So everyone remembers how Whitelighters and witches weren’t allowed to be together, and it was such a big thing but Simon Marks just casually shows up in season eight, right?
Well, my theory is that the Marks family is actually one of the reasons that Whitelighters and witches aren’t allowed to be together. We see in the flashforward in Forever Charmed that at least one of Piper and Leo’s grandchildren, Matthew, has the hybrid power of telekinetic orbing. While it’s possible that one of his parents were a Whitelighter, my perspective is that Whitelighter powers continue through the bloodline. (Actually, my perspective is that pretty much any other type of being will continue, explaining why Cupids weren’t allowed to be with witches either.)
Instead, what if it’s that once a Whitelighter is in the bloodline, those powers continue for generations? The wikia has Thaddeus Sutton Marks as Simon’s ancestor, without anyone mention of his partner in contrast to the following generations but what if it was because she was a Whitelighter? The Marks are deeply involved in the magical community, perhaps bc they’re a) powerful and b) connected to the Elders?
Because the thing is that without fail, every Whitelighter-witch hybrid we see is pretty powerful. Paige and Wyatt, obviously. But Simon has telekinesis, telekinetic orbing, and conjuration so it’s not exactly like he isn’t a pretty powerful witch as well. (I mean, he had no issue with the pure amount of control it took for him to duel Henry like that.) And Chris’s inferiority complex aside, he isn’t exactly weak either. (I mean, crushing the Valkyries’ hearts, manipulating an Elder’s orbing, and even baby!Chris bringing Wyatt back from the Manor which I don’t think we really saw anyone else do.)
That type of power could tip the scales if evil started gaining Whitelighter powers, along with that type of longevity meaning that even if the Elders can control the initial offspring, it will keep going. 
There’s also the fact that the Elders don’t have the same kind of control over hybrids as they do actual Whitelighters. We never see the Elders even attempt to threaten Paige or the boys’ powers, perhaps because they can’t. And when Paige fakes her death at the beginning of s8, the Elders think she’s dead as well but she still gets a charge. That’s no in the Elders’ control, so she’s still in full possession of those powers (and everything that entails) even without the Elders.
So imagine the Elders forbidding it after the Marks, because that’s a family that is (in vibes at least) allied strongly with the Elders. They’re strict and stick to the rules, but a lot of witches wouldn’t. Imagine if the Montanas or Callaways suddenly got Whitelighter powers in their feud. Imagine if the Warrens added Whitelighter powers to the bloodline with their fierce independence and defiant personalities. Imagine if a demon figured it out. (After all, blinking was technically originally a witch’s power, wasn’t it?)
