State Revenues Pour In, Raising Pressure on Biden to Divert Federal Aid WASHINGTON — From California to Virginia, many states that faced devastating shortfalls in the depths of the pandemic recession now find themselves flush with tax revenues because of a rebounding economy and a soaring stock market. Lawmakers who worried about budget cuts are now proposing lucrative increases in school spending, tax cuts and direct payments to their residents. That turnaround is partly the product of strong income tax receipts, particularly in states that heavily tax high earners and the wealthy, whose finances have fared well in the crisis. The unexpectedly rosy picture is raising pressure on President Biden to repurpose hundreds of billions of dollars of federal aid approved this year, in order to help fund a potential bipartisan infrastructure deal. Last week, Senator Mitt Romney, Republican of Utah, suggested that Mr. Biden and Republican negotiators look to “some of the funding that’s been sent to states already under the last few bills” to help pay for that agreement. “They don’t know how to use it,” Mr. Romney said. “They could use that money to finance part of the infrastructure relating to roads and bridges and transit.” Some economists and budget experts support that push, arguing that the money could be better spent elsewhere and that states’ spending plans could add to a risk of rapid inflation breaking out across the country. Other researchers and local budget officials say that the federal aid is rescuing harder-hit cities and states, like New York City and Hawaii, from a cascade of layoffs and spending cuts. Biden administration officials say they continue to support distributing the full $350 billion in state, local and tribal aid that was contained in the $1.9 trillion economic assistance package that Mr. Biden signed in March. They say the aid will help ensure that the economic rebound does not repeat the years of state and local budget cutting that followed the 2008 financial crisis, which slowed the recovery from recession and contributed to millions of Americans waiting years to reap its benefits. “We still feel strongly that the state and local plan is critical to ensuring we have a strong insurance policy for the type of strong growth we want, the type of equitable recovery the country deserves,” Gene Sperling, a senior adviser to Mr. Biden who oversees fulfillment of the March assistance package, said in an interview, “and to coming back from the 1.3 million jobs lost at the state and local level.” Even if the administration wanted to recoup or divert the funds, it is unlikely that it could repurpose the money or make significant changes to how it is used without congressional action. The debate over the state and local funding comes as Mr. Biden navigates a critical week of negotiations with Republicans over infrastructure in search of a deal, and as he prepares to travel to Cleveland on Thursday to speak about the economy. How to pay for any new spending is a primary hurdle in the talks, with Mr. Biden pushing to raise taxes on corporations and Republicans preferring increased user fees like the gas tax. Repurposing unspent funds could help advance an agreement, particularly given Republican opposition to bankrolling state aid in previous rescue packages. Democrats pushed hard to include lucrative financial assistance for states, cities and tribes in Mr. Biden’s rescue bill. Republicans fought those efforts, warning they would serve as a “bailout” to high-tax, high-spend liberal states. They also cited a series of projections from Wall Street firms and other analysts suggesting that many states’ revenues were faring better than officials had feared in the early months of the pandemic. It increasingly looks like many liberal states are not being “bailed out” — but also that some of them do not need more federal money. That is particularly true in states that do not rely primarily on the tourism or hospitality industries for tax revenues. Those with progressive tax systems that have caught surging revenues from investment income enjoyed by wealthy residents — like Silicon Valley moguls — are also faring well. California officials expect a $15 billion surplus this fiscal year, after fearing a $54 billion shortfall. Virginia has seen nearly $2 billion in unanticipated revenues. As has Oregon, where economists recently upgraded the state’s revenue forecasts — moving it from projected deficits to surplus — in a report that surprised and delighted many lawmakers. “It’s extremely surprising,” said Mark McMullen, the Oregon state economist. “Obviously, when the shutdowns first set in and we saw these catastrophic employment losses, we treated them as a normal recession in our forecasts,” he said. But surging income tax revenues and several rounds of federal assistance have now put the state “above our prepandemic forecasts,” Mr. McMullen added. The strong revenue figures come as more federal relief money is just beginning to roll out the door. The Treasury Department began sending funds to states this month and has so far distributed more than $100 billion — about half of what is available to be disbursed immediately. Local governments are expected to receive the rest next year, although states still experiencing a sharp rise in unemployment will get a lump sum right away. The Committee for a Responsible Federal Budget estimates that state and local governments have received a total of nearly $1 trillion in relief money in the past year. State and local revenues were running about 7 percent above their prepandemic levels in the last quarter — excluding the federal aid they have received. Marc Goldwein, the senior policy director for the committee, said that states like Hawaii and Nevada that rely heavily on tourism clearly needed the assistance, but that for many others, the money was unnecessary. Summers, a former Treasury secretary under President Bill Clinton, have pushed Mr. Biden to repurpose the state and local aid for longer-term infrastructure projects, in hopes of easing what Mr. Summers warns is a dangerous buildup of inflationary pressure. Administration officials view high inflation as a much lower risk than Mr. Summers does. Other analysts warn that state budget situations could sour if the stock market dips sharply or economic growth fizzles. Many cities, like New York, have struggled with sluggish tax revenues and still are reliant on federal to help avoid further layoffs. New York expects to receive more than $22 billion in Covid-19 federal aid, according to the nonpartisan Citizens Budget Commission. Despite the funds, the city is still anticipating budget gaps in the coming years, the result of declining revenues like property taxes. In retrospect, said Lucy Dadayan, a senior research associate at the Tax Policy Center, the March law should have included “more targeted funding” for the states and cities that need it most. “I would still be all for helping state and local governments — more local governments than state governments, given what we know,” Ms. Dadayan said. Treasury Department officials say the Biden administration wants states to have sufficient resources to cover immediate costs related to emerging from the pandemic and to be able to pay for more expansive services to help people who were hardest hit. But many states and cities are eyeing windfall spending plans that go well beyond repairing their safety nets. Gov. Gavin Newsom of California, a Democrat facing a recall vote, has proposed a series of spending increases, including $1,100 stimulus checks to individuals and tax credits for filmmakers. In Florida, the revenue forecast for 2021 has been revised upward twice in the past year. The state is now expected to get $8.8 billion from the federal government. Ben Watkins, the director of the Florida Division of Bond Finance, said the state was using the relief money to invest in infrastructure and water quality projects and directing some of its surplus funds to hurricane preparedness. He described the windfall as staggering. “It’s a good problem to have,” Mr. Watkins said, “but that doesn’t mean that it’s not excessive.” States have substantial leeway in how they use the money, though they are prohibited from using the funds to subsidize tax cuts. Several Republican-led states have sued the Treasury Department, arguing that the restriction infringes on state sovereignty. The lawsuits do not appear to be slowing the delivery of the funds. Ohio failed to win an injunction blocking the restrictions from being enforced this month, and Missouri had its case thrown out of court after a federal judge said the state did not demonstrate that the law caused it harm. The Treasury Department plans to closely monitor how the money is spent and whether states are using budget gimmicks to actually fund tax cuts. The agency maintains that the federal government has a right to place conditions on how federal funds are used and that states are allowed to decline the money. A Treasury Department official said that no state had indicated yet that it would reject the funds. In the meantime, states that are flush with revenues are pressing ahead with their plans. Nebraska approved a $26 million corporate tax cut last week, and lawmakers have told The Omaha World-Herald that they believe that by keeping the federal funds in a separate account from the state’s general fund, they will be in compliance with the law. Alex Stamos, Facebook’s former chief security officer, who left the company this summer to take up a role in academia, has made a contribution to what’s sometimes couched as a debate about how to monetize (and thus sustain) commercial end-to-end encrypted messaging platforms in order that the privacy benefits they otherwise offer can be as widely spread as possible.
Stamos made the comments via Twitter, where he said he was indirectly responding to the fallout from a Forbes interview with WhatsApp co-founder Brian Acton — in which Acton hit at out at his former employer for being greedy in its approach to generating revenue off of the famously anti-ads messaging platform.
Both WhatsApp founders’ exits from Facebook has been blamed on disagreements over monetization. (Jan Koum left some months after Acton.)
In the interview, Acton said he suggested Facebook management apply a simple business model atop WhatsApp, such as metered messaging for all users after a set number of free messages. But that management pushed back — with Facebook COO Sheryl Sandberg telling him they needed a monetization method that generates greater revenue “scale”.
And while Stamos has avoided making critical remarks about Acton (unlike some current Facebook staffers), he clearly wants to lend his weight to the notion that some kind of trade-off is necessary in order for end-to-end encryption to be commercially viable (and thus for the greater good (of messaging privacy) to prevail); and therefore his tacit support to Facebook and its approach to making money off of a robustly encrypted platform.
Stamos’ own departure from the fb mothership was hardly under such acrimonious terms as Acton, though he has had his own disagreements with the leadership team — as set out in a memo he sent earlier this year that was obtained by BuzzFeed. So his support for Facebook combining e2e and ads perhaps counts for something, though isn’t really surprising given the seat he occupied at the company for several years, and his always fierce defence of WhatsApp encryption.
(Another characteristic concern that also surfaces in Stamos’ Twitter thread is the need to keep the technology legal, in the face of government attempts to backdoor encryption, which he says will require “accepting the inevitable downsides of giving people unfettered communications”.)

This summer Facebook confirmed that, from next year, ads will be injected into WhatsApp statuses (aka the app’s Stories clone). So it is indeed bringing ads to the famously anti-ads messaging platform.
For several years the company has also been moving towards positioning WhatsApp as a business messaging platform to connect companies with potential customers — and it says it plans to meter those messages, also from next year.
So there are two strands to its revenue generating playbook atop WhatsApp’s e2e encrypted messaging platform. Both with knock-on impacts on privacy, given Facebook targets ads and marketing content by profiling users by harvesting their personal data.
This means that while WhatsApp’s e2e encryption means Facebook literally cannot read WhatsApp users’ messages, it is ‘circumventing’ the technology (for ad-targeting purposes) by linking accounts across different services it owns — using people’s digital identities across its product portfolio (and beyond) as a sort of ‘trojan horse’ to negate the messaging privacy it affords them on WhatsApp.
Facebook is using different technical methods (including the very low-tech method of phone number matching) to link WhatsApp user and Facebook accounts. Once it’s been able to match a Facebook user to a WhatsApp account it can then connect what’s very likely to be a well fleshed out Facebook profile with a WhatsApp account that nonetheless contains messages it can’t read. So it’s both respecting and eroding user privacy.
This approach means Facebook can carry out its ad targeting activities across both messaging platforms (as it will from next year). And do so without having to literally read messages being sent by WhatsApp users.
As trade offs go, it’s a clearly a big one — and one that’s got Facebook into regulatory trouble in Europe.
It is also, at least in Stamos’ view, a trade off that’s worth it for the ‘greater good’ of message content remaining strongly encrypted and therefore unreadable. Even if Facebook now knows pretty much everything about the sender, and can access any unencrypted messages they sent using its other social products.
In his Twitter thread Stamos argues that “if we want that right to be extended to people around the world, that means that E2E encryption needs to be deployed inside of multi-billion user platforms”, which he says means: “We need to find a sustainable business model for professionally-run E2E encrypted communication platforms.”
On the sustainable business model front he argues that two models “currently fit the bill” — either Apple’s iMessage or Facebook-owned WhatsApp. Though he doesn’t go into any detail on why he believes only those two are sustainable.
He does say he’s discounting the Acton-backed alternative, Signal, which now operates via a not-for-profit (the Signal Foundation) — suggesting that rival messaging app is “unlikely to hit 1B users”.
In passing he also throws it out there that Signal is “subsidized, indirectly, by FB ads” — i.e. because Facebook pays a licensing fee for use of the underlying Signal Protocol used to power WhatsApp’s e2e encryption. (So his slightly shade-throwing subtext is that privacy purists are still benefiting from a Facebook sugardaddy.)
Then he gets to the meat of his argument in defence of Facebook-owned (and monetized) WhatsApp — pointing out that Apple’s sustainable business model does not reach every mobile user, given its hardware is priced at a premium. Whereas WhatsApp running on a cheap Android handset ($50 or, perhaps even $30 in future) can.
Other encrypted messaging apps can also of course run on Android but presumably Stamos would argue they’re not professionally run.
“I think it is easy to underestimate how radical WhatsApp’s decision to deploy E2E was,” he writes. “Acton and Koum, with Zuck’s blessing, jumped off a bridge with the goal of building a monetization parachute on the way down. FB has a lot of money, so it was a very tall bridge, but it is foolish to expect that FB shareholders are going to subsidize a free text/voice/video global communications network forever. Eventually, WhatsApp is going to need to generate revenue.
“This could come from directly charging for the service, it could come from advertising, it could come from a WeChat-like services play. The first is very hard across countries, the latter two are complicated by E2E.”
“I can’t speak to the various options that have been floated around, or the arguments between WA and FB, but those of us who care about privacy shouldn’t see WhatsApp monetization as something evil,” he adds. “In fact, we should want WA to demonstrate that E2E and revenue are compatible. That’s the only way E2E will become a sustainable feature of massive, non-niche technology platforms.”
Stamos is certainly right that Apple’s iMessage cannot reach every mobile user, given the premium cost of Apple hardware.
Though he elides the important role that second hand Apple devices play in helping to reduce the barrier to entry to Apple’s pro-privacy technology — a role Apple is actively encouraging via support for older devices (and by its own services business expansion which extends its model so that support for older versions of iOS (and thus secondhand iPhones) is also commercially sustainable).
Robust encryption only being possible via multi-billion user platforms essentially boils down to a usability argument by Stamos — which is to suggest that mainstream app users will simply not seek encryption out unless it’s plated up for them in a way they don’t even notice it’s there.
The follow on conclusion is then that only a well-resourced giant like Facebook has the resources to maintain and serve this different tech up to the masses.
There’s certainly substance in that point. But the wider question is whether or not the privacy trade offs that Facebook’s monetization methods of WhatsApp entail, by linking Facebook and WhatsApp accounts and also, therefore, looping in various less than transparent data-harvest methods it uses to gather intelligence on web users generally, substantially erodes the value of the e2e encryption that is now being bundled with Facebook’s ad targeting people surveillance. And so used as a selling aid for otherwise privacy eroding practices.
Yes WhatsApp users’ messages will remain private, thanks to Facebook funding the necessary e2e encryption. But the price users are having to pay is very likely still their personal privacy.
And at that point the argument really becomes about how much profit a commercial entity should be able to extract off of a product that’s being marketed as securely encrypted and thus ‘pro-privacy’? How much revenue “scale” is reasonable or unreasonable in that scenario?
Other business models are possible, which was Acton’s point. But likely less profitable. And therein lies the rub where Facebook is concerned.
How much money should any company be required to leave on the table, as Acton did when he left Facebook without the rest of his unvested shares, in order to be able to monetize a technology that’s bound up so tightly with notions of privacy?
Acton wanted Facebook to agree to make as much money as it could without users having to pay it with their privacy. But Facebook’s management team said no. That’s why he’s calling them greedy.
Stamos doesn’t engage with that more nuanced point. He just writes: “It is foolish to expect that FB shareholders are going to subsidize a free text/voice/video global communications network forever. Eventually, WhatsApp is going to need to generate revenue” — thereby collapsing the revenue argument into an all or nothing binary without explaining why it has to be that way.

Though he elides the important role that second hand Apple devices play in helping to reduce the barrier to entry to Apple’s pro-privacy technology — a role Apple is actively encouraging via support for older devices (and by its own services business expansion which extends its model so that support for older versions of iOS (and thus secondhand iPhones) is also commercially sustainable).
Robust encryption only being possible via multi-billion user platforms essentially boils down to a usability argument by Stamos — which is to suggest that mainstream app users will simply not seek encryption out unless it’s plated up for them in a way they don’t even notice it’s there.
The follow on conclusion is then that only a well-resourced giant like Facebook has the resources to maintain and serve this different tech up to the masses.
There’s certainly substance in that point. But the wider question is whether or not the privacy trade offs that Facebook’s monetization methods of WhatsApp entail, by linking Facebook and WhatsApp accounts and also, therefore, looping in various less than transparent data-harvest methods it uses to gather intelligence on web users generally, substantially erodes the value of the e2e encryption that is now being bundled with Facebook’s ad targeting people surveillance. And so used as a selling aid for otherwise privacy eroding practices.
Yes WhatsApp users’ messages will remain private, thanks to Facebook funding the necessary e2e encryption. But the price users are having to pay is very likely still their personal privacy.
And at that point the argument really becomes about how much profit a commercial entity should be able to extract off of a product that’s being marketed as securely encrypted and thus ‘pro-privacy’? How much revenue “scale” is reasonable or unreasonable in that scenario?
Other business models are possible, which was Acton’s point. But likely less profitable. And therein lies the rub where Facebook is concerned.
How much money should any company be required to leave on the table, as Acton did when he left Facebook without the rest of his unvested shares, in order to be able to monetize a technology that’s bound up so tightly with notions of privacy?
Acton wanted Facebook to agree to make as much money as it could without users having to pay it with their privacy. But Facebook’s management team said no. That’s why he’s calling them greedy.
Stamos doesn’t engage with that more nuanced point. He just writes: “It is foolish to expect that FB shareholders are going to subsidize a free text/voice/video global communications network forever. Eventually, WhatsApp is going to need to generate revenue” — thereby collapsing the revenue argument into an all or nothing binary without explaining why it has to be that way.

Alex Stamos, Facebook’s former chief security officer, who left the company this summer to take up a role in academia, has made a contribution to what’s sometimes couched as a debate about how to monetize (and thus sustain) commercial end-to-end encrypted messaging platforms in order that the privacy benefits they otherwise offer can be as widely spread as possible.
Stamos made the comments via Twitter, where he said he was indirectly responding to the fallout from a Forbes interview with WhatsApp co-founder Brian Acton — in which Acton hit at out at his former employer for being greedy in its approach to generating revenue off of the famously anti-ads messaging platform.
Both WhatsApp founders’ exits from Facebook has been blamed on disagreements over monetization. (Jan Koum left some months after Acton.)
In the interview, Acton said he suggested Facebook management apply a simple business model atop WhatsApp, such as metered messaging for all users after a set number of free messages. But that management pushed back — with Facebook COO Sheryl Sandberg telling him they needed a monetization method that generates greater revenue “scale”.
And while Stamos has avoided making critical remarks about Acton (unlike some current Facebook staffers), he clearly wants to lend his weight to the notion that some kind of trade-off is necessary in order for end-to-end encryption to be commercially viable (and thus for the greater good (of messaging privacy) to prevail); and therefore his tacit support to Facebook and its approach to making money off of a robustly encrypted platform.
Stamos’ own departure from the fb mothership was hardly under such acrimonious terms as Acton, though he has had his own disagreements with the leadership team — as set out in a memo he sent earlier this year that was obtained by BuzzFeed. So his support for Facebook combining e2e and ads perhaps counts for something, though isn’t really surprising given the seat he occupied at the company for several years, and his always fierce defence of WhatsApp encryption.
(Another characteristic concern that also surfaces in Stamos’ Twitter thread is the need to keep the technology legal, in the face of government attempts to backdoor encryption, which he says will require “accepting the inevitable downsides of giving people unfettered communications”.)

This summer Facebook confirmed that, from next year, ads will be injected into WhatsApp statuses (aka the app’s Stories clone). So it is indeed bringing ads to the famously anti-ads messaging platform.
For several years the company has also been moving towards positioning WhatsApp as a business messaging platform to connect companies with potential customers — and it says it plans to meter those messages, also from next year.
So there are two strands to its revenue generating playbook atop WhatsApp’s e2e encrypted messaging platform. Both with knock-on impacts on privacy, given Facebook targets ads and marketing content by profiling users by harvesting their personal data.
This means that while WhatsApp’s e2e encryption means Facebook literally cannot read WhatsApp users’ messages, it is ‘circumventing’ the technology (for ad-targeting purposes) by linking accounts across different services it owns — using people’s digital identities across its product portfolio (and beyond) as a sort of ‘trojan horse’ to negate the messaging privacy it affords them on WhatsApp.
Facebook is using different technical methods (including the very low-tech method of phone number matching) to link WhatsApp user and Facebook accounts. Once it’s been able to match a Facebook user to a WhatsApp account it can then connect what’s very likely to be a well fleshed out Facebook profile with a WhatsApp account that nonetheless contains messages it can’t read. So it’s both respecting and eroding user privacy.
This approach means Facebook can carry out its ad targeting activities across both messaging platforms (as it will from next year). And do so without having to literally read messages being sent by WhatsApp users.
As trade offs go, it’s a clearly a big one — and one that’s got Facebook into regulatory trouble in Europe.
It is also, at least in Stamos’ view, a trade off that’s worth it for the ‘greater good’ of message content remaining strongly encrypted and therefore unreadable. Even if Facebook now knows pretty much everything about the sender, and can access any unencrypted messages they sent using its other social products.
In his Twitter thread Stamos argues that “if we want that right to be extended to people around the world, that means that E2E encryption needs to be deployed inside of multi-billion user platforms”, which he says means: “We need to find a sustainable business model for professionally-run E2E encrypted communication platforms.”
On the sustainable business model front he argues that two models “currently fit the bill” — either Apple’s iMessage or Facebook-owned WhatsApp. Though he doesn’t go into any detail on why he believes only those two are sustainable.
He does say he’s discounting the Acton-backed alternative, Signal, which now operates via a not-for-profit (the Signal Foundation) — suggesting that rival messaging app is “unlikely to hit 1B users”.
In passing he also throws it out there that Signal is “subsidized, indirectly, by FB ads” — i.e. because Facebook pays a licensing fee for use of the underlying Signal Protocol used to power WhatsApp’s e2e encryption. (So his slightly shade-throwing subtext is that privacy purists are still benefiting from a Facebook sugardaddy.)
Then he gets to the meat of his argument in defence of Facebook-owned (and monetized) WhatsApp — pointing out that Apple’s sustainable business model does not reach every mobile user, given its hardware is priced at a premium. Whereas WhatsApp running on a cheap Android handset ($50 or, perhaps even $30 in future) can.
Other encrypted messaging apps can also of course run on Android but presumably Stamos would argue they’re not professionally run.

How much money should any company be required to leave on the table, as Acton did when he left Facebook without the rest of his unvested shares, in order to be able to monetize a technology that’s bound up so tightly with notions of privacy?
Acton wanted Facebook to agree to make as much money as it could without users having to pay it with their privacy. But Facebook’s management team said no. That’s why he’s calling them greedy.
Stamos doesn’t engage with that more nuanced point. He just writes: “It is foolish to expect that FB shareholders are going to subsidize a free text/voice/video global communications network forever. Eventually, WhatsApp is going to need to generate revenue” — thereby collapsing the revenue argument into an all or nothing binary without explaining why it has to be that way.

Money at 30: My Experience Using Credit Karma Tax
Well, I did it — I completed and filed my tax return (almost) all by myself. This accomplishment marked a major departure from years prior where my father took all of the notes, stubs, and other various pieces of paperwork that seemed important and turned them into a coherent tax return that would be accepted by the IRS. However this year he suggested I give it a shot myself, while he’d still be there to look over the results before I sent them off.
Under this new arrangement, it was up to me to figure out which tax prep software I wanted to use. As a Quickbooks Self-Employed user, my first instinct was to head for TurboTax. Unforunately, given my self-employed tax situation, their online option would set me back at least $120, not including the additional state filing fee. That’s when I recalled seeing several ads for Credit Karma Tax during my visits to the free credit monitoring site. Seeing as Credit Karma’s offering promised that it was 100% free, I figured it was worth giving it a shot. After all, if I ran into trouble, I could always pony up for another option — and if it did work, I’d be saving $150+.
So how did it go? That’s worth discussing in-depth. However, since I have no experience with other tax prep options or even taxes in general, I hesitate to call this a “review” of the product. Instead, here was my experience using Credit Karma Tax.
Getting Started with Credit Karma Tax
The first step in signing up for Credit Karma Tax was an easy one as I am already a Credit Karma user. Of course, if that’s not the case for you, you can always sign up for a free account and log in with your username and password. Just so you’re aware, in order to complete your return with Credit Karma Tax, you will be required to enter such sensitive data as your address, phone number, social security number, and more. Thus, if you don’t trust the company enough to share such data, you’ll want to look elsewhere.
Once you’re all signed up, one of the first tax questions you’ll encounter is whether you have a W-2 to enter. Additionally the site will ask you a few questions and help you determine what other tax forms you’ll need to fill out. I presume that, for most people, this will make filing fairly easy to understand — especially if you have a W-2 and aren’t itemizing deductions. But for others there are several other forms available as well. As a result, both newbies and experts will likely be able to use the service efficiently.
What I Liked About Credit Karma Tax
As silly as it might sound to say, one of my favorite aspects of using Credit Karma Tax was the aesthetic. I wouldn’t go so far as to suggest that the site’s design made doing my taxes fun per se, but if I’m being honest, it did seem to make the process less stressful. I also appreciated how each section was organized, making it easy to go back and double check certain aspects of my return.
Another check mark in the platform’s “pro” column is that it allowed me to find all of the forms I needed to maximize my refund. Beyond the basic 1099 and W2 entry options, I was able to itemize my business deductions, claim a home office deduction, and nab a saver’s credit for our retirement contributions. All of these would have added to my bill had I been using another service but, with Credit Karma Tax, I had no worries that I would suddenly hit a paywall.
Speaking of price, that’s clearly the big selling point of Credit Karma Tax. In fact, when I was telling my dad I was taking it for a spin, he was incredulous about it being free — he simply didn’t understand what the business model for such an offering was. I’ll admit I was confused too, with both of us somewhat bracing for a bill at the end. Alas, it never came. Moreover the only ads I recall encountering (which is how I always assumed the service was monetized) came at the very end after my filing was complete.
Finally, while Credit Karma Tax does allow you to e-file for free, it also offers you the ability to download your tax forms in PDF format. This is extremely helpful for a few reason. First, seeing all the data I entered into Credit Karma placed on the actual tax forms reassured me that this was legit. In my case it also made it a lot easier to have my dad review my return before I officially filed. Lastly, since you should always keep copies of your past returns just in case, having that PDF download made it simple to get that done.
Where Credit Karma Tax Could Improve
Although I enjoyed and very much appreciated my Credit Karma Tax experience overall, there are a few areas where things could improve. Among them, in the cases I did need to make changes to a certain section, I was a bit annoyed to find that I couldn’t really skip the exact question I needed and instead had to click through a series of pages to get there. Granted some forms did allow you to view everything at once, but this wasn’t the case across the board.
Another minor gripe I had was that it didn’t seem like the service was going to automatically offer me a saver’s credit form (Form 8880). Then again, since I looked it up on my own before trying to complete my filing, I can’t say for sure that it wouldn’t have come up. Plus, since I knew to look for the form, it was very easy to search for it and pull it up — even by using keywods and not the form number itself.
In terms of my personal experience, there were also a couple of times where I wished Credit Karma Tax offered a little more information about what I was supposed to do. Although the site does have little question marks next to certain prompts so that you can get more info, it seems many of these explanations were simply taken from the IRS site. While that type of authoritative information is good to have, it doesn’t do much in the way of making things clear to inexperienced people like me. There were also some cases where I needed to refer to older tax returns and, yes, call my father (just once!) to make sure I was doing everything correctly. I should note there is apparently a live chat option available on the site that others might want to try utilizing before resorting to parental support like I did.
Beyond what I encountered, I’ve also read that some states aren’t yet supported in Credit Karma Tax and that those who lived in more than one state during the year also don’t have a way to file on the platform. I’m sure there are a few other exceptions as well but, for the most part, it seemed to cover a wide range of filers — and all for free.
Final Thoughts on Credit Karma Tax
Despite a few moments of head scratching and frustration, Credit Karma Tax allowed me to file both my federal and state tax returns without paying a penny. To me that’s truly amazing and definitely commendable. Moreover, even though I did have to place that one call to my dad in the process, he found no errors on my finished return, which is also a testament to Credit Karma’s product.
Lastly something else I want to mention is that, in addition to allowing you to download your returns in PDF form, Credit Karma Tax also offers links to the IRS website where you can check the progress of your refund. If nothing else, this is just more confirmation that the service did indeed file for you and that you (hopefully) won’t be getting any threatening letters in the mail. Plus, if you need to, the platform does give you the ability to file an amended return.
Overall, I’m still amazed that Credit Karma Tax is free and I’m really glad I decided to try it out. With this being only the second year the service has been offered, hopefully it will continue to improve with time and give the other guys a real run for their money.
