Some notes:

≥ Would be greater than or equal to. In this instance, it's used as a shorthand for anyone who is 26 & older.

≤, Similarly, would be less than or equal to. In this instance, it's used as a shorthand for anyone who is 25 & younger.

I would also like to clarify -- in this case, I chose "do you have" deliberately. You do not need to personally own/have purchased said PC -- regular use of a family PC, or a library desktop, or anything of the sort is enough to qualify you, if you would like.
