Don't know if my observation is correct but I've noticed that Billy and Wanda's telepathy work differently from each other.

Wanda has to physically touch someone with her magic for her to see their mind while Billy just has to be near the person no physical contact involved!

So while Wanda basically has on-and-off switch, Billy's is more like a WiFi or Bluetooth connection he can't disconnect from which is terrifying to think about when he's constantly hearing his parents' own thoughts on him and how mentally exhausting that must be!
