Okay, so tsubaki wants to use kuro as the vessel, but it doesn't necessarily sound like lily and mikuni have the same plan as him? Lily wants to make mikuni the eve of the 9th servamp, but if kuro and the count became one, would that even count as a new servamp? Wouldn't mahiru be the eve since he still has his contract with kuro?

And as another person has already pointed out, the sakuya illusion probably wasn't meant to distract kuro, it was more likely intended for mahiru. Tsubaki destroying the illusion and forbidding mikuni from intervening further makes it sound like they are going to turn on each other before it all ends.
