Reinforced Concrete Bridges Across Massachusetts’ History
Massachusetts has had a pioneering role in the history of reinforced concrete bridge construction. 1893 witnessed the establishment of the Massachusetts Department of Transportation's (MassDOT) predecessor, the Massachusetts Highway Commission. With the aim of improving public roads, the commission experienced challenges in cost-effectively obtaining rubble masonry used in building culverts and bridges at the time.
By the turn of the century, reinforced concrete was being used extensively. As explored by a MassDOT executive in the Winter 2013 issue of ASPIRE, there were three main reasons: it lasted longer, it was more aesthetically pleasing, and it could be built using less-skilled labor. Such projects involved closed-spandrel arch and beam bridges with decks made of reinforced concrete.
By 1904, the commission had shifted away from consultant engineers to an in-house design staff. The oldest remaining example of a Highway Commission-deigned project is the Sisk Bridge. This segment of the Old State Highway traverses the Westfield River in Chester at 30 degrees across a 110-foot span. As the 21st century approached, a study determined that, while freezing and thawing had degraded the spandrel walls, the arch was still in excellent condition and could accommodate today's vehicle loads. A 2010 rehabilitation project thus focused on new spandrel walls and a widening of the arch extensions while leaving the central reinforced concrete arch intact.
Post-World War Two, prestressed concrete was introduced, which made construction far quicker. This proved critical in 1955 when Connie and Diana, a pair of strong hurricanes, pummeled the state in less than a week. Flooding caused bridges to fail in domino fashion across central Massachusetts. After one upriver bridge collapsed, debris would be swept to the next bridge, weakening it until it failed, and so on. In total, 220 bridges across 80 communities failed, and precast, prestressed concrete beams were a key asset in allowing a rapid rebuilding of transportation capacity.
With most bridges less than 40 feet long, MassDOT selected a uniform structure type wherever possible. Prestressed concrete deck beams, or I-girders, of set dimension were crafted with a surface of membrane and asphalt. Within two years, all failed bridges had been replaced, and a good number are still in service to this day.
The contemporary era of concrete bridge construction launched in 1990, when MassDOT engineers joined the Precast/ Prestressed Concrete Institute New England (PCI NE) as Technical Committee members. This resulted in precast concrete beam standards across New England's six states. While states kept individual bridge details, precast concrete beams now conformed to a standard cross-section detailing and size.
By 1994, the committee had implemented a uniform New England bulb-tee (NEBT) beam series that supplanted the previous AASHTO I-girder. Such bulb-tee girder sections were superior for beam splicing and continuity purposes, particularly with lengthier spans. New York State also adopted what became known as the "Northeast girder standard," which carried through to Canadian provinces such as New Brunswick and Quebec.
The PCI NE Technical Committee also developed a new rapid construction protocol encompassing precast concrete footings, full-depth deck panels, railings, wing walls, and abutments. These standards were ultimately utilized in the Federal Highway Administration's Rapid Bridge Construction manual.
By 2006, the next generation northeast extreme tee (NEXT) beam had been developed. Designed for medium-span bridges, the double-tee beam design addresses space limitations and construction complexities that arise when box and deck beam bridges are adjacent to one another. Easy to fabricate, the design accommodates utilities, and once installed, the top flange serves as a conventional deck form, which speeds up construction.
New NEXT beam shape standards were implemented in 2008 across various overall bridge widths. The stem spacing of all NEXT beam units is constant, which enables beam use across various roadway cross-section types. A decked NEXT beam series (NEXT-D) was designed next. This makes the top flange a full-depth deck cast, integrated as part of the beam stems. Only closure pours are required to produce a continuous deck element once the NEXT-D beams are installed. This accelerates construction further.
Such systems have come into play with projects such as 2011's $98 million "Fast 14," which saw MASSDoT condense the four-year construction period into a single summer. The building of 14 bridges was enabled through a combination of prefabricated bridge elements, high early-strength concrete, and novel design-build elements carried out in a single factory.
