Everyone around him is under intense scrutiny. This could account why Sari doesn't exist in databases as well as Dr. Sumdac's staunch "no military-hardware" stance. It's a poorly executed way her father tried to cover her since it left Sari incredibly vulnerable as her citizenship and legal identity were non-existent.
