not me writing 8k words of a watchmen fanfic in a single day hahahaha
#i'm very unsure about the ending tho. it doesn't convince me#i need to edit or maybe rewrite it. also i'm EXTREMELY uncertain about the characterization#especially *his*. he's such a tough character to write at least vaguely ic...#particularly in the circumstances *i've* put him in. heh. it's uncertain territory and idk if i pulled it off tbh#whatever. it was fun to write. it also gave me an excuse to reread the graphic novel in my new beautiful special edition <3#i think the most interesting thing about the fic is that it's supposed to be an anti-romance#or at least present an anti-romantic hero. someone no woman (or man. or person in general) in their right mind should or *would* want#like. a Bad Boy but a really unlikable uncharming one. at least on the text#and yet i had to make him desirable (in some weird ass way) for the heroine! no easy task let me tell you#it's not even because he's supposed to be ugly. i write fics/stories where the LI#is bad-looking/disfigured/deformed/a literal monster all the time. it's not really an issue#it's that usually these characters often compensate for their lack of physical attractiveness#with a... fascinating personality/intelligence/charm/Tortured Man™ (or Gal) vibes etc.#i mean think of erik! ugly as death and a literal murderer but also a genius and possessor of the most beautiful voice in the world#also elegant! maybe even suave (at least alw&kay!erik). he's physically and sometimes morally repellent (lmao)#but he fits the byronic hero stereotype and is beloved by female fans for a reason. other characters who manage to charm women#(at least out-universe) despite being physically unappealing: rochester. steerpike from gormenghast#(who is plain at best but definitely charming enough to seduce fuchsia...). the ghoul (everyone has the hots for him - as they should!)#because hotness =/= physical beauty. i think being sexy is much more important actually#the thing is. this character is NOT sexy. i can't even emphasize how much he's not sexy actually shdhdhhfh#so mmh. that was a challenge!#i mean another character who's physically very ugly but then a beautiful (and morally complicated to say the least) man#begins to feel something for her is obviously brienne. BUT! she's strong she's got a honest heart and a kind soul and ''astonishing eyes''#brienne is AMAZING and maybe not sexy but her sheer amazingness is HOT AF#this man tho. this man is not supposed to have any appealing quality whatsoever. he's got all the charm of a rabid dog lmao#shdjdjhd i swear this was a challenge. a fun one tho#val speaks#txt

DISABILITY && MENTAL HEALTH
This post will cover items such as disabilities, mental health, PTSD and trauma in relation to Scott. These are things which are either canon for him, or headcanons I want to pay more attention to on my blog.
I do not have any personal experience with any of the items I will address in this post, which means that most (if not all) of my information is gained through reading and research online. If there are items I missed out on or have described incorrectly, you may contact me about this to kindly help me figure out a new/better way to put things into words. It’s in no way my intention to upset anyone, or bring forth wrong information.
To me, it just feels like Scott is a good opportunity to improve the representation of characters and people who deal with visual impairment because the narrative that disability is binary caused that most blind characters in popular media have no vision at all. Blind characters in heroic roles like Daredevil, have powers that completely compensate for their blindness while blind people who don’t have these compensations are usually portrayed as helpless.
As a team leader and a superhero, Scott offers a good opportunity to include people who are visually impaired, yet often ignored or left out of the heroic narrative.

1. SCOTT’S BRAIN TRAUMA AND INJURY When Scott was a young boy, he went on a travel with his parents and his little brother Alex. The family’s private jet was ambushed by an alien Shi’ar scouting ship. The boys lost their parents on that unfortunate day and in the crash, Scott took a hit to the head after his mutant powers manifested for the first time and allowed Scott to break his fall and allow him and Alex to survive. The head injury Scott suffered on that day would permanently disable the part of Scott’s brain which would have enabled him to control his optic blasts. Additionally, Scott (as well as Alex) suffered traumatic amnesia regarding the accident. Unlike his brother, Scott was forced to remain hospitalized for up to a year.
As a teenager, Scott began to suffer from severe headaches and he was sent to a specialist (Mr. Sinister in disguise) who provided him with lenses made of ruby-quartz. Scott’s mutant power erupted from his eyes as an uncontrollable blast of optic force and the only means to control it ever since have been the ruby-quartz lenses Sinister gave him. Sinister knew the lenses would help due to experiments and research he had been doing on the boy while Scott lived at the orphanage where Sinister had feigned being the owner.
2. SCOTT’S POST-TRAUMATIC STRESS DISORDER DURING HIS YOUTH After losing his parents and waking up alone at the hospital after the plane crash, Scott was placed in the State Home for Foundlings, an orphanage in Omaha (Nebraska) where he was subjected to batteries of tests and experiments by the orphanage’s owner, Mr. Milbury (alias, Mr. Sinister). He placed mental blocks on Scott and took on the role of ‘Lefty’, who was Scott’s roommate and bully at the orphanage. During his time spent at the orphanage, Scott was subjected to several occasions which would leave him traumatized — such as the attempt of one of the other orphaned boys at taking his own life, and Scott’s failed attempt at saving him. Any time anyone came close to adopting Scott, Sinister intervened.
At some point, Scott demolished a crane with his optic blast, by accident. He had saved a crowd of people by using his blast again to destroy the crane before it would crush the people, but they believed he was out to kill them and chased the young mutant boy. Scott woke the attention of a mutant criminal who sought to use Scott’s powers in his crimes, but abused the kid when Summers refused. At that time, he had also attracted the attention of Charles Xavier who tracked down Scott and took him in as the first of his team of X-Men...
3. SYMPTOMS OF SCOTT’S PTSD — Reliving the traumatic event (during his childhood) :: as a boy, Scott was fond of airplanes and dreamed of becoming a pilot himself one day. But when he was taken to an air show by one of the orphanage’s nurses, he had a violent traumatic reaction in the middle of the show, reciting things he otherwise doesn’t consciously remember. — Negative Thoughts and Feelings :: Scott often deals with feelings of anger, guilt, fear or numbness. He’s prone to blame himself for things going wrong on missions with the X-Men. When someone comes to pass, he’s quick to take up responsibility and the blame for it, and occasionally even deals with survivor’s guilt. Scott also feels cut off from his friends and family and hardly keeps much interest for day-to-day activities. He hardly does them to relax, but rather only when they become necessary. — Avoidance :: Scott feels like he has to keep busy at all times, he doesn’t want to think or talk about anything in relation to his past, feels emotionally cut off from his feelings, struggles to express his emotions or affection towards others and thus comes across as numb and cold and very serious and occasionally does risky things which could be self-destructive or reckless. He’s often the first in line to sacrifice himself for the X-Men not only because he’s their leader, but also because he has little to no value for his own life. — Disturbed sleep and lack of sleep. — Taking risks and hypervigilance. — Intrusive thoughts. — Nightmares. — Trust issues. — “No one understands.”-mentality. — The sense of never being at peace.
4. SCOTT IS (LEGALLY) BLIND While Scott was born with perfectly normal eyesight, and perfect vision, he no longer has the ability to see without his ruby-quartz lenses ever since his optic blasts came to manifest. Only ruby-quartz can keep the optic blasts under control, meaning that any other means of vision such as regular glasses or lenses would not be of help for Scott. Scott literally can’t see without his ruby-quartz shades. Opening his eyes would prove incredibly destructive to his nearest surroundings.
Someone who is completely blind can’t see any light or form. Of the people with eye disorders, only about 15% can see nothing at all. If you’re legally blind, you can still see, just not that clearly. Normal vision is 20/20. That means you can clearly see an object 20 feet away. If you’re legally blind, your vision is 20/200 or less in your beter eye or your field of vision is less than 20 degrees.
In addition to being unable to distinguish colors due to the red tint in his glasses, they also reduce his low-light vision, which means Scott deals with low vision.
5. SCOTT CANNOT DISTINGUISH COLOURS I’m not using the term colorblindless in this post for the main reason that Google gives me too many search results in relation to racism, and I do not intend to use a term that has a double meaning that could be taken the wrong way.
Scott’s ruby-quartz lenses cause him to see the world through a veil of red. The lenses are tinted in red which alters Scott’s general, every day perception of the world. He sees the world in shades of grey, white, black and red and can no longer distinguish any other colours. Maybe rather than ‘colourblindness’, Scott deals with something alike to monochromacy. Though, Scott’s monochromacy is perhaps not of a kind that has been officially diagnosed in real life cases before.
The comics and movies rarely acknowledge Scott’s eyesight aside from him claiming to have an ‘eye condition’ as an excuse for him to wear sunglasses all the time. Scott’s adaptations to being unable to distinguish different colours would be mostly rather subtle and maybe it doesn’t inherently add onto the story a comic book or movie wants to tell, but they shouldn’t be ignored in how I wish to bring Scott in my writing...
6. HOW SCOTT DEALS WITH HIS VISUAL IMPAIRMENT — High contrast text and browser extensions for reading. — Color coding his outfits. He labels them with what color they are and organizes his closet by items that go together. — As a prodigy at billiards, Scott has a special billiards set adjusted to his specific needs. — Large prints for letters, books, digital fonts, etc. — Increased brightness on any of his devices’ screens. — Assistance from ‘self-driving’ tech when flying the Blackbird or riding his motorcycle. He knows the majority of controls through muscle memory by now. — Assistive technology to improve contrast, especially at night. — Scott owns a touch-based Rubik’s Cube. — Help from his closest friends.
7. THE X-MANSION AND DEALING WITH TRAUMA Scott and Ororo both (among others), are hyper aware of the traumas some of their students have experienced. They recognize behaviours and reactions in trauma survivors because they have been in such a position themselves as well. They made sure the school has a clear set of rules and policies on the safety and comfort of students. The school faculty received training in mental health first aid, there’s places students can retreat to when they feel anxious or suffer from power meltdown.
People like Scott, Jean and Rogue would know how to handle students who have gone through different types of abuse. As trauma survivors themselves, they’d take extra steps to reassure students who have every reason to distrust adults. They would announce themselves when approaching students from behind, maintain wide personal space bubbles and refrain from initiating physical contact such as hugs or touching students without asking them first. They see there’s no use in raising your voice to the kids, and won’t tollerate any kind of jokes about trauma. Scott is rumoured to be very strict on the rules of the house concerning mental health.
8. ADDITIONAL NOTES While Scott is aware that there is no shame in any of what he deals with every day, he still keeps it under wraps a lot. He doesn’t ever want for his visual impairment or his trauma to become his only and main personality trait other people associate with him. This is why a lot of people may not even know that he is dealing with these things on the daily. He’s very subtle about everything and only those who get to know him better may begin to see and notice things which indicate that he’s disabled. Scott has grown so adjusted to living with his disabilities that they commonly no longer cause him trouble.
The only people who know Scott is visually impaired because he told them himself are Charles (confidant and father-figure), Jean (lover, the person he maybe trusts more than anyone else), Hank (as the resident scientist), Ororo (as his fellow team leader) and Emma Frost (as his therapist).
Scott has been able to take therapy sessions with Charles during his early years, and later on with Emma Frost. Jean has also helped him an incredibly great deal on coping with his trauma and PTSD, lack of self-esteem and dealing with his emotions and expressing them more openly.
To this day, Scott still suffers from migraines and occasional moments of memory loss. His brain injury does not always allow him to maintain or store knowledge accurately. His migraines are a result of his optic blast building up surplus energy. When Scott can’t use his optic blast regularly, he will build up a surplus energy which manifests into migraines.

TGCF mbti typings
I typed Xielian, Huacheng and Junwu before here but I am adding on to my typings for all three of them.
Xielian - ENFJ
Fe: I think most people can agree that he is an FJ. His narration is dominated and permeated by an awareness and concern for others’ well-being and their feelings, with little to no focus, awareness or reflection on his own feelings --> Fe, lack of Fi. He shows signs of feeling responsible for people’s well-being.
Ni: He is NFJ rather than SFJ: when he was young, he was arrogant because of the conviction he had in his beliefs, which I think is because he took his belief as more real than even reality itself (Ni). He was confident because he was confident in the ‘truth’ of his ideals, and his ideals are distinctly NF: he wanted to save all the people. 800 years later, his idealism is still very clear. When he explains what happened in the Yongan war, he said that he would rather Lang Qianqiu think that he had died than that his ideals were wrong or flawed. Ideals were important to him over all else, even how people saw him --> Ni. The scene at the end of the book in the mountain where he would rather Junwu harm him than to admit that his ideals were wrong again shows how heavily he prioritizes his ideals over all else.
Introversion or extroversion?: I used to think he was an extrovert because he was often involved in many events and actions in TGCF, but most of his ‘extroversion’ is because he is responding to the roller-coaster of events and crises happening. He is pushed into action rather than initiating action. So, perhaps an introvert?
Extroversion, tertiary Se: However, he is very forgiving and very patient, even towards others who have harmed him, or people who are bad, cruel or hurtful (Fe-doms tend to forgive much easier than Fe-auxes) and his flaws seem to be more directly related to inferior Ti (not advocating sufficiently for himself and his needs, periods of intense self-doubt)... In Book 4, he was quick to regain faith in people if only ONE person would be kind to him, which to me spoke more of dominant Fe’s forgiveness and ability to trust in others. His low self-awareness of his feelings --> dominant Fe. When he is under stress, it is mostly expressed through tertiary Se: anger towards others, hot-headed, rather than Ti: criticism of others. His Se is too strong for inferior Se: he actually adapts very well to the rapid changes and crisis, and he is very quick on his feet.
I had thought that when compared to Shi Qingxuan, he seems like an introvert, but I think Chinese society does not reward overly extroverted behavior, but rewards fitting social expectations. So, one is usually less expressive and minds one’s business. It means that in Chinese society, Fe-doms come off almost like introverts.
Huacheng also compensates for his low Se-Ti. Huacheng simplifies his overthinking/overworrying, helps him cut through things when it’s complicated, helps him look at things in a more realistic way because he helps XL understand what he can/can’t control, and helps him find contentment/happiness in the present moment.
Given that Xielian is ENFJ, Junwu is likely ENFJ as well.
Huacheng - ISTP or ISFP depending on what MXTX needs him to be for the narration
Ti-dom v Fi-dom: Huacheng is very hard to type because MXTX projects onto him quite heavily, lol. 800 years ago, Huacheng is that ISFP stereotype: intense and emotional, angsty and angry, devoted and fierce. Most of time, when it’s a scene related to the past, or it’s a Tonglu scene, Huacheng will be ISFP, lol. For instance, in Book 3/4, when Xielian and Fengxin/Muqing enter Mt Tonglu, every character commented on how different Huacheng seemed, and I can only conclude that it was because they were reacting to the ISFP Huacheng, lol.
Aux-Se: I think the only thing that doesn’t change about him is the aux-Se. In the past, it was seen in how his pent-up feelings expressed themselves physically, through shouting or anger. In the present, it’s seen in his extravagant, ‘just coz’ gestures of love towards Xielian (the temple with the lanterns, the carriage, etc). Even when he kept changing his clothes during the Black Water arc was a sign of him using Se to entertain himself through his boredom. Xielian also describes him as playful, and not taking things seriously and he likes to tease Xielian to watch him get flustered.
Ti-dom: Dominant Ti is obvious in present Hualian. He is very detached and is quite hard to know unless he cares about you. He has a very small number of people he cares about (literally only Xielian, lol). During the Black Water arc, he stood by the sidelines despite other characters being in danger, and he was perfectly comfortable with ignoring the danger/distress of everyone involved, because he didn’t feel morally/emotionally affected nor personally involved in the slightest, showing amorality --> high Ti. Ti-doms generally prefer watching how things will play out before intervening, especially if messy emotions are on display.
The arrogance towards others, the superiority/dismissive attitude towards people is a classic example of immature and reductive dominant Ti. He is also strongly characterized as being very sharp, analytical and investigative. The way he understands people is very simplistic and reductive, none of the nuance of an F, more like a T with F issues: he generally seems to see people as useless and not worth his attention unless they are useful or they are dangerous (powerful).
Inferior Te or inferior Fe: His inferiority complex and his desperation with feeling so powerless puzzled me for a long time. It sounded like a Feeler using their lower Thinking function to deal with pain, and it sounds specifically like lower Te trying to compensate for higher Fi wounds. In other words, trying to be powerful in the external world to feel less powerless when the wound is actually inside, not outside. It was not consistent with the way a Thinker might relate to issues of powerlessness. I entertained the possibility that the confident and arrogant Huacheng was a facade that was put up (a Feeler using their lower Thinking function to pretend to be powerful, capable and competent), but it doesn’t make sense, because as an ISFP, this would mean he was using inferior Te for prolonged periods of time (800 years, give or take?) and who is able to sustain that? It would mean his personality is gripping most of the time and he would actually be very psychologically unstable, but the confident and competent Huacheng seems quite at ease being confident and competent, not like he’s putting on a facade, and it seems more like there are two totally different Huachengs. ISFP Huacheng struggles with powerlessness and having absolutely NO self-worth whatsoever. ISTP Huacheng, if MXTX had ever developed him, likely would have struggled with seeing people valuable in and of themselves, rather than waste-of-spaces. (Ti integrating Fe)
Conclusion: Xielian is attracted to the ISTP Huacheng - he finds Huacheng’s confidence and easy way of carrying himself very attractive (lower function envy), and I think the strength of Hualian lies in the ENFJ/ISTP attraction and dynamic. MXTX said in the notes at the end of book two that she wrote this book because of seeing the image of an abandoned temple with the a soon-to-be forgotten god and his last believer. It seems that her original plan for the devoted follower/love interest was for him to be an ISFP (and the nature of dominant Fi would make for a very good devoted love interest), but when it came to the actual ship, she herself quite liked powerful badass T types (see Lan Wangji and Huacheng’s almost ridiculous badass competence), and she made him a Ti-dom instead.

5 reasons why you choose bad guys (psychologist answers)
So attracted to bad boys, rude, hooligan, rebels? But you want to find a calm, good person, but it just doesn't work out. Why it happens? Is this something wrong with you? Or with men?
Why do great women choose men who mistreat them? Smart, successful, loving people give 110% to their partner, but he, in turn, is not worthy of one of these qualities. Why is it that women love bad guys? There is some basic psychology at play here, and the more you learn about the inner workings of the mind, the more correct choices you will make. We've compiled a list of 5 reasons why you actually choose the bad guys.
1. Physiology
Science, and evolutionary biology in particular, explains in part why bad guys can be so attractive. Research shows that women are more attracted to men in the middle of their menstrual cycle , when they are most fertile. Men with very “brutal” physical traits may have higher quality genes, so this may be attractive to women on an unconscious evolutionary level.
2. The bad guys relieve us of the pressure of the good girls
Girls have a number of challenging personality traits, such as rebelliousness. The gender social constructor shapes a woman as an agreeable, learning-able, calm person. As we grow older, we begin to form our own character traits that run counter to the "generally accepted norm." If a girl's inner life is inexpressible, she perceives the relationship with the “bad guy” as a way to indirectly express her inner rebel. In fact, we are attracted to those qualities of other people that we ourselves would like to have.
3. Emotional addiction and "forbidden"The bad guy can be a welcome change in our daily routine. Especially if a woman is used to a monotonous scenario, these men may seem funny, interesting, new. For this reason, a woman turns a blind eye to obvious shortcomings, such as alcohol, drug addiction, convictions, criminal activity. Bad guys can seem like a taboo, which further increases their attractiveness. First, he provides adventure, rough sex, emotions, and then you yourself do not understand how this led to fights and domestic violence.
4. Search for protectionWomen who feel beleaguered by threats often fall in love with tough guys with their disregard for social norms and their willingness to quickly convert frustration into hostility, threats, and aggression. 2) You’re going to be featured as a character within a novel! However, the catch is that you have to write your character’s introduction to the story. How would you write your introduction and description?
3) Given the circumstances involving a successful project being completed and your work/school being collateral damage, you’re given compensation for your time and efforts: $1,000,000! What do you decide to do with said money?
4) You’re minding your own business and drinking your beverage as you work when suddenly someone comes up and kisses you. When they pull away, your heart skips a beat because you notice just how beautiful they look. What do they look like?
5) You’re trapped in a plain white room with nothing more than a box of materials of various kinds. Yew
Yew wands are among the rarer kinds, and their ideal matches are likewise unusual, and occasionally notorious. The wand of yew is reputed to endow its possessor with the power of life and death, which might, of course, be said of all wands; and yet yew retains a particularly dark and fearsome reputation in the spheres of duelling and all curses. However, it is untrue to say (as those unlearned in wandlore often do) that those who use yew wands are more likely to be attracted to the Dark Arts than another. The witch or wizard best suited to a yew wand might equally prove a fierce protector of others. Wands hewn from these most long-lived trees have been found in the possession of heroes quite as often as of villains. Where wizards have been buried with wands of yew, the wand generally sprouts into a tree guarding the dead owner’s grave. What is certain, in my experience, is that the yew wand never chooses either a mediocre or a timid owner.
Unicorn
Unicorn hair generally produces the most consistent magic, and is least subject to fluctuations and blockages. Wands with unicorn cores are generally the most difficult to turn to the Dark Arts. They are the most faithful of all wands, and usually remain strongly attached to their first owner, irrespective of whether he or she was an accomplished witch or wizard. Minor disadvantages of unicorn hair are that they do not make the most powerful wands (although the wand wood may compensate) and that they are prone to melancholy if seriously mishandled, meaning that the hair may 'die' and need replacing.

Since the developer is really concerned with the state of the housing market for his houses when the latter are ready, he must forecast ahead, often by one to two years, when he is considering undertaking development of a specific tract of land. Obviously, additional uncertainties enter when the future rather than the present demand is concerned. In order to carry out a housing development, a developer must first have a tract of land. He may have in mind his ideal tract, ideal as to size, location, physical characteristics, and price; and he may also have in mind the degree of divergence from the ideal which he will accept if he has to. His decision-making unit is the subdivision of a size for his operation, but this may vary considerably in acreage. In any case, the kind of houses, their price, and their market must be related, in his judgment, to the character of the site. It would be wasteful to put low-priced houses on an expensive tract in a high-class neighborhood.
Probably it would be financially disastrous to put expensive house into a lower-middle-class neighborhood. However definitely the developer has an ideal tract in mind, in practice he may very well have to choose from among a very few tracts, none of which conforms to his ideal. The managerial function consists here, as it does so often in every field, in deciding among alternatives, none of which is wholly satisfactory — a selection of the least-worst, or tolerable, as well as of the best. In the case of sites for building, the developer has a further decision to make: how far ahead to plan and to acquire land for planned building, or how much to take advantage of present opportunities to buy available tracts for future use. There are advantages in having land readily available as needed, but there are also costs in holding land.
Once a tract has been acquired, the developer has to make some decisions on street and lot layout. A simple and obvious way is to employ straight streets run on cardinal directions and linked in a grid with similar streets in adjacent areas, and to lay out lots of width and depth suited to the size and cost of the houses contemplated. Many suburbs have been so developed, and there is much to be said in favor of such simple layout, in spite of its lack of variety. The curving street, however, has become the symbol of even the modestly ambitious suburban development. It does provide vistas which are likely to be much more attractive than those available to motorist or pedestrian in the grid layout, and houses may have somewhat different directional orientations. A newer subdivision form, with many advantages, is clustering of houses so as to provide larger open space for general use. If well planned, a clustered development will reduce the land area in streets, perhaps yield a few more buildable lots, and yet produce more usable open space than the typical rectangular subdivision. Topography may well dictate a subdivision plan other than the grid.
The developer constructs a house or apartment — a physical structure — for an expected clientele; but, more importantly, he provides something more nearly approaching a total housing package. People who will buy his houses or rent his apartments are concerned with the nature of the community, with the kind and quality of public facilities of every type, with general location, with transportation to the central city and elsewhere, and with other factors, none of which are under the primary control of the developer. He may choose his site with these factors in mind, but as a general rule he must adapt to them, rather than altering them, although he may be able to influence public action with respect to some of them. Considerations of architectural style, variety, and standardization influence the prospective occupant. He is also interested in the household appliances and conveniences installed in the house.
Lastly, the developer must decide whether to sell or to rent the housing unit he builds. Virtually all suburban construction of single-family homes has been for sale; apartments are usually rented but may be sold under a condominium arrangement. Even when the property is rented to the occupant, the developer may sell it to a person or firm who is more interested in investment and more capable of property management than he is. While taxes as instruments of social policy — i.e., to encourage one kind of land use and to discourage another have generally been illegal, or not upheld by courts, or politically unacceptable, most taxes have some side effects in terms of private actions induced or restrained. Taxes in relation to services rendered, such as sewerage charges to repay costs of new sewer lines, have generally been used and upheld by the courts.
If eminent domain is to be deployed to acquire property, several things need to occur. First, the condemnor is going to have to adopt a resolution that declares a public use and its intent to condemn or take specific properties. At this hearing, several things must occur. First, owners must be given legal notice that their properties are going to be subject to a taking. This is more than perhaps a general notice. Owners must receive specific notice served upon them. At the hearing, the condemnor will state its reasons for the condemnation, gather information that will justify the public use, and perhaps even declare the public use. Members of the public, including the owners, will then be given the opportunity to state their reasons for or against the decision to proceed with the condemnation. At the conclusion of these hearings, the government must finally declare that a public use exists to take certain properties and it must adopt a resolution, ordinance, or law declaring its use and the intent to take the properties via eminent domain. If this happens, again new efforts will be undertaken to negotiate a sale with the owner, but if unsuccessful, the owners will receive notice that their properties are being condemned and taken by a city or other government. This notice is served personally upon the owners.

While taxes as instruments of social policy — i.e., to encourage one kind of land use and to discourage another have generally been illegal, or not upheld by courts, or politically unacceptable, most taxes have some side effects in terms of private actions induced or restrained. Taxes in relation to services rendered, such as sewerage charges to repay costs of new sewer lines, have generally been used and upheld by the courts.
If eminent domain is to be deployed to acquire property, several things need to occur. First, the condemnor is going to have to adopt a resolution that declares a public use and its intent to condemn or take specific properties. At this hearing, several things must occur. First, owners must be given legal notice that their properties are going to be subject to a taking. This is more than perhaps a general notice. Owners must receive specific notice served upon them. At the hearing, the condemnor will state its reasons for the condemnation, gather information that will justify the public use, and perhaps even declare the public use. Members of the public, including the owners, will then be given the opportunity to state their reasons for or against the decision to proceed with the condemnation. At the conclusion of these hearings, the government must finally declare that a public use exists to take certain properties and it must adopt a resolution, ordinance, or law declaring its use and the intent to take the properties via eminent domain. If this happens, again new efforts will be undertaken to negotiate a sale with the owner, but if unsuccessful, the owners will receive notice that their properties are being condemned and taken by a city or other government. This notice is served personally upon the owners.

Then various skills come into play: skill in minimizing tax liabilities, taking advantage of numerous and often complicated federal programs, and selling the final product. Each of these factors is highly important. A bad decision on any one of them may wholly offset great effectiveness in handling all the others. But it is the interrelationship of these factors which offers the greatest challenge to the managerial skill of the developer. Early in the process of planning a housing development, every builder must make some kind of an estimate of the demand for housing — in general or nationally, for his city, and for the type he wants to build. This estimate may be highly sophisticated or very simple, even impressionistic. It may be based upon various general factors, such as rate of household formation, the state of the national money market, or other general considerations. Or it may be highly localized and personal — a simple judgment that ten or twenty houses of a certain type and price range can be sold in this location over the next year or so. Since the developer is really concerned with the state of the housing market for his houses when the latter are ready, he must forecast ahead, often by one to two years, when he is considering undertaking development of a specific tract of land. Obviously, additional uncertainties enter when the future rather than the present demand is concerned. In order to carry out a housing development, a developer must first have a tract of land. He may have in mind his ideal tract, ideal as to size, location, physical characteristics, and price; and he may also have in mind the degree of divergence from the ideal which he will accept if he has to. His decision-making unit is the subdivision of a size for his operation, but this may vary considerably in acreage. In any case, the kind of houses, their price, and their market must be related, in his judgment, to the character of the site. It would be wasteful to put low-priced houses on an expensive tract in a high-class neighborhood.

Probably it would be financially disastrous to put expensive house into a lower-middle-class neighborhood. However definitely the developer has an ideal tract in mind, in practice he may very well have to choose from among a very few tracts, none of which conforms to his ideal. The managerial function consists here, as it does so often in every field, in deciding among alternatives, none of which is wholly satisfactory — a selection of the least-worst, or tolerable, as well as of the best. In the case of sites for building, the developer has a further decision to make: how far ahead to plan and to acquire land for planned building, or how much to take advantage of present opportunities to buy available tracts for future use. There are advantages in having land readily available as needed, but there are also costs in holding land.
Once a tract has been acquired, the developer has to make some decisions on street and lot layout. A simple and obvious way is to employ straight streets run on cardinal directions and linked in a grid with similar streets in adjacent areas, and to lay out lots of width and depth suited to the size and cost of the houses contemplated. Many suburbs have been so developed, and there is much to be said in favor of such simple layout, in spite of its lack of variety. The curving street, however, has become the symbol of even the modestly ambitious suburban development. It does provide vistas which are likely to be much more attractive than those available to motorist or pedestrian in the grid layout, and houses may have somewhat different directional orientations. A newer subdivision form, with many advantages, is clustering of houses so as to provide larger open space for general use. If well planned, a clustered development will reduce the land area in streets, perhaps yield a few more buildable lots, and yet produce more usable open space than the typical rectangular subdivision. Topography may well dictate a subdivision plan other than the grid.
The developer constructs a house or apartment — a physical structure — for an expected clientele; but, more importantly, he provides something more nearly approaching a total housing package. People who will buy his houses or rent his apartments are concerned with the nature of the community, with the kind and quality of public facilities of every type, with general location, with transportation to the central city and elsewhere, and with other factors, none of which are under the primary control of the developer. He may choose his site with these factors in mind, but as a general rule he must adapt to them, rather than altering them, although he may be able to influence public action with respect to some of them. Considerations of architectural style, variety, and standardization influence the prospective occupant. He is also interested in the household appliances and conveniences installed in the house.
Lastly, the developer must decide whether to sell or to rent the housing unit he builds. Virtually all suburban construction of single-family homes has been for sale; apartments are usually rented but may be sold under a condominium arrangement. Even when the property is rented to the occupant, the developer may sell it to a person or firm who is more interested in investment and more capable of property management than he is.
