Me, omw to charge the Kudo couple, the Kuroba couple and Kogoro with child neglect:

Kogoro would be able to get off way easier than the Kudo couple because, hell, at least he was there. The Kudo & Kuroba couples would have little in their defense since the facts are too clear to deny. Even if they get away from any legal troubles–which I'm half certain is the most likely outcome–at least it would be enough to give them the reality check they so severely need. They love Shinichi and Kaito, yes, but literally anyone else would've done a better job as a parent.
