is it just one iteration of starscream that you think is transfem or all iterations?
generally, about all iterations with little exceptions. only one i won't really bat for in terms of arguments is the prime iteration, and that's because that specific iteration makes me uncomfortable. (even if the coding is much stronger in my opinion; i wish it was for a better on-screen portrayal of her)
you could ask me to provide some sort of interpretation and coding for just about any of them. some are more blatant and easier to pick apart while some rely on more introspective analysis in the role she serves; her BWII iteration's usage of feminine pronouns and overall feminine language (specifically onee-kotoba [オネエ言葉], "older sister speech"), along with being the okama オカマ stereotype is easier to dissect in comparison to her g1 iteration, which relies more on subtext and how 80s villains were portrayed (as an example, her mannerisms are treated as "effeminate", therefore bad). same with her animated counterpart having a "female personality" clone that is entirely her own person as opposed to the other personalities, represents a part of her mind, and is very self-loathing vs. bayverse iteration which is just nothing.
it's pure speculation, though! i don't want my words to be treated as true gospel. people interpret things differently; i just so happen to hold on tight to this one. i could ramble all day about it but it comes down to how i see things, especially from my own experiences.
