Need to post more Dredd stuff so here's some brief, late night thoughts...
If you want an 'evil Batman', read Judge Dredd
Joseph Dredd is not a 'hero', but he has heroic traits. He's a skilled fighter and investigator, he's got borderline-unbreakable willpower and he's absolutely self-assured in everything he does.
If he were a superhero he'd probably be Batman, but he isn't, he's a fascist super cop. And I think the lesson that any good trait can be turned bad if it's in service of a bad system is a very interesting one.
It's why I don't jam with the idea of Batman at his core being bad. You can say a lot about the pernicious myth of the rich playboy deciding to save the city, or the old (speciously realistic) chestnut of him 'beating up the mentally ill', but the core idea of selflessly putting yourself in harms way to battle crooks and villains is generally agreeable.
Dredd is someone who, while he has surface-level good traits, and who can be a semi-decent person when the chips are down, is still an authoritarian bastard. Worse still, he's someone who (ever since Origins) is in complete denial about the futile and very evil nature of the system he fights for.
You only need to look as far as Dredd and his relationship with Anderson to see how he's the complete inverse of someone like Bruce Wayne. There's scarcely any love whatsoever in his cold little heart, and he doesn't hesitate to let Anderson know it at nearly every opportunity.
Hell, after Anderson leaves the Justice Department, then comes back, he basically outright denies the idea they were every friends. It takes her being beat-up by the almost-literal devil for him to finally crack and admit they're buddies.
Bottom line is that, if you want to see what would happen if someone with Batman's resolve, fighting skills, investigative abilities, determination and sheer willpower was a villain, or worse, a cop, look at Dredd.

Mentor AU - Judge Joseph "I AM THE LAW" Dredd. I was thinking Jaune but if you have anybody better, go for it.
"What have you done?!"
"What I always meant to do." Adam said with a glare at his mentor. "The humans will finally pay for their crimes."
"This is terrorism!" The Judge roared. "You've killed people not involved in this!"
"Is it any different from what you would have done?" Adam asked with a smirk. "You can't make an omelet without breaking a few eggs."
Judge Dredd could do nothing but glare at the new High Leader of the White Fang. But the law was the law; he couldn't harm Adam in a way that would kill him, nor could he free himself as his mentor without the spell being broken. And there was only one way that could be done... Death.

Adam's body fell unceremoniously into the rapid waters below. Yang and Blake held one another in each other's embrace, the latter softly sobbing into the former's shoulder, making promises to never run away again. And their mentors watched them with one eye and looked to the ledge where Adam once stood with the other.
Judge Dredd stared at the cold waters below. He gave a smile, then looked to the four. He gave a firm salute as his body broke off into pieces of golden stars. The gesture confused the Italian assassin and the Ork Warboss of Warbosses.
"Judge Dredd... End of watch."
(Author's Note: I would like to sincerely apologize to any Judge Dredd fans for this absolutely terrible rendition of likely your favorite character. I have little to no knowledge of the character, his story, or the franchise upon which his character was built. Again, I am sincerely sorry.)
