OH MY GOD THANK YOU FOR ASKING
Ok so let's break these idiots down to their bare essentials.
Sweden
Shy
Kind
Fatherly
Empathetic
Gentle
Playful, despite his fearsome exterior, especially when it comes to children (again, fatherly)
Germany
Shy, generally doesn't understand how to interact with people very well
Rule oriented and diligent, he doesn't like to stray from that
Genuinely a very thoughtful and sweet person, despite the fearsome exterior.
Well meaning, but clumsy in social situations.
But he knows how to do what he is told and he sticks to that.
Ok so now that we have that down, let's bring some of my headcanons into it.
For a very long time, Sweden was a faithful and dutiful pet of the government. They said jump, he asked how high. And that is his greatest regret. He's seen and done horrific things and has killed many people, not just nations.
Up until the 1900s, Sweden didn't care, but in like 1910 or so he really became remorseful of this and spent a lot of time - like a lot a lot of time on himself. He was kicked out of mainland Sweden by the government until he could act "more modern and civilized" and while he did that, he really came to regret pretty much everything he'd done when it came to war.
Now imagine you're Sweden, freshly back in your home outside Stockholm, and then you hear about this new little German that's captured the eyes of all the nations. "Oh that's lovely," you think. "It's nice to have a new one around, I'll keep up to date with him and Prussia... Prussia... Prussia is taking care of him. Wait."
So for all 2 hetalia fans who don't know this, Prussia glorified military service, glamorized it, too. Where most states had a military, Prussia was a military with a state. Sweden would have known that and that would have scared him. Here they were, nervous what was to happen to them because the 1900s were a tumultuous time for Europe, and something about that would have been terrifying. He feared that Prussia would instill the same war-loving attitude within Germany, and that Germany may well go on to do things that Sweden had and never stopped regretting. It ate at him.
So he goes to Germany to see if he can get acquainted with the new nation, and he does successfully. The two talk, exchange contact information, and begin a correspondence. Sweden also comes to visit Ludwig from time to time and tries to subtly be like "I know Prussia probably really wants you to be militaristic like he was but I promise you don't want that, it's horrible, and you'll regret it forever. Like actually."
I like to think Germany really took that to heart and didn't participate too much in military, only doing a handful of things from 1914-1945 that weren't just. Clerk tasks?
And then they stayed friends after WWII, became pretty close, and started spending lots of time together. Sweden is as Sweden does and remained sort of role model-y towards Ludwig, wanting to be a good example and whatnot when Prussia was busy being a jackass (affectionate).
I think it would have been sometime in the 60s when Ludwig caught feelings and sometime in the mid 70s when Ber caught feelings. Ludwig really appreciated the gentle, fatherly personality Ber has (bc he has daddy issues) and Ber really liked how organized, diligent, and calculated Ludwig was (bc he lives with the nordics and that lot shares exactly 2 braincells between them and Norway usually has them both at the same time)
The two kinda stumbled around each other, generally being shy, awkward losers that just really had no idea how to navigate their feelings until like 1990 when Finland of all people basically said "I can't fucking take this anymore, will you dumb bitches kiss already?"
And then they did. And in the timeline where Ber and Lud are the fathers of Sealand and Ladonia, they've been together pretty much ever since.
