This new facility, located at the Health Centre in SECL’s Indira Vihar Colony in Bilaspur, makes SECL the first coal company to operate four AMRIT pharmacies. The AMRIT pharmacies, launched by the Ministry of Health and Family Welfare in 2015, provide a wide range of generic and life-saving branded drugs, implants, and surgical consumables at highly subsidized rates. The new pharmacy aims to benefit inpatients and outpatients, including SECL employees, the general public, and particularly those from tribal and rural areas within the coal belt. Dr. Prem Sagar Mishra, CMD of SECL, emphasized the company’s dedication to inclusive growth, stating, “With the inauguration of our fourth AMRIT pharmacy, we are proud to enhance healthcare access not only for our employees but also for the larger community, particularly in tribal and rural areas of the coal belt. OLD PENSION SCHEME OR THE NEW PENSION SCHEME? WHICH IS BENEFICIAL AND FOR WHOM?
With elections nearing and States like Chhattisgarh, Jharkhand and Rajasthan which have already reverted back to the Old Pension Scheme and Punjab and Himachal Pradesh planning to revert to the Old Pension scheme and using it as a vote catcher strategy, the question arises, is the Old pension scheme truly beneficial for the Indian Economy?
Under the Old pension which is applicable only for the Government employees, the government is the sole contributor of the pension funds, there is no contribution by the employees. The amount of pension payable after retirement from services would be 50% of the last drawn salary in addition to a Dearness Allowance (which may range from 4-38% of the basic salary). Sensing that most of the Government funds were utilized in payment of Pension bills and sometimes Pension bills even exceeded the Salary bills, the scheme was Abolished in 2003 by Atal Bihari Vajpayee Government.
Unlike the Old Pension scheme, the New pension scheme is applicable for all employees, and goes on to bring even the Private sector employees under the umbrella of pension benefits. There is contribution by both the employee as well as the Government, the percentage contributed by the Govt would be 10% in case of non-Government employees and 14% in case of Government employees and an equal amount or higher contribution is made by the employees.
NPS offers two types of accounts- NPS Tier I which has certain restrictions as to withdrawals (max of 3 withdrawals up to 25% of own contribution) and Tier II which offers greater flexibility in withdrawals. The amount of Contribution is not allowed to remain idle, instead employees are given an option to invest them in equities, Stocks, Government bonds and the market returns are returned back to the employees. On retirement, 60% of the amount is paid in lumpsum to the employees and the remining 40% is used to purchase an Annuity from a life insurance company and both of them are tax exempt.
The new Pension scheme also enjoys certain tax exemptions under the Old Regime, deduction u/sec   80 CCD (1) can be claimed up to Rs.1.5 lakhs for employee’s contribution and deduction for employer’s contribution can be claimed under sec 80 CCD (2), the amount being 14% of the Salary for Government employees and 10% of the Salary for non- government employees. This is apart from the limit of Rs. 1,50,000 of the Sec 80 C deduction.
While the Old pension scheme may be attractive for the Government employees, it is not a sustainable option for the future as increased spending by the Government on Pension could be disastrous and not aid in the economic development of the nation, but rather maintain the fiscal deficit over the years as expenditure would be high. It is thus in the hands of the States to decide what is best for the economy in the long run and have a far-sighted view.
