I am truly shocked that it befalls me to explain to the fandom the true significance of the four-beat theme getting associated with the War Chief in remastered (a-ha! coincidence? don't think so!) War Games. Does it confirm War Chief = Master theory? Arguably yes, but it above all confirms something much, much more.
THE. MASTER. IS. THE. HYBRID.

Y'know, that plotline from season 9 that pretty much everyone barring hardcore Moffat fans think the season would have been better without and which is still up to interpretation, and yes, some people have already jumped upon it when the Master re-destroyed Gallifrey, mostly for lols? Well, fasten your seatbelts, for I am about to show you exactly what a subtly crafted storyline has been unfolding in perfect coordination between RTD, Moffat and Chibnall in this regard and this regard only, probably in communication with Dick's and Hulke's ghosts.
So, the immediate conclusion everyone seems to have jumped on is that the inclusion of the theme is a clear association of War Chief with Master in general. Well... no, not really. All it does is associate him with Jacobi! and Simm!Masters. The theme doesn't appear with any other regeneration, in fact it doesn't even appear with season 10 drums-free Saxon. And the problem of the drums never being mentioned in classic who has been the main criticism against the idea since 2007. Well, obviously, now we have the answer.
It wasn't the Master in whose mind the drumbeat was implanted. IT WAS THE WAR CHIEF.

The War Chief, who was in fact executed by the Time Lords in classic season 6. But then, when they decided to bring back the Master for the time war, the essences of the two persons MELDED INTO ONE!!!! THAT'S RIGHT, POST-TIME WAR MASTERS ARE A HYBRID OF THE MASTER AND THE WAR CHIEF!!!!!
Ah, but I hear you say, the hybrid prophecy referes to two races, not people. Well, that's because there was an obvious mistranslation into English the whole time, laying right under our noses even while the writers kept bringing up the translation issues! The word "race" wasn't the equivalent of Gallifreyan word for "a population within a species that is distinct in some way", but rather "a strong or rapid current flowing through a narrow channel in the sea or a river". Race, as in flow. A timeflow. Hybrid of two timeflows, two lifetimes, two persons.

I apologize, all the BBC creative teams I've ever criticised, you were the true long game masterminds all along.
Do I have a horse in this race? No, just an asshole brain which thrives on poking fun at Ned Stark is a pigeon kind of theories.
