Another thing about the premise of the Milgram project that's really interesting, particularly about the voting: iirc Jackalope never actually tells Es (us) what exactly awaits the inmates who were judged GUILTY/Not Forgiven at the end of the 3rd Trial, and yet Es (we) happily judge these prisoners without clear unambiguous context of 1) their motives and circumstances that led to them committing 'murder' and also 2) the consequences of the judgement. We are potentially subjecting the GUILTY characters to unspeakable horrors, but we'll do it because someone with authority told us to without knowing what, exactly, are the consequences of our judgement. We claim to care about these characters, but. Do we really? Are we voting GUILTY "for the characters' own good," or do we just want to indulge in the part of us that wants to 'punish' and cause harm to people we think 'deserve' it, even if we don't actually know what exactly punishment entails? At the end of the day, do we just want a spectacle?
(of course, this is just fiction, so it's totally fine if you do want the characters to suffer for entertainment; they aren't real people and there are no real consequences, and we can vote using whatever criteria we see fit.)
