everything having to do with Jadus and Vector aside the real Unpopular Agent Opinion is that basically everything Zhorrid does makes reasonable sense (even if the reason is sometimes “lashed out during a flashback”) and while the “giddy sadist” aspect isn’t entirely an act it’s very much what she learned was the most socially acceptable way to make her shaky grasp on reality everybody else’s problem

even the way she interacts with the Council—which is abso-kriffing-lutely a terrible idea at every turn—makes sense, because there wasn’t actually a right option, they already considered her a stopgap measure until they could replace her (they definitely also were taking that perspective on the Jadus Issue, he purged his own sphere, but she doesn’t know their opinion on him and isn’t a reliable narrator in inferring it, and unlike her they did consider him dangerous enough to have to tolerate in the meantime), and while trying to force anyone to acknowledge her as an equal was a more immediately bad option, accepting irrelevance isn’t less likely to be fatal and is harder to undo the more time passes

so, like, bad decision, yes, decision that makes sense to an extraordinarily desperate and unprepared person in the middle of a mental breakdown, also yes, because it was a hail-Mary attempt from someone who had basically no chance to improve her situation from the moment she entered the board! a decision does not have to be good to make sense!
