I've seen a couple of stories do this now, and I'd be lying if I said I wasn't also considering making long hair a sign of strong magic in Skysail
In places with a lot of magic use, long hair would be a status symbol, conditioners and tinctures sold with claims to encourage growth. Or perhaps parents carefully trim their children's hair so they aren't pulled away by a school or by court magicians.
Where magic is more feared, a culture of grooming becomes well established, people learning to trim another's hair short like you might learn to sign your name or ride a bike.
Of course, that depends on whether or not a particular world or settlement actually knows about this axiom. And whether or not hair length actually *does* affect magical ability is another question entirely.
