I wholeheartedly agree! It’s good that reposting has decreased a lot from what it used to be a few years back, but as someone who used to do it before learning what a dumb thing it is to do, I wish others would learn to respect artists’ work more... I haven’t really talked with any japanese artists, but I’ve heard other people who also talk about this (and interact w/ japanese side of fandom way more) say that for japanese artists in particular reposting can be even dangerous, since they’re much more likely to get in trouble with companies, for laws pertaining to fanworks and such. 
It’s one of the reasons japanese fans are pretty strict about reposting works (even with permission and credit), and try to keep certain types of fanart (mostly shipping, especially BL, and some more questionable art) away from creators’ radars by censoring series and characters’ names and using ship names, acronyms etc. For example in some contexts I’ve seen jp fans use ‘DanRon’ or ‘ronpa’ instead of just ‘Danganronpa’ so twitter doesn’t pick up on the full name. Especially commercial fanworks are expected to keep it decent (or keep it away from official creators’ fields of view) and not become too profitable. 
That being said, I’m not sure if I have any tips or recommendations. I don’t really interact with people in fandoms anyway (aside from tumblr anyway, and some ao3 comments), it’s scary even in english, let alone japanese... I mostly use pixiv where I follow my otps’ tags and bookmark stuff, and keep tabs on some artists on twitter (I usually find their twitters linked on pixiv, or just hop from tweet to tweet until I find an account I like, or recognize an artist I know...  I don’t have a twitter yet, I just have a chrome folder of accounts I wanna follow when I make one <_<;;). I also use niconico and watch some drawn videos and mmd stuff on there sometimes. That’s about it.
Knowing japanese helps a lot, but you don’t need to be fluent or anything to browse art or watch videos. Just knowing hiragana and katakana is plenty already. Committing your favourite characters’ names to memory is good, just use that to look up art or videos, and follow artists who post your faves a lot. It’s also useful for reading tags so you can search the ones you like, and it helps with ships too, since ship names usually consist of the first kanji of characters’ last names. 
I highly recommend taking some time and translating comics you like for yourself, taking time to read tweets or switching your language on niconico to japanese to look at jp comments. It’s really fun seeing a different side of fandom from just tumblr and the like, and it also helps you with learning more japanese, if you’re someone just learning, like me^ ^ I don’t think interacting with artists hurts either, if you’re brave enough to talk to people (unlike me OTL). They have their own rules when it comes to fandom, but they’re probably gonna realize you’re non-native speaker and cut you some slack. As long as you’re respectful and polite and make sure to learn from any mistakes, I think you’re good to go. Smarter people than me have also written down some stuff that’s good to know about jp fandoms on twitter and the like, so you can try googling for those if you want (I don’t have any on hand, unfortunately).

I always love sharing fanart I like and artists’ profiles, helping with finding certain content and translating stuff, or just talking about specific fandoms or fandom meta in general. I’m also always happy to see more people interact with jp side of fandom and get along in spite of the language barrier^^
