It's not that Don E is significantly a less horrible person than Blaine#morality-wise he's pretty much on the same level (he literally makes fun of the idea of having ethics or morality on several occasions)#but the difference is that while he doesn't care about the world at large he does cares about his friends and people he likes#like Blaine or Chief or Tanner.
