I think the best way to envision them is a convoluted academic rivalry between bella and barty with a loser teacher who chose his profession to feel power in a school setting.

what's key to this is for it to take place after evans death (so barty is untethered and careless) and narcissa having draco (so bella is cast away from her family's spotlight) barty and bella are in a competitive sexually charged situation-ship to get appreciation/attention from their leader (father figure?) I see them as being primarily childish in their competitiveness, its not taken seriously be either of them, they're bored, aimless and horny

tom would just be basking in attention, especially from two renowned (!) and intelligent death eaters who are respected. he has a massive ego complex and was shunned as a child! these two hot and clever sociopaths are clambering over each other for HIS attention!
