As for the questions I’m curious about what Lotor’s initial thoughts on voltron resurfacing were? Did he have to change all of his plans? And I’m curious about your thoughts about why Lotor/ the empire in general don’t know what the paladins look like besides Shiro obviously, because I would think they have the technology available to capture what they look like. It seems like a mishap on their part to just not know how to identify them outside of their armor. Of course if these questions toe the line of spoilers than you don’t have to answer!

Lotor's initial reaction to voltron resurfacing was chiefly surprise; obviously Zarkon's obsessive compulsion to track down the lions was no secret, but in all his millennia of searching the literal emperor of the known universe—despite having time and resources and boundless power on his side—had still only managed to acquire //one// of five (and I do imagine the red lion to have been a relatively recent acquisition, in the grand scheme of things. So for the other four lions to appear in incredibly rapid succession, along with the red lion being liberated from imperial custody, and seeing Voltron-proper returned to the universe in a matter of decaphoebs?? It was an unafthomable turn of events. Particularly when you think about the likelihood of Zarkon offering up all his most loyal commanders to the red Lion in the hopes that she'd take to one of them, because although she didn't accept Keith as quickly as the other lions did their paladins, she still only knew him for a handful of dobashes before deciding "yeah actually this kid's alright" and allowing him to fly her. With regard to Lotor's plans, I doubt they were much altered tbh? He was never shown to have any great interest in Voltron, other than when he realised it would be a useful tool in acquiring the trans-reality comet for him, so if anything I suppose he'd be glad of the boon it provided.
As for why the Empire's people don't know exactly what the paladins look like, obviously their ships have security cameras etc, but when the paladins infiltrate they tend to (1.) be in full body-armor, helmets included, which gives a general idea of their build but not the details of their features, (2.) Pidge often sabotages the imperial security systems in one form or another, because the paladins obviously don't want to be caught, and (3.) Voltron very often destroys the imperial vessels they come into contact with, so there's rarely a great deal left for the Empire to comb through to begin with. Tbh, the clearest footage the Empire likely has of team voltron (bar Shiro, whose stint as the Champion left them with a veritable goldmine) would have been supplied by team voltron in the form of the Voltron Show. This episode (s04ep04) however took place //after// Lotor had been declared an Imperial fugitive (s04ep03), and so I find it unlikely that he—being on the run with a universe-wide "kill on sight" order slapped on his back—saw any of it at all.
