Flayn definitely isn't a child and no i'm not talking about the +1000 years old loli issue

Her support with Manuela showcases it, when Manu expects Flayn to be disgusted after hearing her "sordid" past, Flayn isn't at all, and tells Manu that her life of hardships is the reason why her songs resonate within people's hearts...

Flayn woke up, and wants to discover the world and its people, something she wasn't able to do during the War of Heroes - because, well, War - but maybe also before, when being a Nabatean was dangerous so she had to use hair dye, but more importantly, her parents lived in a secluded place, to protect her.

She wakes up and comes to the Monastery, finally able to "interact with people of her age" and make friends...

But then the game's events happen.

Her parents were right, not living in seclusion means danger, and she is kidnapped - she was going to be killed if not for the intervention of Sothis reborn (and Manu!).

Afterwards, she has a small moment of respite... until someone paints another target on her back, for being a non-human, and declares war against the only home she has left.

Depending on the routes, either Flayn's parents were right, and she should never have interacted and, ultimately, lived, in the "outside" world to survive (but then is she surviving if she cannot live?), or she was right, and manages to find friends (and possibly a lover!) "outside" bringing her great joy?

Can Flayn live in Fodlan?

Sometimes, I think people forget that, despite her situation, Flayn isn't "just" an innocent child. She's... not really a child, more like an older teen, perhaps a very young adult, whose father see as a child still because he's very protective over her

Flayn has participated in war. Flayn has exhausted herself to the point of sleep for almost a millenia to recuperate, watched over by her father.
