(Not the same anon but) what it always looked like to me, the difference why Dragon took in Sabo while he didn't keep Luffy, is:
Sabo was a 10 years old. Still a child, yes, but he had lived, he had seem things, he could speak and make a choice for himself. Dragon respected his choice to stay and want to join the Revs.
Luffy was a baby. A newborn baby most likely. He literally had no grasp of anything and no conditions of speaking for himself. So Dragon couldn't make the decision for Luffy of keeping him with the Revs. and leave his son with only two options in life: either be a Rev or be a pirate, bc Luffy would grow up already being a criminal.
I'm not going anywhere with this, I just wanted to share my two sents about this "why he kept Sabo but not Luffy??" whole deal lol
Yeah, it's basically that. I mean, it's not like they straight-up accepted Sabo in the first place. Sabo begged them to let him stay, and they accepted because how were they going to send a child back home when he was clearly traumatized and didn't want to go back? The only thing they could do was keep him and take care of him. With Luffy, I think Dragon was making the hardest decision of all by leaving him. We've seen he loves him. He cares about him. Keeps an eye on Luffy. But he has a job to do and he has to fight for the greater good of the revolution. He prefers leaving Luffy alone and safe than taking him with him into this dangerous mess and making the decision to live this type of life for him. Now that Luffy has chosen to be a pirate and he's extremely relevant to the world, I think it's the perfect time for them to finally meet at some point. It's not that Dragon likes Sabo more or anything. It's just, as you and the other anon said, different ways of keeping them both safe.
