im just gonna say it, maybe focalors brought everyone back - she recreated life after the prophecy destroyed everything but they did not come back the same

maybe that's why their constitution is different where they get dissolved in the primordial sea, what comes from the sea must return one day, and also why the oceanids can no longer tread in fontaine's waters

because of the laws of teyvat, no one can escape their fate and fontaine is doomed to be flooded either way but maybe this time furina might be able to deceive fate rather than change it
