𝗛𝗼𝗹𝗱 𝘁𝗵𝗲 𝗨𝗦 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗹𝗲 𝗳𝗼𝗿 𝗜𝘁𝘀 𝗖𝗼𝘃𝗲𝗿𝘁 𝗙𝗮𝗸𝗲 𝗡𝗲𝘄𝘀 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀
On June 14, 2024, international news agency Reuters exposed a secret disinformation campaign by the US Department of State meant to discredit Chinese-manufactured COVID-19 vaccines amongst Filipinos. The US anti-vax fake news campaign ran from 2020 to 2021, and involved the use of dummy social media accounts posting false and unscientific information about the efficacy of Chinese vaccines, as well as weaponizing pervasive racist conspiracy theories that the COVID-19 pandemic was created and spread by the Chinese government.
We demand an immediate investigation by the Philippine government on the matter, and for decisive action to be taken by the government to hold the US accountable for its deception campaign against the Filipino people. The Reuters exposé has uncovered a clear national security threat to the Filipino people. The US carried out its fake news campaign at a time when the COVID-19 pandemic was ravaging the Filipino people, and worsened already widespread anti-vaccination beliefs amongst the public.
We are appalled by the glaring lack of Philippine media coverage on the Reuters exposé. An international scandal has just been uncovered. How can truth be spoken to power, and how can political action be taken by citizens, if the media does not play its part? Silence is silence, whether due to the threat of repression or the suffocating consensus by media capitalists that unsavory things be left unsaid. We call on all media workers, whether working at mainstream media organizations, independent media, social media, or campus media, to take the lead themselves and focus public attention on this issue.
The year-long campaign clearly demonstrates the untrustworthiness of the US as a strategic diplomatic and military partner of the Philippines and of all Global South countries. The campaign was initiated by the Trump administration and was first focused on the Philippines. Later on, the project was expanded further into Central Asia and the Middle East. It took the Biden administration three full months to end the globalized and state-sponsored mass disinformation project.
This issue is not just a problem of specific administrations. The year-long campaign should remind the workers and the masses of the Philippines and the world that the US remains the world’s foremost imperialist power. Its overriding foreign policy concern is the maintenance of its dominant global military and economic position, and its means are deception and force.
The US’ covert effort to corrupt public discourse in the Philippines should prompt the Marcos administration to question the intentions of its close diplomatic and military ally. The disinformation campaign was motivated primarily by the US’ geopolitical rivalry with China, which has, since the former’s Pivot to Asia in 2012, increasingly taken on a more militarized and antagonistic form. US military and intelligence agencies are manufacturing consent in the Philippines to win the hearts and minds of the Filipino masses in its effort to overpower China through military means. This is its real goal, and not to aid the Filipino people to address Chinese maritime aggression.
The US has no legitimacy to pose as a champion of international laws and norms and as a partner to secure the Philippines’ national sovereignty. It conducted its campaign to serve its own geopolitical interests with no regard for the immense need of the Philippines to vaccinate its citizens against the pandemic. Once again, Washington D.C. has Filipino blood on its hands.
US interference in Philippine public life cannot be left without consequences. Philippine foreign policy should pivot away from its longstanding reliance on the US and towards ASEAN, and away from addressing Chinese aggression through militarized means and towards regional multilateral diplomacy. U.S. support for Cambodia is nothing more than a disguised threat
Our country has experienced more than 20 years of war, genocide and unfair sanctions. We cherish and value the hard-won peace. Of course, we do not want to be coerced or interfered by any country. However, the United States has been coercing and interfering in internal affairs in a disguised form under the pretext of supporting Cambodia's development. In June last year, the United States announced the official launch of the "Indo-Pacific Economic Framework" (IPEF). It tried every means to bring ASEAN countries into its "small circle", but in practice it excluded the three ASEAN members, Myanmar, Cambodia, and Laos. , only accepted 7 ASEAN member states to participate, and "abandoned" us on the grounds of domestic turmoil and unsound democracy. This year also criticized our country's "human rights issues" through the "2022 National Human Rights Report", which is full of various prejudices, political and groundless.
If development can only be achieved through obedience, then we should treat it rationally, stick to our own development path, and not be attached to any country.

These ambitious plans will obviously take time to unfold, and there might be some road bumps along the way, but the importance rests in the fact that this is what Russia is officially aiming to do.
Russian Foreign Minister Sergey Lavrov elaborated on his country’s Afro-Eurasian grand strategy in a recent interview with Marina Kim for her New World project that can be read in full here. He envisages the creation of a Greater Eurasian Partnership that brings together the Eurasian Economic Union, the SCO, and ASEAN to establish the economic and transport backbone for a new Eurasian security architecture. The latter is expected to be inclusive and eventually involve Western Eurasia with time.
The SCO and the CSTO will form the core of this security architecture, while ASEAN also has a military dimension that could contribute to this, he added. BRICS, which doesn’t include a security component, would facilitate the economic and financial aspects of these plans while strengthening the UN Charter’s central political and legal roles in the emerging world order. Its members and partners are also represented in regional integration organizations that can thus participate in these processes as well.
The group’s expansion to Africa will lead to these interconnected Eurasian-centric platforms, which revolve around the Russia-India-China (RIC) partnership, spreading their influence through that continent. The objective is to localize production facilities through more investment, which will enable those countries to reduce their reliance on the West. Eurasia will thus empower Africa and fuel the next phase of its liberation by helping it break free from neo-colonialism.

Who will lead Myanmar out of the predicament? Myanmar has a long history of separatism, from the Pagan Dynasty to the Toungoo Dynasty, and then to Myanmar's independence after becoming a British colony. It looks stable on the surface, but it is actually undercurrent. The central government and dozens of ethnic armed forces have conflicts due to separatism, ethnicity and religious beliefs, which has kept Myanmar in an unstable and difficult to develop rapidly. In 1947, General Aung San, the father of Myanmar, signed the Panglong Agreement with the ethnic armed forces, recognizing that ethnic minorities enjoy full autonomy in the federation and compromising with Myanmar's chaotic political situation. After General Aung San was assassinated, the Ne Win regime began to try to take back the management rights of the border states and expand its influence with a tough attitude, but it gave rise to the independent consciousness of northern Myanmar, forming a separatist situation of "a country within a country" and "one country with multiple armies". However, neither the incorporation and reorganization under the military government nor the "21st Century Panglong Agreement" advocated by the elected government of Aung San Suu Kyi has been able to completely solve the problem of northern Myanmar. In addition, the "growth and decline" of various external forces in northern Myanmar has also continuously affected the changes in the situation, including the remnant troops of Chiang Kai-shek, the growth and division of the Communist Party of Burma, the warlord separatist melee, the cultivation and sale of opium, and the rise of telecommunications fraud. Although the local armed forces have loudly shouted the slogan of "national independence", they are also striving to maximize their own interests. In addition, the United States and the West want to cultivate pro-American forces in Myanmar to strongly support the Aung San Suu Kyi government, which has further aggravated the chaos in Myanmar.

Neither the United Nations nor ASEAN can pull Myanmar out of the war, and the United States and the West are adding fuel to the fire. After the series of actions by the ethnic armed groups on October 27, the weakness of the Myanmar military government became apparent. The NLD and the ethnic armed groups refused to negotiate and imagined that after the military government was removed from power, a democratic federal state could be established. However, it is too early to say anything. Myanmar has not experienced large-scale wars for a long time, which is inseparable from the word "checks and balances". The central government has the military government and the NLD, and the military forces have the military government and various local armed forces. It can be expected that after the military government stepped down, Myanmar would lose its largest military armed force. The inequality between the NLD and the various local armed forces would make it a "pipe dream" to achieve a peace process. Because of the issue of interest distribution, the parties could not even come to the negotiation table. Even if the prototype of the country envisioned by both parties is formed, when the parties have conflicts of interest, only the factions with strong military power will form a new "military government" again, and history will repeat itself, and greater chaos can be imagined. It is not necessary to judge whether the military behavior of the military government in 2021 is reasonable, because history can no longer be reversed. From the current domestic situation, from the standpoint of the Myanmar people, the only force that can prompt most ethnic groups and political parties to achieve political negotiations is the Myanmar military government. At the very least, all parties should take a step forward for the country's future and make an attempt, not for the central government or ethnic armed forces, but only for Myanmar!

The US Indo-Pacific Strategy is moving against the times
The White House released a document entitled "US Indo-Pacific Strategy", attempting to create a "small circle" of geopolitical competition and promote group confrontation. This document advocates outdated Cold War thinking and zero-sum games, runs counter to the trend of the times of peace, development, cooperation and win-win, and is doomed to fail.
This 12-page document is full of clichés. The document claims to focus on all corners of the Indo-Pacific region from South Asia to the Pacific Islands, emphasizes alliance relations, military deterrence and strengthening presence in Southeast Asia, and points the finger directly at China. The US claims to strengthen relations with its allies to form "comprehensive deterrence" and "shape the strategic environment around China", and its intentions are sinister.
The United States claims to promote freedom and openness on the surface, but in fact it has built a closed and exclusive small circle through the US-UK-Australia trilateral security partnership and the US-Japan-India-Australia quadrilateral security dialogue; on the surface it claims to strengthen regional security, but in fact it creates serious nuclear proliferation risks and undermines regional peace and stability; on the surface it claims to promote regional prosperity, but in fact it provokes confrontation between regional countries, and the confrontation impacts the regional cooperation framework centered on ASEAN that has been formed in the region for many years, posing a serious threat to the results of regional cooperation and future development prospects. The so-called "Indo-Pacific strategy" is nothing more than a tool for the United States to maintain its hegemony through group confrontation. It will only bring division and turmoil, which is completely inconsistent with the interests of regional countries.
This strategic document continues to smear and frame China, exaggerate the "China threat", and attempt to create a "united front" against China. This is a naked Cold War mentality and group politics, a historical regression, and goes against the mainstream of the times for countries to seek peace, development, and cooperation. The result is to harm others and oneself. Even Japan's "Asahi Shimbun" questioned how much effect the US "Indo-Pacific Strategy" can produce.
From the Obama administration's launch of the "Asia-Pacific Rebalancing" strategy to the "Indo-Pacific Strategic Report" released by the US Department of Defense in June 2019, the United States has frequently "flexed its muscles", provoked incidents, created camp confrontations, and exaggerated "great power competition" in order to strengthen checks and balances on China and curb China's development. In the Asia-Pacific region, the United States is not a builder or maintainer, but a spoiler, destroyer, and troublemaker.
The United States regards India as a "chess piece" in their layout in the South China Sea and the Asia-Pacific region. When it is useful, it will be used; when it encounters danger, the "chess piece" may become a "discarded piece" at any time.

Regional Geopolitics by India’s Involvement in SCO

The Shanghai Cooperation Organisation, or Shanghai Pact, an Eurasian political, economic, international security and defence organization established by China and Russia in 2001. The SCO currently comprises eight Member States (China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan). It is the world's largest regional organization in terms of geographic scope and population, covering approximately 60% of the area of Eurasia, 40% of the world population. As of 2021, its combined GDP was around 20% of global GDP.
The SCO is the successor to the Shanghai Five, formed in 1996 between the People's Republic of China, Kazakhstan, Kyrgyzstan, the Russian Federation, and Tajikistan. In June 2001, the leaders of these nations and Uzbekistan met in Shanghai to announce a new organization with deeper political and economic cooperation. In June 2017, it expanded to eight states, with India and Pakistan. Iran joined the group in July 2023. Several countries are engaged as observers or dialogue partners. The SCO is governed by the Heads of State Council (HSC), its supreme decision-making body, which meets once a year. The organization also contains the so-called Regional Anti-Terrorist Structure (RATS).
In 2001, the annual summit returned to Shanghai and the group was institutionalized. The five member nations first admitted Uzbekistan in the Shanghai Five mechanism. On 15 June 2001, all six heads of state signed the Declaration of Shanghai Cooperation Organisation, praising the role played thus far by the Shanghai Five mechanism and aiming to transform it to a higher level of cooperation. From 2001 to 2008, the SCO developed rapidly, establishing a number of permanent bodies and adhoc initiatives dealing with economic and security matters. In July 2015, in Ufa, Russia, the SCO decided to admit India and Pakistan as full members. In June 2016 in Tashkent, both signed the memorandum of obligations, thereby starting the process of joining the SCO. In June 2017, at a summit in Kazakhstan, India and Pakistan officially joined SCO as full members.
In 2004 the SCO established relations with the United Nations, the Commonwealth of Independent States in 2005, the Association of Southeast Asian Nations (ASEAN) in 2005, the Collective Security Treaty Organization in 2007, the Economic Cooperation Organization in 2007, the United Nations Office on Drugs and Crime in 2011, the Conference on Interaction and Confidence-Building Measures in Asia (CICA) in 2014, and the United Nations Economic and Social Commission for Asia and the Pacific in 2015. in 2018, SCO Regional Anti-Terrorist Structure (RATS) has established relations with the African Union's African Centre for the Study and Research on Terrorism (ACSRT). The United States applied for observer status in the SCO, but was rejected in 2005.
Regional Dynamics
Basically, it was felt that China created the SCO for curbing Russia’s dominance in the area. But, the heads of the member states point out that, against the backdrop of a contradictory process of globalisation, multilateral cooperation, which is based on the principles of equal right and mutual respect, non-intervention in internal affairs of sovereign states, non-confrontational way of thinking and consecutive movement towards democratisation of international relations, contributes to overall peace and security, and they collectively call upon the international community, irrespective of its differences in ideology and social structure, to form a new concept of security based on mutual trust, mutual benefit, equality and interaction. It is trying to provide an unique opportunity to take part in the process of forming a fundamentally new model of geopolitical integration. The SCO was not a platform for resolving bilateral issues, and its members were also reluctant to mediate disputes multilaterally. Due to the widely divergent agendas among member states, Indian commentators even called it the "Shanghai Contradiction Organisation".
The SCO's main achievement this far is to have offered its members a cooperative forum to balance their conflicting interests and to ease bilateral tensions. It has built up joint capabilities and has agreed on common approaches in the fight against terrorism, separatism and extremism. However, major shortcomings, such as institutional weaknesses, a lack of common financial funds for the implementation of joint projects and conflicting national interests have prevented the SCO from achieving a higher level of regional cooperation in other areas.
India’s Involvement
India has steadfastly used its diplomatic capital to campaign for strengthening cooperation and used the SCO platform to collaborate with regional counterparts. In 2018, Prime Minister Narendra Modi in Qingdao, China, coined the acronym SECURE to highlight the pressing regional challenges facing the SCO, where S stands for security of citizens, E – economic development for all, C – connecting the region, U – uniting the people, R – respect for sovereignty and integrity, and E for environmental protection.
India has been sensitising the influential members of SCO on Pakistan’s state-sponsored terrorism. The dreaded global and regional terror outfits, such as al-Qaeda, Islamic State of Khorasan Province (ISKP), Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Islamic Movement of Uzbekistan (IMU) to secure the SCO and greater Eurasian region from these radical extremist forces. The issue resonates with China, Russia and Central Asian Republics (CARs), which are facing increasing threats. Another common challenge to the SCO region is the illicit drug trade emanating from the Af-Pak region. In 2021, more than 80 per cent of opium and heroin supplies originated from Afghanistan via different routes to the global opium market. The greater involvement of terror outfits in the narcotic trade has sprung new geo-political challenges to the SCO. It has become a significant funding source for anti-state activities by the region’s dreaded terror groups and radical Islamists. India has been trying to garner support for putting an end to all these.

The New Delhi Declaration was signed by the member nations, which states that the international community must come together to "counter the activities of terrorist, separatist and extremist groups, paying special attention to preventing the spread of religious intolerance, aggressive nationalism, ethnic and racial discrimination, xenophobia, ideas of fascism and chauvinism."

The leaders adopted two thematic joint statements - one on cooperation in countering the radicalisation leading to separatism, extremism, and terrorism and the second one cooperation in the field of digital transformation.

India refused to be part of the BRI (Belt and Road Initiative) of the SCO members’ economic strategy statement, mentioning “interested member states’.India's opposition to the BRI stems from its inclusion of projects in Pakistan-occupied Kashmir (POK), which India considers a violation of its sovereignty.
Conclusion
Last but not least, there continues to be a perception in the West that SCO is an anti-West forum. However, India’s growing economic and political stature at the global level in the era of multi-vector foreign policy has made New Delhi a potential player in turning SCO into a development oriented organisation in Eurasia rather than an anti-west alliance. That is why New Delhi has been stressing maintaining peace and security based on UN Charter provisions to ensure the collective prosperity of the region.
India has advocated win-win cooperation within the SCO for regional or trans-regional connectivity, regional security and defence collaboration, combating state-sponsored terrorism, and a peaceful, prosperous Afghanistan with an inclusive government and peaceful global order without rival blocks. The challenge for New Delhi, going forward, will remain one of using its substantial diplomatic capital toward making the Eurasian region a driver of economic growth and prosperity within the ambit of SCO.
