Idea: The 2003 Baxter Stockman's been researching some strange energy his equipment picked up, which just so happens to be from the firewall-proof portal generators the Syndicate gave Shredder in Battle Nexus Bozos. And, because he's Stockman, something inevitably goes wrong. Namely, a random power surge causes the code that the energy is made of to run on his devices (normally something like that wouldn't be possible since all he had was readings of the energy, but this is code-level stuff so information on the structure of the code is itself a copy of that code, and will function as such), causing the organic components of his body (so literally just his brain and left eyeball, of course) to teleport to another, randomly selected server...which just so happens to be the one where Leto and Bio-Lumi are laying low.
Obviously a brain and an eye that seem to be functional (for the next few seconds at least) despite a lack of any other body parts is intriguing, enough for Leto to suspend him in a bubble of healing water that'll keep him alive and allow him to speak telepathically. Introductions are made, stories are swapped (with some revisions for each of them to paint themselves in the best light, of course), and, well, Leto wasn't looking for another long-term minion ally, especially not some random mad scientist who doesn't even have a body, but now that there's one available she doesn't see any reason not to indulge.
Stockman's well aware that he's ended up as the servant of yet another megalomaniac, no matter how much she's trying to paint this as a partnership, but at this point he's used to it. Besides, given he's so far from home and relying on her powers for survival he doesn't exactly have a lot of options. For now, at least...
