CALOOCAN CITY, April 22 (PIA)--On Monday, April 20, Manila Mayor Francisco ‘Isko Moreno’ Domagoso eagerly announced in his official Facebook Page that the We Heal As One Center - Ninoy Aquino Stadium discharged a Covid-19 survivor, after the patient tested negative for the disease twice.
The patient happens to be a resident of Manila and is the first patient to be released from the quarantine facility that admits Covid-positive patients with mild or no symptoms.
Public Works and Highways Secretary Mark Villar who was instrumental in the establishment of the facility was also elated about the first recovery in the facility.
“We’re happy that the patient has been discharged from the facility and can already go home and be with her family. We hope and pray to hear more news of recoveries soon. We also thank our brave frontliners from the Armed Forces of the Philippines Medical Corps who have been taking care of the patients here round-the-clock,” Villar said.
Meanwhile, Presidential Adviser for Flagship Programs and Projects and BCDA President and CEO Vince Dizon said, the government is very proactive in its strategy to ‘locate, isolate, and cure’ suspected and probable cases to save more lives and control the contagion.
“We are confident that we will see more recoveries in the comings days and weeks,” Dizon said.
Leading the government's efforts in the establishment of We Heal As One Centers is National Task Force Covid-19 chief implementer and Presidential Peace Adviser Secretary Carlito Galvez, Jr., Health Secretary Francisco Duque III, Department of Public Works and Highways Task Force on Augmentation of Healthcare Facilities led by Undersecretary Emil Sadain, Secretary Villar and Secretary Dizon.
The 112-bed Ninoy Aquino Stadium was finished in less than a week by private partners Prime BMD and Bloomberry Cultural Foundation, Inc. of the Razon Group. The government also partnered with the Villar Group and EEI Corp. in providing construction workers and beds for the facilities, as well as with the Boysen Philippines, Inc. in making the facilities color-coded for the protection of the medical staff.
The other We Heal As One Centers that are operational and ready to accept patients are the Philippine International Convention Center (PICC) Forum Halls and World Trade Center in Pasay City, the ASEAN Convention Center in Clark, Pampanga, and the National Government Administrative Center and the Athletes’ Village in New Clark City, Capas, Tarlac.
Also to be completed soon are the Philippine Sports Arena or ULTRA in Pasig City, the Philippine Arena in Bulacan, and the Filinvest Tent in Muntinlupa. (BCDA/PIA-NCR)

Filinvest Land to establish REIT company
#PHnews: Filinvest Land to establish REIT company
MANILA – Filinvest Land, Inc.’s (FLI) board of directors has approved the transition of its wholly-owned subsidiary, Cyberzone Properties, Inc. (CPI), into a Real Estate Investment Trust (REIT) company.
“We are looking forward to listing CPI as a REIT company because we believe that this will unlock the value of our office leasing business. Filinvest has a growing portfolio of recurring income projects and significant prime office properties in Alabang, Cebu, and Clark to continue to grow this business. A REIT listing will enable acceleration of the growth of this business line,” FLI president and chief executive officer Josephine Gotianun-Yap said in a statement Thursday.
The CPI is intended to be listed on the Philippine Stock Exchange in compliance with the minimum public ownership requirements under Philippine securities regulations and the Real Estate Investment Trust Act of 2009 and its implementing rules and regulations, and under the terms and conditions as FLI’s board of directors may approve.
A certain number of operating office buildings, including buildings leased out to traditional and multinational business process outsourcing (BPO) companies, will comprise the property portfolio of the REIT company.
These office buildings are located in Northgate Cyberzone in Filinvest City, Alabang and Filinvest Cyberzone Cebu in Cebu City.
The Northgate Cyberzone in Filinvest City is an 18.7-hectare business park that is registered with the Philippine Economic Zone Authority and was designed to cater to BPO companies.
It is home to the Philippines’ largest district cooling system that helps reduce energy consumption, provides greater efficiency, lowers the initial capital investment, reduces carbon dioxide emissions, and enhances real estate value by freeing up building space for other uses.
Filinvest’s BPO buildings have continued to be fully operational during the pandemic and CPI’s office rental revenues increased by 16 percent year on year in the first nine months of 2020 to PHP2.46 billion.
One of the pioneer providers of office space to the BPO industry in the country, Filinvest has 43 operating and under construction office buildings covering more than 824,000 square meters of gross leasable area. (PR)

Duterte to Shift Thousands of Government Workers to New City
Thousands of government workers will be moved from Manila to a new city that’s being built in a former U.S. military base, as President Rodrigo Duterte’s administration seeks to ease a traffic gridlock in the capital.
The government and private companies are investing more than 50 billion pesos ($1 billion) to build an administrative center in New Clark City. Within five years, the area is expected to have at least eight mid-rise government towers, 8,000 housing units and a train connecting it to Manila, about 100 kilometers (62 miles) away.
“The vision is to build a new thriving city outside metro Manila that’s well-planned, future proof,” said Vince Dizon, president of the state-run Bases Conversion Development Authority which is overseeing the 9,450 hectare development. “We will slowly move some government activities to Clark to pump-prime the city.”
The project is part of Duterte’s plan to decentralize state offices away from Manila’s gridlocked streets. The capital, home to 13 million people and accounting for about one-third of the nation’s economy, will become a “dead city” within 25 years, Duterte said in a speech last month supporting the development of the city, whose name is derived from the former Clark Air Force Base that was closed in 1991.
About 1 million people in the capital region work for the government, adding to traffic congestion that a 2014 Japan International Cooperation Agency study said costs the economy about 2.5 billion pesos a day in lost productivity. That’s expected to climb to 6 billion pesos a day by 2030.

Index ranks driver experience on a scale of 1-10, with 1 the least satisfying. Factors include traffic density, road quality and infrastructure.
Bases Conversion will start moving to Clark this year. The Department of Transportation transferred its office to Clark in 2017.
The first phase of the 200-hectare administrative center also involves the development of back-up offices for government agencies to ensure continuity in case of disaster. An aquatics and athletics center that will serve as the venue for the 30th SEA Games in late 2019, is also planned, Dizon said.
An expansion of Clark Airport is scheduled to be completed by the first half of 2020, enabling it to handle 12 million passengers a year and double the number of domestic flights from about 240 weekly. Bases Conversion, the manager of former military properties, will publish the bidding terms for the contract to operate Clark Airport this week.
At least 12 billion pesos of roads and bridges will be built in the next two years, while an industrial park planned by Filinvest Land Inc. may have an initial investment of at least 10 billion pesos, Dizon said.
To help fund the Clark City development, Dizon said Bases Conversion will sell up to 60 hectares of real estate in Taguig City near the financial district of Makati, where land prices are at a record high.

'Aerotropolis' to rise at Clark Civil Aviation Complex
#PHnews: 'Aerotropolis' to rise at Clark Civil Aviation Complex
MABALACAT CITY, Pampanga – The Luzon International Premier Airport Development Corp. (LIPAD) will develop an "aerotropolis" inside the civil aviation complex here which is seen to generate diverse business opportunities both for local and international investors as well as create jobs for Kapampangans.
An "aerotropolis" is a developed area which economy is centered on an airport.
Aside from the operations and maintenance of the Clark International Airport (CRK), part of LIPAD’s 25-year concession agreement with the government is to manage and develop the more than 800 hectares of project land within the Clark Civil Aviation Complex that include both airside and landside areas.
The development of the airport and the project land is in accordance with the master plan and feasibility study of Aeroport de Paris Ingenierie (ADPI) completed in 2013 and pursued through a grant by the French government.
As part of its commitment, LIPAD will update the master plan.
Project development is planned to start once the master plan has been approved by appropriate government agencies in 2021. The phasing of the master plan will consider the duration of LIPAD’s 25-year concession period.
“Just like its vision for CRK, LIPAD envisions to transform its project land to be a premier mixed-use township destination North of Manila -- an aerotropolis that integrates logistics, general aviation, and tourism to work, lifestyle, and leisure with CRK as the center and key component of this development,” said Bi Yong Chungunco, LIPAD’s chief executive officer, in a statement on Tuesday.
Chungunco said LIPAD plans to leverage on the combined commercial wealth experience of its consortium members as they are closely working with Filinvest Development Corporation and Robinsons Land Corporation for the planning.
The planning team already began engagements with government agencies as well as inception and market studies around LIPAD’s project land in Clark Freeport Zone.
LIPAD is a special purpose company established to manage the operations and maintenance of Clark Airport.
The members of LIPAD Corporation are Filinvest Development Corporation, JG Summit Holdings Inc., Philippine Airport Ground Support Solutions Inc. and Changi Airports Philippines (I) Pte. Ltd., a wholly-owned subsidiary of Changi Airports International.
The consortium members have vast experience in airport operations, air transportation and property development.
LIPAD Corporation has committed to bring in this expertise to transform CRK into a world-class airport. (PNA)

Filinvest Land nets P6.3-B profit in 2019
#PHnews: Filinvest Land nets P6.3-B profit in 2019
MANILA – Filinvest Land, Inc. (FLI), the publicly-listed property arm of Gotianun-led Filinvest Development Corporation (FDC), reported a 7-percent increase in profit in 2019, driven by growth in revenues from its rental and residential businesses.
In a statement on Monday, the company said net income reached PHP6.28 billion in 2019 from PHP5.89 billion the previous year.
Its gross revenues rose by 16 percent to PHP25.67 billion on the increase in rental and residential revenues.
Residential revenue growth of 18 percent is attributable to the high sales take-up levels in 2018, as well as the completion of mid-rise and high-rise residential buildings in 2019.
FLI’s residential projects continue to address the needs of the end-user affordable and middle-income markets, which remain to be stable and underserved.
In 2019, FLI launched residential projects in greater Metro Manila such as Valenzuela City, Taguig City, Manila, Cainta and Muntinlupa, as well as in the provinces of Cavite, Rizal, Laguna, Pampanga, Cebu and Davao.
“We are satisfied with our 2019 performance as both our residential sales and recurring income businesses reflected growth,” FLI chief executive officer and president Josephine Gotianun-Yap said.
However, Gotianun-Yap said the first quarter of 2020 has been challenging for the country with notable calamities such as earthquakes in Mindanao, the Taal Volcano eruption and the coronavirus disease 2019 (Covid-19), a global health crisis.
“We have revised our project line up and have moved some launches originally scheduled for the second half of 2020 to 2021. As a result, our capex (capital expenditure) is expected to reach PHP16 billion for the year. We will, however, go ahead with residential projects in new geographies within the country. We have also allocated a significant amount of this year’s resources for the completion of additional office buildings, the innovation park, as well as the development of our townships. All of these signify our confidence that our company and the country will be able to hurdle the challenges ahead of us,” she said.
Meanwhile, rental revenue growth of 25 percent was on the back of the completion of two new office buildings that brought FLI’s total to 30 office buildings equivalent to 524,00 square meters of gross leasable area (GLA).
FLI’s target is to reach 2.1 million square meters GLA by 2024 for its recurring income business which include its office, retail, logistics/innovation and dormitel investment properties.
To further boost its rental business, FLI has also ventured into the logistics space through the launch of the Filinvest Innovation Park at New Clark City in mid-2019.
The company is seeing a demand for big land parcels and ready built factories to address the needs of the growing logistics and e-commerce industry.
Apart from lot leases, FLI is looking at constructing high specification structures for lease to customers. By the second half of 2020, the innovation Park can start receiving locators who may wish to immediately start their building and warehouse construction.
Meanwhile, planning and development of Phase 2 is programmed to commence by the fourth quarter of 2020.
The newly-completed government-built access road from the Subic-Clark-Tarlac Expressway (SCTEX) to New Clark City has substantially improved travel and transportation to and from the Filinvest Innovation Park. (PNA)

Gov’t strategy to prevent Covid-19 spread: locate, isolate, cure
#PHnews: Gov’t strategy to prevent Covid-19 spread: locate, isolate, cure
MANILA -- The government’s strategy to prevent the spread of the coronavirus disease 2019 (Covid-19) is to “locate, isolate and cure” suspected patients, BCDA President and Chief Executive Officer Vince Dizon said Friday, as more facilities are being converted into “We Heal As One Centers.”
“Yung mga quarantine facilities ay kasama sa ikalawang parte ng sistema na pag-isolate (The quarantine facilities are included in the second part of the isolation system),” Dizon said during the Laging Handa public briefing.
Dizon, also the Presidential adviser for flagship programs and projects, said the system should be implemented effectively to control the spread of the coronavirus.
The National Task Force Covid-19 led by chief implementer and Presidential Peace Adviser Secretary Carlito Galvez, Jr., and the Department of Public Works and Highways led by Secretary Mark Villar have been leading the efforts to convert facilities into quarantine centers to reduce the community spread of Covid-19, and to decongest hospitals and save more lives.
“We Heal As One Centers” in the National Capital Region include the Ninoy Aquino Stadium in Manila, and the Philippine International Convention Center (PICC) Forum Halls and the World Trade Center in Pasay.
Also being converted are the Philippine Arena in Bulacan, the PhilSports Arena or ULTRA in Pasig, and the Filinvest Tent in Alabang.
In Pampanga and Tarlac, two major facilities were converted by the government into We Heal As One Centers for Covid-19-positive patients.
These are the ASEAN Convention Center in Clark, and the New Clark City Government Center in Capas, Tarlac, which can accommodate a combined total of more than 800 patients.
The 525-room New Clark City Athletes’ Village can also accommodate suspected and probable cases.
Dr. Jay Rivera, Pampanga provincial medical consultant, said the converted facilities in Clark are “very, very adequate” in accordance with the “locate, isolate and cure” strategy.
“Kung sila ay positive, susunod tayo sa pag-isolate at kung mag-progress, meron tayong 'cure,' merong mga ospital na naka-standby for the 'cure' (When they are positive of Covid-19, we will isolate them and if it progressed, we have hospitals on standby for the ‘cure’),” he said.
All the We Heal As One Centers have air-conditioned cubicles with plug-in outlets, free food for patients and the medical staff, free internet connection, and round-the-clock medical assistance. (PR-BCDA)

More venues in Metro eyed as Covid-19 facilities
#PHnews: More venues in Metro eyed as Covid-19 facilities
MANILA – The government is looking at more venues in Metro Manila to be converted to facilities for coronavirus disease 2019 (Covid-19) patients, Department of Public Works and Highways (DPWH) Secretary Mark Villar said Friday.
Villar said this is aside from the Rizal Memorial Coliseum particularly the Ninoy Aquino Stadium in Manila, the Philippine International Convention Center (PICC) Forum Halls and the World Trade Center (WTC), both located in Pasay City are set to be finished next week.
“Bukod sa Rizal Memorial, WTC, PICC, we are also looking for other areas among them are the Philippine Institute of Sports Multi-Purpose Arena or Philsports Arena (formerly Ultra) in Pasig City, Veterans Memorial Hospital in Quezon City,” he said in a phone interview during the Laging Handa briefing over state-run PTV.
He added that the three facilities can accommodate 936 patients.
“First facility (to be completed) within the week is the (Ninoy Aquino Stadium inside the Rizal Memorial). Our timeline is to finish all three facilities within 10 days. We also thank the private sector. For the Rizal Complex, it's Razon group. For WTC, it's Ayala group. For PICC, it's EEI and Vista Land group. They are all helping to immediately finish these facilities,” he said.
Bases Conversion and Development Authority (BCDA) president and CEO Vince Dizon said about a thousand patients can benefit from the three major facilities in Metro Manila, especially residents in the surrounding areas.
He also laid down the three objectives in developing the quarantine facilities: reduce the community spread of Covid-19; decongest hospitals in Metro Manila to save more lives, and save patients at the first stages of the disease and protect the front-liners.
“Because of the many cases in Metro Manila, our hospitals are slowly being filled up. We want to prevent people from trooping to hospitals because hospitals must prioritize critical and severe cases and those who are in dire need," Dizon, also Presidential Adviser for Flagship Programs and Projects Secretary, said in a statement.
He also cited the need to build facilities that will attend to Covid-19 cases and will provide protection for front-liners such as physicians and nurses from getting infected with the virus.
The Ninoy Aquino Stadium inside the Rizal Memorial Complex will be operational as early as next week, while both the PICC and the World Trade Center in Pasay City will be finished on April 11.
The quarantine facilities will have airconditioned cubicles, free food for patients and the front-liners, free access to internet connection, and 24/7 monitoring by doctors and nurses.
Meanwhile, University of the Philippines-Philippine General Hospital Architect Dan Lichauco said each facility is designed to ensure protection of the staff and health workers, and follow the protocols of the Department of Health (DOH).
“The hospitals itself are designed to make sure the patients are comfortable. We made sure that there are outlets in their cubicles so that they can plug-in their devices, we also have nourishment stations, water stations, so that they can basically get what they need while they are quarantined there,” he said.
He added that each facility has adequate toilets and showers for sanitation.
"In everything we do, we made sure (that there will be no mass infection) and we’re protecting the nurses and the staff as they move in and out of the facility,” Lichauco added.
