Becoming a Notary - The Process

Each state has its own requirements, but the process for becoming a notary public is the same. The process involves three steps: the application, the fee and the oath. Some states ban notaries entirely. These states, such as Massachusetts, are known as attorney-only states. Some states require additional steps, such as passing an exam, taking additional courses or obtaining a notary bond. The requirements of your state will determine if you are eligible to receive the coveted notary commission. After you have completed the requirements, you can begin the process. 
Application: Your name, contact information and general information about your background (if any), are all required to be included in the application. The application is very easy to complete. A $84 screening fee will be required for the  application. Fees vary greatly from one state to the next. A 2"x2" photograph is required with every application. This is similar to a passport picture and must be included with the application How To Become A Notary Public.
Fee The Commissioning Authority requires that applicants pay an application fee, or a commission fee. This should be the same for all notary states charges a $40 fee to file for renewal and new commissions. Each state has its own application fee. It is likely that the state that requires it will also require it.
Oath- This is the final step in the process. Notary applicants must take the oath of office. The oath may be included in the application. This will make the process 2 steps rather than 3. The oath may be taken with a local clerk after you have received your commission. However, it must be done within a certain time. After your application has been received, you will receive your state-issued commission certificate within 4-6 weeks. Final steps for the notary are to file the required notary bond and to file their oath to office with the county clerk.

CA program offers first-time homebuyers 0% interest down payment loan
The California government is assisting residents who want to become homeowners. A new state program allows first-time homebuyers to borrow money for a down payment at 0% interest. If you're a homebuyer in California, the Forgivable Equity Builder Loan Program offers a loan of up to 10 percent of your home's purchase price. If the buyer stays in their home for 5 years, they will not have to repay the loan. "Being a first-time buyer obviously is a little tougher for them because they don't necessarily have the house to build equity in the last couple of years. So this program is great," said Oscar Wei, deputy chief economist with the California Association of Realtors. According to Wei, the state program will make it easier for people to buy homes. "In California last year, about one-third of homes were sold to first-time buyers. So we have a lot of people who want to buy, buy houses," Wei said. The program is available to Californians earning below 80 percent of the median income for their county. You can use it for down payments and closing costs. "We found that a lot of people have enough money to make a monthly payment on a mortgage, but they don't necessarily have that money saved up to make the down payment," said Eric Johnson with California Housing Finance Agency. According to Palm Springs-based realtor J. Ovier Alvarez, first-time home buyers in the area are struggling to compete with cash offers and investors due to high house prices. He believes that this program will give them a fighting chance. "Yes, it is hard, but not impossible," Alvarez said. "We can make it happen." The state officials said that the program is designed to help first-time home buyers by giving them immediate equity, which they can then use to build upon and eventually pass down to future generations. Although $88 million has been allocated, demand is still incredibly high.
