs Archer for farming

Lancers:
ST NP: Scathach > Raikou > Tamamo no Mae = Brynhildr > Ibaraki > Kiyohime
Scathach: Together with her Caster version, she’s definitely one of the most welcome ST NP against Divine Enemies. While insta-death is obviously useless in MSQ fights, her stun is useful but situational if debuff immunity isn’t there. Her first skill may be RNG, but evade is still there for surviving in boss fight
Raikou: A strong case of Glass canon, but her damage outweighs over her lack of defense buff. With strong support skillset for self and both party, she’s definitely one of your best general-trait boss killer against their insane stacks of defense buff. With Summer BB in for support + star generator CE, her whole self is fully otmpized for a painful buster brave or just brave chain itself to the enemy boss
Tamamo no Mae: Strong hitting Anti-male NP with decent support skill set. But in regards to her demerit, you’ll need to time right of when to use unless you have her up on debuff immunity and debuff remover ready. And for her second skill, make sure you have your defensive skill ready if said enemy Servant are near to full NP bar
Brynhildr: One of the good supports for star generation and skillset wise. NP damage while it hits hard, it’s situational because not every Servant we’ve seen is Brynhildr’s Beloved trait
Ibaraki: With SO MANY GOD-DAMN-FUCKING-HELL Servants having defense buff, she’s one with the most welcoming ignore defense to beat shitless out of them. Decent skillset but third skill is really your RNG hating or loving you. Especially worst if you’re facing an enemy who enjoys throwing debuff at your team. Demerit of her NP I feel isn’t that much of a problem, unless you’re also relying her to do star generation. But she does make it up with overcharge of crit stars, which if you’re a whale, best to have it at NP5
Kiyohime: Despite a strong hitting NP, she’s got a problem for NP gain and debuff kit is really dependant… Which now not in her favor again: Debuff Immunity. And lacks of defense and survivability for herself… Especially most mobs are Berserker or mixed class mobs
AOE NP: Romulus Eresh = Melt
Romulus: Yep, our lord and savior. Even with his release.... He’s actually tied with Eresh. Both have the same strong support + defense + overkilling NP with their own support with them (especially pair with Boudica ironically, but gender buff don’t work on Roma via datamine and lore reason). Romulus mainly boils down to his Roman trait debuff stacking on his enemies... But both Eresh and Romulus shares the same problem in current Lostbelt hell: 
Ignore Invincibility
Buff Block
Buff Removal
Debuff removal
Debuff Removal Success Rate (ask DW fucking why)
Debuff Immunity variations
And both play a different role at the end, depending on which you prefer. If you’re looking for a more support-oriented SSR Lancer, Ereshkigal is your girl. If you’re looking for a more AOE ROMA Overkilling Stacking NP, the lord and savior will answer your call.
Eresh: By far still the best AOE NP Limited Servant to have, with both strong party support, surviving yet decent AOE Damage dealing NP but mainly enough for farming. However, she’ll need support on NP gain if you’re planning to do spamming out of it. Though once she do get an NP damage buff by chance… She’s going to become one of the most wanted limited SSR Lancers
Melt: Again, her second effect NP is one of the more welcoming to have in LB hell hole: ignore defense. Her first effect is only activated if you have her 2nd skill active, which is really crucial. Skillset is pretty good, and with NP being Arts, you can have it both spamming and crit hell to your enemies. But do note when you use her third skill, your other 2 Servants’ NP is drain quite a number as she charged herself… So her on double Tamamo team or Tamamo + Casgil + Paracelsus… You get your catch here: https://www.youtube.com/watch?v=Y9tJH9HDEyc
