messed up bra sizing triggers me so much I need to rant about this... "DD" is a meaningless term without band size. 28DD is quite small (this is a woman with ~28" ribcage and ~33" bust), and denotes a smaller volume than, say, 38DD. Saying a letter in isolation is absolutely meaningless. The letter describes the ratio between the underbust (ribcage) and the widest point of the bust. By the way, there's only 1 inch difference between sizes, so there's not a huge visible difference between, say, C and D...
Many countries, especially the US, are egregious with using +4 sizing, where they randomly add ~4 inches to your underbust when calculating size for outdated historical reasons and because it allows them to claim to fit more women than they do by putting people into whatever size they have. If you were measured in a big brand store like Victoria's Secret they will likely have given you a BS size. Some upscale small business bra boutiques measure better but most people aren't going to those.
As an example, my ribcage measures 26" whereas the smallest band size usually offered in America is 32. This means nearly no commercial bras in this country fit me. 26" is small but I'm not like, deformed, I'm 5'0" and it probably occurs at about a similar frequency as my height. 28"-30" is very common for short and/or slim women but almost all women of all sizes are mistakenly placed with a too large band size.
The result is that to compensate for the oversized band, the cup size is reduced. The 28DD woman I described earlier would likely be put in something like 32A, especially as she would visibly read as small-breasted. Actual A and B are like nearly entirely flat, and it's rare because even men will have some muscle and fat there... yes, if you sized a man for whatever reason, he probably wouldn't be an A cup. Small-breasted women are usually in the C, D, DD, E range. Natural large-breasted women commonly end up in the FF, G, GG and beyond range of their band size, especially if they are heavier women. That's in UK sizing even though I am in America because usually the US sizing system doesn't have those sizes at all.
For reference, here's US and UK sizing lined up side by side.
US sizing: A, B, C, D, DD/E, DDD/F, DDDD/G, (usually doesn't go higher than this)
UK sizing: A, B, C, D, DD, E, F, FF, G, GG, H, HH, I, J, JJ, etc. (Note that EE and II don't exist, and DD and E are separate sizes rather than synonymous.)

i could not care less about OP's stupid WKing large-breasted women against so-called feminists argument and whether it's fake or real i just have severe autism about bra sizing and hearing men talk about cup sizes makes me seethe. No hate to @anarchocuntboogaloo she's right about average sizes skewing bigger and sorry for sperging out in your replies. Women are welcome to send me asks for questions about this topic and about where to buy bras outside of the subpar US market. this concludes my unsolicited rant.
As a woman with natural DD breats I'm so sick and tired of hearing "feminists" telling me my body isn't real or is somehow shameful.
