An Interview With Screenwriter Louisa Rose

In 1973, Brian De Palma released Sisters, his Siamese twin mystery thriller starring Margot Kidder and Charles Durning. After a string of social satires which, to be honest, haven’t aged very well, Sisters was De Palma’s breakthrough film, the one that would cement the form and style for which he’d come to be known. A year later he released the horror/comedy/glam rock opera Phantom of the Paradise starring the great Paul Williams. Hitting theaters more than a year before Rocky Horror, Phantom combined elements from Faust, Phantom of the Opera and about a dozen other sources into a bright, fast, wicked comic book satire of the music business. The film went on to become a cult favorite.
Both films were written by screenwriter Louisa Rose, though she is rarely credited for her work on Phantom. After some reputed and proverbial creative differences, De Palma removed her name from the film and rewrote the script, taking sole screenwriting credit. Although Rose disagrees with me, I think it can be argued it was her work on these two scripts, particularly Sisters, that drew attention to De Palma as a director.
After spending the first 20 years of her adult life in New York City, she and her husband relocated first to Spokane and then to Seattle about a decade back. Not long ago, I spoke with her via phone about her career as a playwright and Hollywood screenwriter.
Jim Knipfel: How did you get started in screenwriting?
Louisa Rose: {Laughs} By accident. I was one of those kids who wrote poetry in high school. I went to college thinking I wanted to be an actress. Theater was my primary interest. I found that I really enjoyed the rehearsal process, but really did not enjoy acting for an audience. That was not a recommendation for a career on stage, so part of my theater concentration (we called our majors “concentrations” at Sarah Lawrence) was writing for the theater. And that’s what I really loved. Brian De Palma was at Columbia, and though they had extra-curricular student theater, they did not have the intensive program as part of the curriculum that SLC did, and does.
At any rate, Brian and another Columbia student came to Sarah Lawrence to do theater and some film projects, because the head of the theater department, Wilford Leach, was interested in film as well. He was a mentor for Brian. The first film project, I believe, was a short piece called The Wedding Party. I don’t know if you’ve heard of that.
JK: Oh, yes, I’ve seen it.
LR: After that Brian made Murder a la Mod and Dionysus, I think it was.
JK: You mean Dionysus in ’69?
LR:  Yes, Dionysus in ’69 started out as a theater piece. Scared the shit out of me when I went to see it. It was created by an interesting experimental director, Richard Schechner, as a mass quasi-orgy experience. The venue, The Performing Garage, had stadium seating, actually more like large long shelves almost to the ceiling – and you had to climb ladders to reach them. Then the actors would climb up and invite you to “join the dance.” And I saw one coming toward me… “No, I am not joining the dance. I am an observer” {laughs}.      
Brian did his Masters at Sarah Lawrence, and one of his projects was to direct my senior play. That’s how I got to know him. I then went on to get my MFA in theater. So he knew me and he was looking for someone to write a script for Sisters. He felt his idea for the film would be marketable, but he needed a script. It sounded like fun, and actually became my Master’s thesis.
JK: Really?
LR: Yeah, so that’s how I got to work on Sisters.
JK: So he came to you with the story?
LR: He had kind of an outline. He had this idea that it would be twins, one evil and one good sister…You know, it’s just so long ago it’s hard for me to remember. There were certain points, certain visual things he wanted. We worked together on the story, and then I wrote the script.  
As for Phantom of the Fillmore …
JK: Um, you mean Phantom of the Paradise?
LR: That’s it, Phantom of the Fillmore. It became Paradise.
{Note: After catching wind of the film’s original title, the owners of The Fillmore filed a lawsuit, forcing the change. Another lawsuit, this one filed by Led Zeppelin, forced the name of the films central record company, Swan Song, be changed to Death Records.}
LR: I took time off from working in NYC to go to LA and write scripts for Sisters and Phantom. At that point, I was a single mother, and my daughter Alissa was two and a half. I brought her with me and had her in day care.  I had a contract for a total of $80,000 for the two scripts.  But when it came to getting paid, Brian delayed and delayed, told me it was not a good time and that I needed to wait.   As usual, actors, director, camera persons, etc. were paid. I needed the money, had to sue to be paid, and only received a quarter of the contract money.  Brian had been a friend, and it felt like a betrayal.  
But back to the movie, what is your take on Sisters? What are the things you notice about it?
JK: I went back just a couple days ago and watched it again. Just in terms of De Palma’s career, it was a big turning point for him. Discounting Murder A La Mod, he’d been doing all those goofy satires like Greetings and Hi Mom! And Get to Know your Rabbit. Sisters was the first of his thrillers and the first of his Hitchcock homages, the things he’d come to be known for.
LR: Right.
JK: Ignoring the Psycho model at play, one of the things that always struck me about Sisters was that in lesser hands the big Siamese twins reveal would have been saved until the last ten or fifteen pages of the script, but here we get it about forty minutes in. Even before that, they gave it away in the poster; they gave it away in the tagline. There was no secret the killer—or killers—were Siamese twins. But then of course there’s the later twist, which brings us back to Psycho.
LR: Mm-hmm.
JK: What really sticks with me, though, is the whole final sequence from Jennifer Salt’s hypnotism to that final shot of Charles Durning staring through the binoculars at the couch. It’s so good. I love that ending so much. Also, having come to know of her only later, I was amazed to see what a good actress Margot Kidder was.
LR: I thought she was very appealing and a really good choice for the part.
JK: In the end Sisters, more so than the thrillers that would follow—Dressed to Kill, Body Double, Blow Out—is the one I always go back to, because even the Hitchcock stuff is still fairly understated at that point. So I’m wondering, how much of that final script, what made it to the screen, was yours?
LR I think I have a copy of my original script here, if I could find it. It was much longer and needed to be cut. I really don’t know. It was a long time ago and I’d need to re-read it.

My husband keeps saying I should show it to our teenage grandchildren, but it might destroy their image of me as nice old grandma. On the other hand, some years ago, our two nephews watched it as young teenagers and looked at me with new respect—or was it fear?
Now, what is funny is that Sisters is kind of a cult film, and so is Phantom. About ten years ago, shortly after we moved to Seattle, I got a call from a young woman originally from Winnipeg.
JK: The one city where Phantom was a big hit when it came out.
LR: Yes, it was a cult film there, with a festival and now possibly a documentary about the festival. We had a visit, and she mailed me – I believe it was a production copy of the script for Sisters.
JK: So what was it like for you, a young woman writing films in the Seventies?
LR: There are things funny and not funny that happened…Nothing about the movie business appealed to me, based on my very limited experience. The people were kind of awful. I have memories of someone from the studio, a married accountant. He said, “Oh, I have to go to San Francisco to scout locations, and you could come with me.” The whole approach was making me nervous, and I said, “Well, I have a two-year-old daughter with me, so, uh, no I can’t do that.” And he said, “Well, we could bring your daughter and get baby-sitting for her, and then we could have a Really Good Time.” I thought, oh, just leave me alone—I’m not a gorgeous actress, I’m a writer.
JK: Not that long ago I interviewed an actress from the late Fifties who up and left the movie business for twenty years because she wouldn’t put up with that.
LR: Women were treated horribly in Hollywood as elsewhere. When I went to look for a job in New York after college, there were separate job listings for men and women. Men could apply for management-track jobs and women could be a “Gal Fri” or a “Secy.”  
I was very taken by a piece in Ms. Magazine about a woman who worked in a factory that made plutonium pellets and who became a whistle-blower. I thought it would make a good movie.
JK: You mean Karen Silkwood?
LR: That’s it. So I met a woman who worked at New Line Cinema, who got me an interview with a producer there. I came in and I was supposed to pitch my idea. It was almost like a parody of a scene in a Hollywood movie about a Hollywood movie. The guy is sitting there with his feet up on the desk and he has these three or four male cronies sitting around, and he’s cracking jokes and they’re all laughing heartily at his jokes. Eventually he said, “So you want to write a script,” and I said “Yeah.” I started telling him about it, and he kept interrupting me. He was horrified to learn that Karen Silkwood, a single mother, had left her children with their grandparents so she could take a well-paying job at the plant.  “No one would ever go to see a movie about a woman who leaves her children,” he announced.  Basically, the interview was over at that point.  He looked at me and asked if I knew how to type.  When I said yes, he said,
“Well, you could come and be a typist here.”
JK: My god.
LR: At that point, I said, “I think you’ve really got too much going on here to pay attention, so I think this isn’t working too well.” He sprang up from his desk and stalked off, bright red, furious. He came back and said, “I have never been so insulted in my life.” That was the end of that. {Laughs.}
{Note: For what it’s worth, Rose’s instincts were good. Director Mike Nichols’ take on the Silkwood story, starring Meryl Streep and written by Nora Ephron, was released in 1983.}
LR: Then, because I’d written a horror movie, I was offered other projects. One was to be a murder film involving Debbie Harry, the lead singer with Blondie, the rock group.  The only requirement as far as the potential director was concerned was that it needed to have seven or eight murders. The rest was up to me. I met Debbie Harry and talked to her to get a sense of what she could do. You just get a sense of what people can do. She had no acting background.
JK: Would this have been her first picture?
LR: It would have been, I think, but it was never made. At one point, she said “Well, I just want to play the part of a housewife in the movie.” And I thought she’d be more believable as the person she actually was.  So I made it about a rock group beset by a number of murders. I think it had seven murders. Then I came back for the next meeting. She’d read the script and said, “I can’t do this movie; it’s the story of my life.” And I thought, WHAT? {Laughs.}. I mean, WHAT? So that one didn’t happen.
JK: So that was, what, around 1980?
LR: I think so, late Seventies or early Eighties. Something like that.
JK: So that was after Monique was made?
LR; {pause} So you know about that.
JK: Yes.
LR: How did you find out about that?
JK: Well, it’s listed on your filmography online, and I’ve seen it.
LR: {Sighs heavily and laughs} It has very little to do with me. Believe me, I’ve seen it also. That’s the thing about screenwriting. Who knows? You sit at home and do your writing, but who knows what will emerge?
I was hired by a French would-be feature film director who had done film work for a famous French fashion house.   He wanted a story about a woman who becomes psychotic when she learns her husband is gay and proceeds to murder a bunch of gay men.
I don’t recognize the script part of it and wish I didn’t have a credit on it. It’s one of the worst things I’ve ever seen, and I think you can agree with me.
JK: I was going to hold my tongue.
LR: Well, don’t.
JK: It was pretty bad. But I will tell you, it is extremely hard to find nowadays.
LR: Good.
And then there was the time an agent called and said she had a project for me, and that I didn’t have to do my best writing; I could do my second best writing.
JK: That sounds promising.
LR: Well as a writer if someone called and said they had a project but that you’d only have to do your second-best writing, what would you say?
JK: I think I’d ask how much it paid.
LR: But what would be you’re “second-best writing”? It’s like we have it in categories. It’s like, do I want Double A grade eggs? Should they be certified, “humanely raised”? Or do you just want ordinary eggs? How do you apply that to writing? Sure. I can write bad scenes, but I don’t have a special price category for them.
There was another project that I thought was extremely funny. Somebody, God, I can’t even remember who it was anymore; a producer had bought the rights to The Sensuous Woman. Have you heard of that one?
JK: Oh, sure, yes. It was a huge bestseller back then.
LR: It was written by someone only identified as “J” at the time and was supposed to be an advice book. I think one of the funniest suggestions was supposedly made by a woman who found she could have an orgasm by leaning against the dryer when it was running—or maybe it was the washing machine during the final spin cycle.  {laughs}. My job was to take the book and think of some way to dramatize it and turn it into a movie.  The producer, it turned out, had a history of hiring writers and refusing to pay them by claiming that they had not given him a satisfactory script.  The previous writer had been a well-known playwright.
JK: So it was around that point you decided to walk away from films?
LR: I didn’t walk away in the sense that I said, “I’m not doing film-script writing anymore.”  But, I wanted to do theater, and I was also trying to bring up a daughter. The head of my college theater department, Wil Leach, had gone to work as artistic director at Joe Papp’s Shakespeare Festival.  Wil decided to do an all-black version of Mother Courage. It was to be set in America at the time of the Indian Wars. Post-Civil War. Everything was recast, and he didn’t use the Brecht score. He had a composer to do a new score, and he had a black lyricist, who said, “I’m not doing this, it doesn’t pay enough.” Will knew that I had done lyrics for a couple of theatre pieces I worked on in college. So he asked if I would like to do it. It was a really interesting project, taking the Brecht lyrics in German and finding an equivalent way to do them for this production. I don’t know German, so they gave me a German professor from Wesleyan, and we went over the lyrics word by word. We talked a lot about the connotations of the words. I had a Black English dictionary, and I had all kinds of materials. I just loved doing that.
JK: Now when was this, roughly?
LR: In 1980. Before that I also did a couple of plays at La MaMa, one of which went to Off Broadway. It seems when I look back at the things I’ve done, so many of them involve really painful experiences. I think I’m not well suited to keeping my eye on the ball. I keep getting sidetracked, thinking I don’t want to lose friends, don’t want to make anybody miserable and don’t want anyone to make me miserable. Some people have been able to somehow find a home, a theatrical home. I did not.  My last production was in Seattle.  
JK: What was the play?
LR: It was a play about Catherine the Great. I wanted to write a reflective two-character play based on Catherine’s own writing about her life before she became an Empress. She was a teenager when she went to Russia to marry the heir to the throne, an alcoholic teenage boy from Sweden. Somehow it morphed into a much bigger deal, a costume extravaganza.  I had a wonderful director, Elizabeth Huddle, who was Intiman’s Artistic Director.  But, I had horrible reviews in the Seattle papers, and so that was when I gave up.  
I’ve written three non-fiction books with my husband, who is a physician.
JK: What were they?
LR: The first one was for consumers about how to use healthcare, how to talk to doctors, what to do when a hospital admission was necessary. The second book was called The Too-Precious Child, and it was about parents who become so involved with their own wishes and fears about their child that they are unable to experience his or her needs. They might be very loving or not but they are unable to take the child’s actual self into account. The book was published in 1989, and the problem we discussed seems to have gotten massively worse.
We wrote the third book for Consumer Reports to help people understand the basic types of health insurance, how to choose the best plan for one’s circumstance, and how to get the most out of its coverage. My husband was CEO of a health plan and understood the issues, but I could identify with consumers who were trying to figure out how things worked. It took me two weeks and tears of frustration to understand how a family benefit works. Insurance terminology was painful, but I figured if I could be made to understand it, I could explain it to people. Maybe I could turn that into a movie {laughs}. I’ll go pitch that one.

Worldbuilding june 2017 day 6; Gender and sexuality
Gender is complicated enough if we just consider humans, and the concept get even more intricate and convoluted as we ad in the power dynamics and norms of other species. But lets try to summarise the basics so we have an idea at least.

Tellan gender hegemony:

While humanity is known to in the past have recognized a ”Gender binary”, that was left behind centuries ago as ideals and traditions changed and evolved. Today, the basic idea is that gender is a means of self expression based on aesthetics of presentation of your physical self, in appearance, mannerisms, and socialisation. Tellans tend to define their gender after their interests, and have a wide and diverse language to discuss the nuance of their personal identities that becomes hard to translate to our heavily gendered language. Even if themes of masculine and feminine sensibilities persist in the presentation of the modern tellan, they are much less strict and clear cut, and mixing and matching between them are done casually. In the same way, fluidity in ones representation is common and accepted; it is only polite to casually inquire about pronouns and is even usually presented along with name during introductions.
 Creatan habitus dichotomy

While it is a lot less strict in these days, Creatans used to have a very strict dichotomy between Wanderers and Settlers. Wanderers are expected to be creative, adventurous, and attack problems head on, while Settlers are expected to be logical, patient, and stoic. Usually the two live apart from one with Wanderers following an Exodiarch and Settlers living around their Introarch. Much like the gender binary of old, the habitus dichotomy practices heterosexuality, but normalises homosociality in that one is expected to only be friends with your own habitus but sexual relations are only acceptable with the opposing habitus.
Something that have really jostled this old dichotomy is something as simple as modern transportation. When it is easy to go from one place to another, the shift from being Settler to Wanderer is really easy and the line blurs dramatically. No longer is society dependent on Settlers producing and Wanderers communicating between them, but anyone can do whatever they please. The Creatan aristocrats of old have fought hard to sustain this antiquated system in spite of modern technologies that makes it easier to change the old way, but its a loosing battle as off-world creatans find they barely care about the pointless dichotomy. After all, when you are living in space you are travelling lightyears in months, without actually walking anywhere, so are you Really a Wanderer or a Settler?
The binary still persists, but the definitions are looser and creatans are ushering in a era of individual liberation where they are free to explore themself and love whoever they want.
Bizacour casuality

On a chromosomal level, Bizacouer have over a thousand different sexes, and even on a rough quick overlook of differences between the sexes its hard to practically summarise them in any manageable numbers.
Suffice to say, Bizacouer does not really have a concept of gender related to sexuality and attraction. Usually Bizacouer gather togheter in groups based on mutual interest and affection, and either trough exchange of spores or sexual interocurse, some end up siring offspring. Its not that complicated, and they are pretty happy with that.
Some think this human idea of gender is pretty fun though and invest in it curiously, but with a certain tactful sensitivity that they wanna learn more and engage with humans about the concept. The Bizacouer of Konlateus usually have more concerning matters to care about than their weird anthropological hobies however.
 The Matriarchy

((art by @jayrockin )) While most shan in Konlateus consider themselves free of the shackles of the old oligarchy they hail from, the ideals of that culture is still heavily ingrained in them. Shan culture has a lot of ingrained sexism and casteism, where women and womens work tend to be more valued than mens. An example is how a lot of female worker caste are engaged in various social work and child caring services, along with surrogacies and basic education; male workers tend to lack access to any form of education they don’t get from their fathers and tend to end up in construction and manual labour jobbs. Tellan scholars tend to compare the shan gender binary to humanitys own old ways, but even if there are a lot in similar the ways in which the inequality is expressed and persists is different.
Skulk trinary and pack structures

Skulks traditionally recognize three different sexes; Guardian, Tender, and Mother. And around those are six different gender-roles; Guardian, Jarl, Tender, Janta, Mother, and Matriarch.
A regular sized pack usually has a single Guardian, who sires all offspring and traditionally defends the pack from outside threats. A Guardian can also challenge another Guardian for his status, where the winner absorbs the others pack into his own. The loosing Guardian then shaves his hair and becomes a Jarl who serves under the Guardian, in some cultures the Jarl is also supposed to castrate himself but this is frowned upon in most modern communities and considered an antiquated practice.
Mothers are usually awarded more social freedom in skulk society and are encouraged to live their lives free and adventurous, usually leaving their home pack at a young age. Before she has had any children, mothers are refered to as Jäntas and are characterized as free spirited adventurers and explorers. Most of them eventually settle down with a Guardian and his pack sooner or later, and it is this transition that make her a Mother. Given how high the child birth mortality has been for Skulk in the past, surviving more than one tends to garner someone a special kind of respect among her pack. These Mothers go on to become Matriarchs, who are the beloved grandmothers of a pack. Matriarchs are allowed to kick back and relax in retirement, aside from the occasional plea for her maternal wisdom. With the advancements in medical science, skulk Matriarchs have become a lot more common. Something some conservative guardians claim are an affront to the natural order of things.
Tenders, lastly, are the most numerous to a pack. They can usually be identified by their fuzzy heads (compared to a guardians stripe or a mothers bald head), and their defined lips. Aside from pulling most of the domestic workload of a pack, they are also the only ones equiped to feed their young, and have a more developed crop and feeding mechanism to regurgitate digestibles for the hungry infants.
 Selling a Self

UCBX knows that marketing works best if you can market to specific clearly defined groups. But with the myriad identities out there it gets hard to pin them down. Therefore the various corporations tend to market a certain identity along with their product lines in an attempt to build popular identities. Some corporations specify on certain secies and their cultural norms, AndroDyne for instance has a long line of bio-cosmetica for the distinguished shan, which specifically sell the idea of looking like a noble man of high breeding to men of all castes.

IMA asks medics to light candle today; demands ordinance from govt
The Indian Medical Association has demanded the Centre bring in a law on an urgent basis to protect medical professionals from attacks on duty, amid rising incidents of violence against healthcare workers on the frontline of the fight against COVID-19.
Calling for a nation-wide 'White Alert', the IMA has asked doctors and hospitals across the country to light candles on Wednesday as a protest against such attacks. "Light a candle with white coat. White Alert is only a warning," the IMA said in a letter addressed to its doctors and hospitals.
"The COVID-19 has only made us acutely aware of our helplessness against mindless abuse and violence. Stigma and social boycott are everywhere. Harassment by the administration is nothing but violence by the state.

Delhi-Noida border to remain closed until further notice
In order to contain the spread of COVID-19, the Delhi-Gautam Buddha Nagar(Noida) border has been closed, with a few exemptions.
"As per the medical department advice, in the larger public interest, as a preventive measure to fight COVID-19, we are closing Delhi-GB Nagar/Noida border completely," Gautam Buddha Nagar District Magistrate Suhas LY said in a tweet on 21 April.
Among those exempted from the travel restrictions are officials involved in COVID-19 related work with necessary passes, light/heavy vehicles involved in the transportation of goods, ambulance services, journalists/ media persons carrying valid passes issued by concerned authorities.

Families with no rations cards to get Rs 1,000 assistance, says Nitish Kumar
Bihar Chief Minister Nitish Kumar on Tuesday said that assistance of Rs 1,000 will be provided to all families that do not have ration cards but were identified by self-help groups of 'Jeevika' in the state.
The state government has earlier decided to provide Rs 1,000 to each ration card-holding family in the state following the enforcement of lockdown.
Kumar directed Chief Secretary Deepak Kumar to inform all the district magistrates and sub-divisional magistrates to provide the assistance of Rs 1,000 to each of the family which does not have ration card but has been identified by the Jeevika groups, according to an official release.

South Korean firm starts production for rapid antibody testing kits in India
A South Korean firm has started production of the COVID-19 rapid antibody testing kits in its Indian subsidiary plant to meet the growing demand of the medical equipment in India and other parts of the world, a press release issued by the Indian embassy here said on Tuesday.
SD Biosensor Healthcare Pvt Ltd is producing the test kits with a capacity of 500,000 tests per week and the first batch was rolled out on 19 April, it said. Its Indian subsidiary is located in Manesar, Gurgaon.
"This is an excellent example of India's 'Make in India for the World' as the company plans to ramp up production to meet growing demand in India as well as other parts of the world," the press release said.

West Bengal's toll now at 15
Three more persons died of COVID-19 in West Bengal, taking the death toll due to the disease to 15 in the state, Chief Secretary Rajiva Sinha said on Tuesday. In the last 24 hours, 29 fresh COVID-19 cases were reported, raising the number of active cases in the state to 274, he said.
"These 29 cases were reported from Kolkata, Howrah, North 24 Parganas, South 24 Parganas, Nadia, Hooghly and Paschim Burdwan districts," Sinha said.
No COVID-19 patient was discharged from any of the hospitals in West Bengal in the last 24 hours, he said, adding that 713 samples were tested in the state during the period.
The number of people who have contracted the deadly virus in West Bengal is 359, according to state authorities, while the figure mentioned on the Union health and family welfare ministry's website is 392.

Trump suspends issuing of new Green Cards for 60 days
President Donald Trump has said that he will halt issuing of new Green Cards or legal permanent residency for the next 60 days as part of his executive order to temporarily suspend immigration into the US.
However, the move will not have any impact on those entering the country on a temporary basis, Trump said.
Many have interpreted that those on non-immigrant work visas like H-1B will not be impacted. Seasonal immigrant workers for agricultural purposes too will not be impacted.
In any case, the executive order to be signed by Trump today will impact a large number Indian Americans, who are waiting to get a green card.

Hospital fact-finding committee says allegations levelled by patient's family not true
A fact-finding committee of a Delhi government hospital looking into the allegations levelled by family members of a male coronavirus patient that he was "not attended properly" at the facility, has rejected the claims.
The daughter of the patient, in a video posted on Twitter, had alleged that her father was made to wait unduly long in the ambulance while being shifted from a private facility to the LNJP Hospital here, a dedicated COVID-19 facility.
She also claimed that the man was not served any food after his admission on April 18 and was fed only the next morning.
The LNJP Hospital had constituted a fact-finding panel, which looked into the matter and came to a conclusion that the "allegations are not ingrained in facts and stemming from the emotional distress" of discovering a family member to be affected by the coronavirus pandemic, the report said.

After sealing border with Delhi, Noida admin issues advisory on media passes
The Gautam Buddh Nagar administration on Wednesday asked media houses located in Noida and Delhi to send details of their personnel who need to travel between the two cities during the lockdown imposed due to COVID-19 outbreak.
The details of the most important representatives of the media houses could be sent by 12 pm on Wednesday (April 22) on the email ids -- [email protected] and [email protected], the administration said in a statement issued at around 1.30 am on Wednesday.
The administration had banned the movement of people between Noida and Delhi, except those involved in COVID-19-related services like ambulances, goods transportation and media, from Tuesday night.
"Media houses in Noida and Delhi should prepare a list of their representatives who stay in Delhi and work in Noida or stay in Noida but work in Delhi. The list should be e-mailed by 12 pm on April 22 (Wednesday)," according to the statement.
"Media representatives who live and work in Noida and do not need to travel to Delhi should not be included in the list," the advisory said, adding that such media personnel can move around in Noida if they have a press identity card issued by their organisation.

While coronavirus cases in India inched towards 19,000 on Tuesday, the Indian Council of Medical Research (ICMR) told state governments to stop using the China-made rapid antibody test kits for two days after Rajasthan flagged "inaccurate results".
The Union health ministry, in its daily press briefing, said that the toll from COVID-19 in India rose to 603 on Tuesday, while the number of cases rose to 18,985. Of them, 15,122 are active cases while 3,260 patients have recovered, the ministry added.
Officials also said that the recovery rate has improved to 17.5 percent in the country and a record number of 705 patients were cured and discharged on Monday itself. Overall, more than 3,300 persons have been cured and discharged so far.
The ICMR said that a total of 4,49,810 samples for COVID-19 infection had been tested till Tuesday, of which 35,852 were done on Monday.
As many as 29,776 samples have been tested in 201 labs under the ICMR network, and 6,076 at 86 private laboratories.
ICMR tells states not to use rapid antibody tests for two days
The Rajasthan government has stopped using the rapid testing kits procured from China after they delivered inaccurate results, PTI reported. The state government had received 30,000 kits through ICMR for free, while 10,000 kits were purchased at a cost of Rs 540 plus tax per kit.
The rapid testing kits, through which blood samples are tested, are aimed at speeding up screening and detection of suspected coronavirus patients as they take less time to show results in comparison to the swab-based tests carried out in pathology labs.
On Tuesday, Rajasthan's health minister Raghu Sharma said the kits gave only 5.4 percent accurate results against the expectation of 90 percent accuracy and therefore the kits "were of no benefit". He said the ICMR has been informed about the issue.
Taking note of the Rajasthan government's feedback, ICMR's Dr Raman R Gangakhedkar told journalists that states have been advised not to use these rapid test kits for two days and a fresh advisory will be issued after field validation by its team.
If any problems are detected, the companies will be asked for replacement, he added.
Maharashtra govt revokes lockdown exemptions in Mumbai, Pune
The Maharashtra government on Tuesday revoked lockdown relaxations and exemptions in Mumbai and Pune because "people are not behaving responsibly", the CMO was quoted as saying.
"The rest of the parts of the state to continue to have partial exemptions," the statement added.
Reportedly, the permission given to e-commerce companies to transport electronic goods, as well as to open sweets shops and confectioneries has been rolled back.
E-commerce companies will only be allowed to transport food, essential items, medicines and medical devices.
Additionally, the construction industry won't be allowed to work in the cities and adjoining areas and IT companies have also been asked to make the staff work from home.
There will also be no delivery of newspapers in the Mumbai Metropolitan Region (MMR) and the Pune Municipal Region (PMR), said reports quoting the CMO statement.
In Maharashtra, coronavirus cases rose by 552 on Tuesday, taking the total statewide total cases to 5,218. With 19 new deaths, the toll from the virus rose to 251, the state government said.
Meanwhile, Mumbai, which is one of the worst-affected cities across the country, reported 355 new COVID-19 patients on Tuesday, taking the total number of cases to 3,445 in the city. Out of 12 deaths in the city in 24 hours, eight had co-morbidities and four had age-related factors, the MCGM said.
The MCGM also said that 12 new cases were reported in Mumbai's densely-populated Dharavi area on Tuesday. The tally of cases in the area rose to 179, including a total of 12 deaths.
Centre, West Bengal govt standoff over IMCTs' visit to state
While West Bengal reported three more deaths on Tuesday, a political standoff emerged between the state and the Centre after the Ministry of Home Affairs said the state government was not cooperating with the central teams visiting there to assess the COVID-19 situation.
The state's ruling party Trinamool Congress said the visit of central teams to West Bengal was like "adventure tourism" and asked why such delegations were not sent to states with much higher numbers of infections and hotspots.
Later on Tuesday, one of the two teams sent to the state visited certain areas of Kolkata, escorted by the Border Security Force (BSF) and state police personnel.
At a daily press briefing on the COVID-19 situation, Home Ministry joint secretary Punya Salila Srivastava said the Centre has sent teams under Disaster Management Act to four states — Maharashtra, Rajasthan, Madhya Pradesh and West Bengal.
While Maharashtra, Madhya Pradesh, and Rajasthan are extending full support, the government in West Bengal is not doing so, she said.
Meanwhile, West Bengal Chief Secretary Rajiva Sinha responded to the allegations, saying that the state government is cooperating with the inter-ministerial central teams visiting the state to assess COVID-19 situation, but made it clear they cannot roam around with them leaving all work to fight the pandemic.
"We are helping them. There's no question of not doing that. But our stand is that we all are busy in fighting coronavirus... they cannot get information sitting in cars or at the guest house.
"We will share all information they want, taking time out of our busy schedule, but we will not be able to roam around with the central team shutting all our work," Sinha told reporters at the state secretariat.
115 families in President's Estate in Delhi quarantined
While new cases were also reported from various states including Odisha and Kerala — where the infection spread has been relatively slower — as many as 115 families residing at the President's Estate in Delhi have been put under self-isolation as a preventive measure after a sanitation worker's relative tested positive for the deadly coronavirus.
A Rashtrapati Bhavan communique, however, clarified that till date no employee of the President's Secretariat has tested positive and the Secretariat along with the local administration is taking all the preventive measures under the government guidelines.
A COVID-19 positive patient from central Delhi, who was neither an employee of the President's Secretariat nor a resident of the President's Estate, had died on 13 April and after contact tracing it was found that a family member of an employee of the President's Secretariat had been in contact with the deceased, the statement said.
The employee and his family members are residents of the President's Estate.
Delhi chief minister Arvind Kejriwal said that there are currently 1,603 active cases of COVID-19 in the National Capital, while 47 people have died from the disese so far.
Kejriwal also announced a special testing facility for mediapersons from Wednesday, after Tamil Nadu and Maharashtra reported positive test results for several journalists and other staff members of media organisations.
COVID-19 cases rise to 1,337 in Uttar Pradesh, almost touch 1,000 in Telangana
At least 137 new coronavirus cases were reported in Uttar Pradesh on Tuesday, taking the tally of cases in the state to 1,337. The toll stands at 21 in the state.
Meanwhile, Gujarat saw a rise of 127 cases in 24 hours, resulting in the toll rising to 2,066, which includes 131 recoveries and 90 deaths so far.
The Tamil Nadu government said that 76 people have tested positive for coronavirus in the state on Tuesday, taking total number of positive cases in the state to 1,596. One death was also reported, and the toll rose to 18 in the state.
Fifty-six new COVID-19 cases were reported in Telangana on Tuesday, taking the total number of cases in the state to 928. This includes 711 active cases, 194 who were cured/discharged and 23 deaths, according to the latest update provided by the state health department.
Singapore extends partial lockdown, some countries move to reopen amid health warnings
Singapore prime minister Lee Hsien Loong on Tuesday extended the "circuit breaker" period until 1 June to control the spread of the deadly coronavirus and assured full care for foreign workers, including Indian nationals.
In a televised address to the nation, Prime Minister Lee said the government was committed to do its "utmost" to keep it this deadly virus at bay.
"We will extend the circuit breaker for four more weeks, ie, until 1 June," said Lee while giving an update on the COVID-19 and the rising number of cases among foreign workers living in dormitories.
Singapore reported 1,111 new COVID-19 cases on Tuesday, a majority of them foreign workers living in dormitories. A total of 9,125 people have been infected in the country.
Noting that businesses and workers would be hurt by the extension, the Singapore prime minister said, "But I hope you understand that this short-term pain is to stamp out the virus, protect the health and safety of our loved ones, and allow us to revive our economy."
"The government will continue to help our businesses and workers cope during the extended circuit breaker period. We will provide the same level of support to our workers and businesses as we are doing now," he said.
Meanwhile, Spain will begin allowing children out of their homes for brief periods next Monday, AP reported, adding that Denmark announced plans to reopen Tivoli Gardens, the Copenhagen amusement park that inspired Walt Disney. And Australia said doctors can resume non-urgent surgery next week.
Countries across Europe and beyond — joined in the US by a cascade of states — moved to gradually reopen amid warnings that acting too quickly could enable the virus to come back with a vengeance.
Meanwhile, UN leaders called for efforts to ensure that all people have access to testing, medical supplies, drugs and future vaccines, especially in developing countries.
Globally, the coronavirus pandemic has killed more than 1.7 lakh people, including over 42,000 in the US. Nearly 25 lakh infections have been reported worldwide so far, even as there are fears that the actual tally could be much more as tests are so far limited to serious or symptomatic cases in most countries.
In a press briefing, the World Health Organisation also warned against any rush to ease coronavirus restrictions, saying any such move could result in a resurgence of the disease.
The WHO said governments across the world need to remain vigilant to stop the deadly virus spread and lifting of lockdowns and other social distancing measures must be done gradually.

IOA Jt Secy Sisodia Named Chef-de-Mission For CWG
New Delhi, Jan 30 (PTI) The Indian Olympic Association (IOA) at this time appointed its joint secretary Vikram Singh Sisodia because the Chef-de-Mission for the upcoming Commonwealth Games to be held in Gold Coast, Australia.

Un altro dono questa settimana. Grazie a SECI, all’Arch. Gaetano Maccaferri e a Piero Tatafiore che insieme a YourCFO, YourAcademy e due altri amici filantropi sostengono la missione di PNR.
E’ Natale. Il DONO è l’argomento di cui non potevamo ragionare con gli autori di PNR.
Antropologi, filosofi e pensatori sono spesso in disaccordo sul concetto di dono. Nella sua origine linguistica più remota (gli Ittiti) contiene sia il gesto di dare - rimasto fino a noi - sia di prendere. Il dono è infatti, uno scambio. E solo nei tempi moderni si è cominciato a sviluppare quest’ultimo aspetto.
PERCHE' DONIAMO? Tantissimi secoli fa per costruire relazioni sociali all’interno di una comunità primordiale, ancora immersa in varie credenze divine. Poi la tradizione ancestrale ha cominciato a modellarsi alle nuove idee sul divino.
IL BENE E IL MALE sono contenuti nel dono. La sensazione c’è stata sempre. Ancora nella tradizione classica un dono portava in se il male. Da Omero ad Esiodo, da Eschilo a Platone il dono è inganno (es. il mito di Pandora o l’iconografia di Apollo).
IL MERCATO E LA TECNICA Con la modernità e il progressivo formarsi di una società più attenta alla centralità economica emerge l'usanza del dono quale scambio tra individui che possono restare tra loro estranei ma che possono sentirsi in obbligo di contraccambiare. Non è il dominio della tecnica quale sapere e capacità di trasformare il mondo che divora le relazioni sociali – come sostengono gli antropologi –, quanto la trasformazione naturale dei rapporti sociali in un contesto in cui la scienza accompagna l’uomo e soddisfa la sua curiosità ma richiede una maggior sua consapevolezza.
IL DONO QUALE CONVIVENZA tra cittadini liberi che scelgono di scambiare per rafforzare lo stare insieme, con ciò facendo evolvere la funzione arcaica. Il dono ha anche la funzione di emozionare e quindi di riempire uno spazio dell’animo umano.
NON IL SOL DELL'AVVENIRE Nella interpretazione contemporanea il dono risponde spesso alla funzione solidarista, tipica delle religioni e delle ideologie, per cui è necessario donare, scambiando da chi ha rispetto a chi non ha. E’ un’illusione morale che certamente aliena i sentimenti ma che non risolve i problemi perchè dona assistenza senza attivare le capacità del cittadino.
GIVE BACK E’ invece il gesto individuale di donare un'opportunità rispetto a chi non le ha, senza rispondere alla morale solidale religiosa e ideologica. Si rafforza invece la convivenza e lo stare insieme nel tentativo perpetuo di costruire una società più aperta e prospera.
In questa ottica si concretizza la società aperta dei cittadini liberi, che scambiano doni per promuovere e rafforzare le proprie relazioni per meglio vivere insieme, anche se questi doni possono contenere il male, che è della natura umana.
AUGURI a loro e a TUTTI i nostri tanti LETTORI per un felice NATALE. E’ ormai prassi occidentale quella di augurare buone feste per non sollecitare la sensibilità altrui rispetto ad una celebrazione religiosa. NOI a PNR, seppure restiamo una pubblicazione agnostica, con molti autori atei, il Natale lo celebriamo in quanto momento culturale dei cittadini conviventi che è aperta al mischiarsi e al trasformarsi, che lascia a chiunque altro celebrare quel che vuole, nel rispetto della convivenza. Sono coloro che nascondono la realtà - del Natale - per giustificare un mondo ideale che vorrebbero i nemici della Società Aperta.
