the thing is, Bruce doesn't get to forgive Jason for the people he killed. That's not really how causing harm works - Bruce isn't the one harmed in this scenario, not really or entirely, so it's not up to him to give or withhold forgiveness or absolution, and I think while Bruce knows that, Jason doesn't
